2.0 ROLES & RESPONSIBILITIES OF KEY POSITIONS IN ORGANIZATION CHART
FOR ENVIRONMENTAL & VECTOR CONTROL

2.1 PROJECT MANAGER

2.1.1 The Project Manager shall be the overall person-in-charge for


establishment and implementation of an effective Environmental & Vector Control
Programme of the worksite.

2.1.2 The Project Manager shall review the Environmental & Vector Control Programme
on a biannual basis or otherwise immediately after an outbreak of vector-borne
disease / a NEA summons / any changes in the relevant environmental and health
regulations. He shall make amendments to the Environmental & Vector Control
Programme if required by the review.

2.1.3 The Project Manager shall liaise with the Procurement Department of the Head
Office to engage Licensed Waste Collector(s) for collection of construction and
organic wastes, Licensed Pest Control Operator for pest control and surveillance
works and Qualified Earth Control Professional for design and supervision of the
earth control management system prior to the commencement of the project.

2.1.4 The Project Manager shall undertake effective corrective and preventive actions for
any non-compliance of the relevant environmental and health regulations based on
feedback of the Environmental Control Officer and performance of the implemented
Environmental and Vector Control Programme of site.

2.1.5 The Project Manager shall liaise with the Chief Representative / Project Director
and seek approval for resources pertaining to the environmental and vector control
activities of the worksite.

2.2 ENVIRONMENTAL CONTROL OFFICER

2.2.1 The Environmental Control Officer, being registered with NEA, shall provide
independent weekly assessment of the implemented environmental and vector
control programme against the relevant environmental and health regulations, He
shall provide the overall coordination for the environmental and vector control
activities of Housekeeping & Construction Waste Control, Organic Waste Control,
Vector Control, Erosion & Sediment Control and Noise Control.

2.2.2 The Environmental Control Officer shall regularly report to the Project Manager on
the performance of the implemented Environmental & Vector Control Programme
within the worksite, and be responsible for initiating appropriate corrective and
preventive actions.

2.2.3 The Environmental Control Officer shall conduct monthly EHS Meeting chaired by
the Project Manager, and be responsible for generating meeting minutes with
action plans and deadlines for follow-up action by relevant site personnel and sub-
contractors.

2.2.4 The Environmental Control Officer shall update the site on changes to any relevant
environmental and health regulations, and initiate reviews of the Environmental &
Vector Control Programme of the worksite, as appropriate.

2.2.5 The Environmental Control Officer shall conduct or coordinate in-house


environmental and health awareness training as per the documented
Environmental & Vector Control Schedule of the worksite.

2.2.6 The Environmental Control Officer shall be responsible for conduction of in-house
training for foremen in-charge of housekeeping and waste control activities, and
maintain records of such in-house training in file.

2.3 ENVIRONMENTAL & HEALTH (CUM SAFETY) SUPERVISOR

2.3.1 The Environmental & Health Supervisor shall assist the Environment
Control Officer in the coordination of environmental & vector control activities and
records keeping as directed by the Environmental Control Officer.

2.4 HOUSEKEEPING & WASTE CONTROL (CONSTRUCTION) - FOREMAN

2.4.1 The Housekeeping & Waste Control Foreman For Construction shall have
undergone in-house training on “Housekeeping & Waste Control Activities
(Construction)” conducted by the Environmental Control Officer.

2.4.2 The Housekeeping & Waste Control Foreman For Construction shall schedule and
supervise general and block housekeeping teams on material arrangement,
clearance of construction debris from scaffold & construction levels through
temporary refuse chutes / P/M hoists and transfer of construction debris from
general areas to designated collection points within site.

2.4.3 The Housekeeping & Construction Waste Control Foreman For Construction shall
liaise with the Storeman / Materials Coordinator / Materials Engineer on
housekeeping matters pertaining to materials arrangement.

2.4.4 The Housekeeping & Construction Waste Control Foreman For Construction shall
liaise with the Storeman / Materials Coordinator / Materials Engineer on the timely
collection of construction debris by the Licensed Waste Collector so as to prevent

accumulation of construction debris at the designated collection points within site.

2.5 HOUSEKEEPING & WASTE CONTROL (TEMPORARY FACILITIES) - FOREMAN

2.5.1 The Housekeeping & Waste Control Foreman For Temporary Facilities
shall have undergone in-house training on “Housekeeping & Waste Control
Activities (Temporary Facilities)” conducted by the Environmental Control Officer.

2.5.2 The Housekeeping & Waste Control Foreman For Temporary Facilities shall
ensure daily housekeeping activities at the living quarters and toilets.

2.5.3 The Housekeeping & Waste Control Foreman For Temporary Facilities shall
ensure provision and maintenance of adequate refuse bins lined by trash
bags, and provided with bin covers, at living quarters and canteen / eating
areas. The Housekeeping & Waste Control Foreman For Temporary
Facilities shall also ensure daily transfer of organic waste from the refuse
bins to the designated organic waste collection points within site.

2.5.4 The Housekeeping & Waste Control Foreman For Temporary Facilities shall
liaise with the Storeman / Materials Coordinator / Materials Engineer on
advance orders or requisition of refuse bins and trash bags.

2.5.5 The Housekeeping & Waste Control Foreman For Temporary Facilities shall
feedback to the Storeman / Materials Coordinator / Materials Engineer on
accumulation of organic waste, if any, at the designated collection points so
as to ensure a timely collection of organic waste by the Licensed Organic
Waste Collector appointed by the site.

2.6 VECTOR CONTROL - PEST CONTROL OPERATOR

2.6.1 The Licensed Pest Control Operator shall take charge of all pest control
activities within site based on contractual agreement between the Main Contractor
and the Pest Control Operator.

2.6.2 No pest control activities shall be carried out by any main contractor or sub-
contractor personnel unless such personnel have undergone the appropriate
training at NEA, and have obtained the approval from NEA.

2.7 EROSION & SEDIMENTATION CONTROL - ENGINEER

2.7.1 The Erosion & Sedimentation Control Engineer shall possess a degree or
diploma in Civil & Structural Engineering and be knowledgeable in erosion and
sedimentation control.

2.7.2 The Erosion & Sedimentation Control Engineer shall work closely with the Qualified
Erosion Control Professional and the Environmental Control Officer to implement
an effective system of earth control measures on site.

2.7.3 The Erosion & Sedimentation Control Engineer shall schedule, direct and supervise
a team of workers on erosion and sedimentation control.

2.8 NOISE CONTROL - CONSTRUCTION / SITE MANAGER

2.8.1 The Construction / Site Manager shall take responsibility for the overall
noise control of the worksite as he is the person-in-charge for organizing and
scheduling the different work trades in the project.

2.8.2 The Construction / Site Manager and his works planning team shall plan for less
noisy activities and reduced number of work activities during nights, Sundays and
Public Holidays.

2.8.3 The Construction / Site Manager shall regularly check with the Environmental
Control Officer or Environmental & Health (cum Safety) Supervisor on any
undesirable noise level trends based on noise monitoring records for rescheduling
of noisy work activities.

2.8.4 The Construction / Site Manager shall work closely with the Project Manager and
the Environmental Control Officer on implementation of feasible engineering noise
control measures at different stages of the project.

3.0 HOUSEKEEPING & WASTE CONTROL (CONSTRUCTION)

3.1 SITE PLANNING

3.1.1 The Project Manager, Construction Manager and Environmental Control


Officer (ECO) shall jointly plan for “Housekeeping & Waste Control (Construction)”
in the following aspects :

a) Storage locations for bulky and other materials


b) Number and locations of temporary refuse chutes within each building
block under construction
c) Number of P/M hoists based on number of building blocks
d) Number and locations of construction waste collection points (inclusive
of number of skip tanks)
e) Materials to be recycled and number & locations of recycle bins / tanks
f) Defined work areas and assigned responsibilities for housekeeping
g) Schedules of housekeeping and housekeeping inspection

3.1.2 A Licensed Waste Collector (for construction waste) shall be appointed by the site
management prior to the commencement of the project.

3.1.3 The Project Manager shall appoint a Housekeeping & Waste Control Foreman For
Construction to schedule and supervise general and block housekeeping teams
performing housekeeping and construction waste control activities.

3.1.4 The Housekeeping & Waste Control Foreman For Construction shall be in-house
trained by the ECO on “Housekeeping & Waste Control (Construction)”.

3.2 HOUSEKEEPING & WASTE CONTROL ACTIVITIES PERTAINING TO


CONSTRUCTION

3.2.1 The site entrance and public road shall be cleaned daily and as and when the road
is stained with mud.

3.2.2 The general site area and walk accesses shall be cleared off litters on a daily basis.

3.2.3 At each building block under construction, the basement, constructed floors and
permanent staircases shall be cleared off debris. All materials shall be arranged
and stacked up in proper order. There shall be no obstruction to access by
accumulated debris, dismantled formwork / falsework and other materials.

3.2.4 All bulky and other materials in the general storage grounds shall be neatly
arranged and stacked up.

3.2.5 Materials used for architectural and M&E works such as cement, sand,
bricks, wall panels, floor & wall tiles, carpets, doors, pipes and sanitary ware shall
be neatly arranged and stacked up at relevant areas before use.

3.2.6 All work platforms, cantilever decks and parapet landing shall be cleared of
debris.

3.2.7 Debris collected at scaffold decks and construction levels of block-under-


construction shall be transferred by wheel barrow and cleared through temporary
refuse chute to the waste collection point (skip tank) at the foot of the block.

3.2.8 Workers shall not use any damaged temporary refuse chute for transfer of
debris from the higher levels of the block to the collection point at the ground. This
can cause air pollution and potential accident to workers, if present, at the ground
level. For any damaged temporary refuse chute, worker(s) must report such
findings to the block foreman-in-charge.

3.2.9 An alternative method of transferring debris from the construction levels to the foot
of the block shall be through the use of P/M hoist.

3.2.10 The Housekeeping & Waste Control Foreman For Temporary Facilities shall liaise
with the Storeman / Materials Coordinator / Materials Engineer on the timely
schedule / arrival of the licensed waste collector for collection of construction waste
at the collection points of building blocks and other designated collection points
within the site.

4.0 HOUSEKEEPING & WASTE CONTROL (TEMPORARY FACILITIES)

4.1 SITE PLANNING

4.1.1 The Project Manager, Construction Manager and Environmental Control


Officer (ECO) shall jointly plan for “Housekeeping & Waste Control (Temporary
Facilities)” in the following aspects:

a) Housekeeping schedule of living quarters, canteen /eating areas, store


and site office
b) Number and locations of refuse bins as per the PE-designed layout of living
quarters
b) Number and locations of refuse bins as per the PE-designed layout of
other temporary facilities like canteen / eating areas, guard house, store, site
office, etc
c) Number and locations of organic waste collection points
e) Schedules of housekeeping inspection at living quarters, canteen /
eating areas, store, site office and other areas, if any.

4.1.2 A Licensed Waste Collector (for organic waste) shall be appointed by the site
management prior to the commencement of the project.

4.1.3 The Project Manager shall appoint a Housekeeping & Waste Control Foreman For
Temporary Facilities” at the site. He shall ensure the daily accomplishment of
housekeeping schedules by users of the temporary facilities, particularly the living
quarters and toilets, and use of the provided refuse bins lined with trash bags for
disposal of organic waste.

4.1.4 The Housekeeping & Waste Control Forman For Temporary Facilities shall be in-
house trained by the ECO on “Housekeeping & Waste Control (Temporary
Facilities)”.

4.2 HOUSEKEEPING & WASTE CONTROL ACTIVITIES PERTAINING TO


TEMPORARY FACILITIES

4.2.1 All personnel (engineers, foremen and workers) residing in the living quarters of the
site shall comply with the in-house housekeeping schedule. It shall be their basic
responsibility to maintain a clean and tidy living environment.

4.2.2 All personnel shall not consume food outside the designated eating areas.

4.2.3 All personnel shall not cook inside their living quarters.

4.2.4 The Housekeeping & Waste Control Foreman For Temporary Facilities shall ensure
adequate number of refuse bins with tightly fitting covers are provided at
designated locations within the canteen / eating areas, living quarters, site office
and other temporary facilities. These refuse bins shall be lined with trash bags.

4.2.5 The Housekeeping & Waste Control Foreman For Temporary Facilities shall ensure
separate refuse bins are to be used for general waste (like office / store litter) and
organic / food wastes.

4.2.6 The Housekeeping & Waste Control Foreman For Temporary Facilities shall work
closely with the Environmental Control Officer to draw up locations of designated
refuse bins and display such information to all parties concerned.

4.2.7 All refuse bins shall be kept covered when not in use.

4.2.8 General and organic / food waste must be cleared daily from refuse bins. These
wastes shall be tied up in trash bags and disposed to the designated waste
collection points. The disposal of organic wastes in this manner, in particular, shall
prevent infestation of houseflies and minimize smell nuisance.

4.2.9 The Housekeeping & Waste Control Foreman For Temporary Facilities shall
appoint workers to clear, clean and wash refuse bins at regular intervals.

4.2.10 All personnel shall be educated on disposal of organic / food wastes only at
designated locations.

4.3 PROMOTION & EDUCATION

4.3.1 The Project Manager, Construction / Site Manager and Environment Control Officer
shall ensure the persons assigned are briefed in the housekeeping and statutorily
trained in other vector control measures before assigning them to carry out such
tasks.

4.3.2 Persons involved in housekeeping activities shall be adequately instructed on


proper disposal and safe handling of these items.

5 VECTOR CONTROL PROGRAMME

5.2 PRELIMINARY PLANNING STAGE

5.2.1 The Procurement Department shall only engage licenced Pest Control Operators
(PCO) and licenced waste collectors.

5.2.2 The PCO shall prepare a comprehensive pest control and surveillance programme
for review and approval by the Project Manager, Construction / Site Manager and
Environment Control Officer (ECO) at the start of the project.

5.2.3 The Project Manager, Construction / Site Manager and ECO shall discuss and
assign persons responsible for housekeeping and other vector control measures
throughout the different construction phases.

5.3 GENERAL VECTOR CONTROL

5.3.1 The Project Manager and Construction / Site Manager shall plan for and designate
all storage areas in the site.

5.3.2 All articles shall be stored in a manner not to endanger persons and cause
obstruction to passageways and work areas.

5.3.3 Articles shall not be stored over drainage and ground depression, which would
prevent proper treatment of vector-harbouring areas.

5.3.4 Articles that can collect water such as elbow joints of service pipes shall be placed
in adequately sheltered areas, if not in other manner that would prevent stagnation
of water.

5.3.5 All articles shall be stored at least 300mm above ground level.

5.3.6 Site office / store / quarter containers (20ft, 40ft etc.) shall be placed on concreted
base and all the holes near the ground shall be sealed to prevent harbouring of
vectors. Otherwise, they shall rest on properly constructed support columns of at
least 300mm height.

5.3.7 All site temporary buildings shall have pitched / slanted roofs installed over them to
prevent water stagnation on flat roofs. The gaps between the flat roofs and
slanted / pitched roofs shall be effectively sealed.

5.3.8 The Materials Engineer / Storeman shall plan for and provide adequate skips for
different types of wastes such as organic and construction waste.

5.3.9 The project management of the site (inclusive of QECP and licenced plumber) shall
plan for adequate water drainage and sewerage within the site and for the site
facilities.

5.3.10 Fine netting shall be installed at all temporary buildings on site, including workers’
quarters.

5.3.11 Daily housekeeping activities such as removal of refuse, debris and waste (other
than those to be carried out by the construction teams) shall be carried out.

5.4 SPECIFIC VECTOR CONTROL FOR MOSQUITOES

5.4.1 The PCO shall carry out the full scope of work in the reviewed and approved pest
control and surveillance programme.

5.4.2 All drainage shall be cleared of silt and any other form of chokage at least twice in
every week.

5.4.3 Choked floor traps / gullies shall be cleared by the next working day.

5.4.4 Out of service floor traps / gullies shall be totally removed and drained of excess
water at the time of removal.

5.4.5 Water used for the curing of test cubes shall be drained / changed at least thrice in
every week.

5.4.6 Overgrowths shall be trimmed at least once in every two weeks to prevent
harbouring of vectors.

5.4.7 Ground depressions and structural recesses (including recesses in precast


components) shall be backfilled promptly or as and when required. Otherwise,
pumping out of water shall be arranged promptly, especially at flooded areas.

5.4.8 Unused construction equipment / accessories such as mechanized cement mixing


machinery and used tyres shall be emptied of any remaining fluid and / or properly
stored promptly or as and when required.

5.4.9 Trees within the site having multiple branches forming depression at the juncture
between the trunk and branches shall be filled with sand promptly or as and when
required.

5.4.10 In-house larviciding, such as oiling and placement of granular insecticides, shall be
carried out at least twice per week.

5.5 SPECIFIC VECTOR CONTROL FOR RODENTS

5.5.1 The licenced Pest Control Operator shall carry out the full scope of work in the
reviewed and approved pest control and surveillance programme.

5.5.2 The project management of the site shall implement organic waste management
(refer to 3.0).

5.5.3 If the site has a canteen / messing area, the project management of the site shall
impose the following on the canteen operator / person-in-charge as mentioned in
sub-paragraph 5.4.3.

5.5.4 The project management / canteen operator of the site shall plan and provide
rodent-proof storage rooms for all foodstuffs before these are brought into the site.

5.6 PROMOTION & EDUCATION

5.6.1 The Project Manager, Construction / Site Manager and Environment Control Officer
shall ensure the persons assigned are briefed in the housekeeping and statutorily
trained in other vector control measures before assigning them to carry out such
tasks.

5.6.2 Persons involved in housekeeping activities shall be adequately instructed on


proper disposal and safe handling of these items.

5.6.3 Persons involved in larviciding work shall have successfully completed a vector
control course conducted by National Environment Agency (NEA) and briefed on
the safe handling and storage based on the material safety data sheets (MSDS) of
the larvicides.

5.6.4 The Project Manager, Construction / Site Manager and Environment Control Officer
shall plan an environment control awareness programme throughout the project
duration, which shall include but not limited to the following –

5.6.4.1 Fortnightly environment briefing (topics to be covered to include basic


vector control such as 10-minute mozzie wipeout, proper organic waste
disposal and good housekeeping practices);

5.6.4.2 Quarterly environment exhibition (may be jointly organized with relevant


agencies); and

5.6.4.3 Participation in national campaigns such as the Clean & Green Week.

5.7 MONITORING

5.7.1 The ECO and the Environmental, Health & Safety Supervisor(s) (EHSS) shall
conduct a documented site inspection at least twice in every week. The findings of
the site inspection shall be reported to the Project Manager and Construction / Site
Manager for follow up action within 3 working days.

5.7.2 The ECO shall continually monitor the PCO to ensure they carry out the full scope
of work in the reviewed and approved pest control and surveillance programme.

5.7.3 The Project Manager, Construction / Site Manager and ECO shall review the pest
control and surveillance programme of the PCO at least once in every 6 months
thereafter throughout the project.

5.7.4 The Project Manager, Construction / Site Manager and ECO shall jointly evaluate
the performance of the PCO once in every 6 months to determine if the PCO
should continue to serve the site. A copy of the evaluation report shall be extended
to the Procurement Department for necessary action.

6.0 EROSION & SEDIMENTATION CONTROL

6.1 PRELIMINARY PLANNING STAGE

6.1.1 A Qualified Erosion Control Professional (QECP) shall be engaged by the


project to design the Earth Control Measure (ECM) Plan that should effectively
cater for the total exposed surface area of the worksite.

6.1.2 The silt trap(s) and perimeter drain(s) shall be adequately designed to prevent
overflowing of effluent discharge.

6.1.3 Silt fences (geo-textile nettings) shall be installed along the edge of perimeter
drain(s) to filter off particles from entering the perimeter drain(s).

6.1.4 The vehicle washing bay shall be planned at suitable locations such that the used
water can be channeled into the perimeter drain(s) or silt trap(s).

6.1.5 Waste water treatment plant(s) of adequate treating rate capacity for effluent
discharge shall be installed, if stipulated in the ECM Plan of the QECP.

6.2 CONSTRUCTION STAGE

6.2.1 The QECP shall carry out regular inspection of the physical site condition against
his proposed ECM Plan.

6.2.2 The effectiveness of the ECM Plan shall be closely monitored by the Environmental
Control Officer (ECO) with the support of the in-house appointed Erosion &
Sedimentation Control Engineer (ESCE).

6.2.3 The ESCE shall direct his team of workers to cover, pave or turf thus minimizing
the earth exposed area within the worksite.

6.2.4 The ESCE shall ensure all excavated earth to be immediately removed from the
site or otherwise, stockpiled at designated area(s) and effectively covered with
canvass to prevent soil erosion.

6.2.5 The ESCE shall also direct workers in the excavated pit or trenches to regularly
pump out water in such pits or trenches into the perimeter drain(s) and silt trap(s)
for treatment purposes.

6.2.6 The ECO and ESCE shall alert relevant parties should there be any deviations in
the ECM system, inclusive of waste water treatment plants not being able to
produce the desired results within the legal limit.

6.3 MAINTENANCE REGIME

6.3.1 All silt fences, perimeter drains, silt traps and treatment plants shall be
cleaned and maintained at least once a week.

6.3.2 The vehicle washing bay shall be regularly desilted.

7.0 NOISE CONTROL PROGRAMME

7.1 IDENTIFYING NOISE SOURCES

7.1.1 The Project Manager, Construction / Site Manager, Site Engineer, Materials
Engineer and Environment Control Officer (ECO) shall identify excessively noisy
works or machinery by –

7.1.1.1 Conducting an environment aspect and impact assessment (as in risk


assessment for occupational safety & health) during the start of the
project; and

7.1.1.2 The call by the client / consultant of the site to address specific issues
relating to noise control.

7.1.2 The Project Manager, Construction / Site Manager, Site Engineer, Materials
Engineer and ECO shall decide on the appropriate control measures to implement
to minimise the impact of the noise.

7.2 NOISE MONITORING

7.2.1 The ECO shall assess for suitable location(s) to install the noise dosimeter(s).

7.2.2 The Materials Engineer and ECO shall ensure the noise dosimeter(s) is (are)
calibrated at least once in every year by approved laboratories.

7.2.3 The Project Manager, Construction / Site Manager, Site Engineer, Materials
Engineer and ECO shall jointly review the noise monitoring report at least once in
every week. More frequent reviews may be required following feedback from
authorities, agencies and / or public on excessive noise generated from the site.

7.2.4 The Project Manager, Construction / Site Manager, Site Engineer, Materials
Engineer and ECO shall jointly initiate corrective and preventive actions should
there be any non-compliance i.e. periods where noise level exceeds the legal
limits.

7.2.5 The ECO shall retain all noise monitoring reports for future references.

7.2.6 The ECO shall conduct documented site inspection on plant / machinery /
equipment generating excessive noise at least once in every week. He shall report
to the Project Manager and Construction / Site Manager for follow up action.

7.3 NOISE CONTROL

7.3.1 The project management shall adopt the following noise control measures –

7.3.1.1 Control at source –

7.3.1.1.1 Substitute with less noisy alternatives (e.g. use jump / table
form instead of conventional metal form, use electricity
supply from PUB instead of power generators and use mallet
instead of hammer);

7.3.1.1.2 Carry out regular preventive maintenance for all plant /


machinery / equipment used on site;

7.3.1.1.3 Replace all worn insulation against noise and vibration of


plant / machinery / equipment used on site;

7.3.1.1.4 Exercise proper care during material handling (e.g. not to


throw objects during housekeeping)

7.3.1.1.5 Plan to minimise noisy construction work during unsociable


hours.

7.3.1.2 Control at path –

7.3.1.2.1 Erect noise barriers such as double height hoarding; and

7.3.1.2.2 Install site facilities that generate noise at a further distance


from affected premises.

7.3.1.3 Control at receiver –

7.3.1.3.1 Keep occupants of affected premises informed beforehand of


any impending noisy construction work;

7.3.1.3.2 Reduce excessive noise exposure by implementing shift


work; and

7.3.1.3.3 Issue hearing protectors for use by affected persons.

7.4 PROMOTION & EDUCATION

7.4.1 The Project Manager, Construction / Site Manager and ECO shall ensure the
persons assigned are briefed / trained in basic noise control measures before
assigning them to carry out such tasks.

7.4.2 The Project Manager, Construction / Site Manager and ECO shall plan a noise
control / hearing conservation programme throughout the project duration, which
shall include but not limited to the following –

7.4.2.1 Fortnightly noise control briefing (topics to be covered to include checking


of equipment, correct handling and use of hearing protectors); and

7.4.2.2 Quarterly mass Environment, Health & Safety (EHS) talk.
