SUBJECT: RevisedGuidelines on the Healthy Pilipinas for Health


Awards
Communities 2022 Rescinding DOH Department Circular
2021-0572

I. RATIONALE

Republic Act (RA) No. 11223 otherwise known as


the “Universal Health Care Act” mandates
the Department of Health (DOH), through the Health Promotion Bureau, to develop a
framework strategy for health promotion, which shall serve as the basis for health promotion
policies, plans and programs. The DOH’s Health Promotion Framework Strategy highlights
the importance of national and local leadership and governance in health as well as the need
for partnerships for health.

Under the UHC Act, the DOH and DILG are also mandated to formulate a joint
administrative issuance to implement, monitor, and evaluate health promotion policies and
programs in local government units (LGUs). In this regard, the DOH and DILG issued Joint
Administrative Order (JAO) No. 2021-002 entitled “National Policy Framework on the
Promotion and Creation of Healthy Communities.” The JAO acknowledges the need to
recognize LGUs as
healthy communities and to
create a platform for sharing best practices in
the implementation of health promotion policies, plans and programs.

To operationalize the recognition of best practices of LGUs on health promotion pending the
full implementation of JAO No. 2021-002, the DOH shall
confer the “Healthy Pilipinas
Awards for Healthy Communities 2022” recognize the to
health promotion strategies and
initiatives of LGUs contributory to the achievement of the
vision of a Healthy Pilipinas. The
DOH shall conduct the first Healthy Pilipinas Awards for Healthy Communities to recognize

LGUs’, including that of the Bangsamoro Autonomous Region in Muslim Mindanao
(BARMM), exemplary efforts on health promotion and the COVID-19 response.

Il. IMPLEMENTING GUIDELINES

A. Award Categories

The LGUs, including that of the BARMM, shall be recognized based on the following
award categories consistent with the HPFS priority areas:
1. Priority Area 1: Nutrition and Physical Activity - Enabling improved
nutrition and physical activity, ensuring access to healthy food, developing
healthy eating habits, and promoting active transport
Priority Area 2: Environmental Health - Tackling environmental and
climate impacts of health, practicing sustainable lifestyles, improved
sanitation, and disaster preparedness
Priority Area 3: Immunization - Promoting vaccine use and understanding
benefits of vaccination and vaccine safety
Priority Area 4: Substance Use - Preventing tobacco use, illicit drug use, and
harmful alcohol use
Priority Area 5: Mental Health - Increasing psychosocial & mental
well-being, and practicing self-care
Priority Area 6: Sexual and Reproductive Health - Promoting positive
sexual and reproductive behavior, including positive and respectful approaches
to sexuality and relationships as well as sexual experiences that are
pleasurable, safe, and free from violence
Priority Area 7: Violence and Injury Prevention - Protecting communities
from violence and injury, and instilling a culture of doing no harm and putting
safety first in every citizen
Special Award: COVID-19 Prevention (Minimum Public Health
Standards) - Encouraging communities to be active and proactive in the fight
against COVID-19 through wearing face mask and shield, sanitizing and
washing hands, avoiding places with poor ventilation, maintaining physical
distancing, knowing the right information, and supporting FDA-approved
vaccines

B. Application Procedures

1. All LGUs shall be eligible to apply for the Healthy Pilipinas Awards for
Healthy Communities 2022. LGU applications may emanate from the
provincial, municipal or city level.
Interested LGUs shall submit an application for the Healthy Pilipinas Awards
for Healthy Communities 2022 bearing the full name and contact information
(email and telephone / mobile number) of an authorized representative of the
LGU.
Interested LGUs shall accomplish the online registration form at
bit.ly/HPAwards2022 and submit the corresponding documents on or before
February 14, 2022, 11:59 PM to complete their application.
LGUs shall submit applications based on their own original work, a health
promotion project or program implemented in 2021 within the area of their
jurisdiction. Entries whose date of implementation do not cover the
aforementioned time period shall not be eligible.
LGUs’ applications shall not be in any way, directly or indirectly, funded or
supported by industries whose interests, goals, and objectives contradict those
of the DOH or the public health sector. The applications shall comply with the

CSC-DOH JMC 2010-001 on the Protection of the Bureaucracy Against


Tobacco Industry Interference and Executive Order 51 or the Milk Code.
Applications violative of these policies shall be automatically disqualified.
Applications shall not contain any third-party materials and/or content that
does not have permission for use, nor materials which may be inappropriate,
promoting of dangerous behavior, obscene, defamatory, distasteful, offensive,
or in breach of any legislation or regulations, or in breach of confidentiality
obligations owed by the LGU tothird parties.
C. Terms and Conditions

By submitting an application, the LGU warrants to the DOH that the


submission is the own work of the LGU and in no way
a violation of any
existing copyright not declared to DOH, and to the extent the submission is
not the own work of the LGU, all required permits and licenses have been
obtained.
The LGU further warrants that consent has been obtained regarding the name,
likeness, biography and picture related to any person, including any deceased
person, figuring in their submission.
The LGU shall indemnify and hold DOH harmless for legal liability incurred
by on the grounds that the entry proposed

of these rules and any of the above warranties.
DOH may exclude the LGU’s application from the Awards if the LGU
breaches these rules, any applicable law,

DOH accepts no responsibility for any damage, loss, liabilities, injury or
disappointment incurred or suffered by the LGU relating to the Interim
Healthy Pilipinas Awards for Healthy Communities 2022. DOH further
disclaims liability for any injury or damage to property relating to or resulting
from participation in downloading any materials in connection with the
Award.
Any dispute relating to the interpretation or application of these rules or any
other aspect of the Award shall, unless amicably settled, be subject to
conciliation. In the event of failure of the latter, the dispute shall be settled by
arbitration. The arbitration shall be conducted in accordance with the
modalities to be agreed upon by the parties or, in the absence of agreement,
with the rules of arbitration of a third party arbiter. The LGU and DOH shall
accept the arbitral awardas final.

D. Mechanics

LGUs who
have expressed interest and have submitted the necessary documentary
requirements shall be subject to the following criteria:
a. People’s Choice (20%) - Participating projects shall have corresponding
social media materials that will be posted on the DOH Facebook Page for


seven days. Projects will be force-ranked based on the total number of
reactions on their post. The following shall be the corresponding score per
ranking:

First Place 20%

Second Place 18%

Third Place 17%

Runners-Up 15%

b. Partner’s Choice (30%) - Partners per area shall be identified to co-present


the awards. The identified partner shall have full discretion on grading the
participating LGUs. Scores provided by the identified partners per area shall
comprise 30% of the total score.

c. Health Promotion Scorecard (50%) - The Health Promotion Scorecard shall


comprise 50% of the total project score, which shall be further scored based on
the following:

1. The project description, a part of the submission requirements, will


stand for 25% of the total score and will be scored based on the
following criteria:

Relevance Describe the public health problem(s) the


(20%) innovation targets to address and its relevance to
the beneficiaries

Innovativeness Describe how your innovation addresses the


(20%) problem(s) and how the approach differs from
other already available solutions.

Adaptability Demonstrate how your innovation can be adapted


(20%) to different social/economic/cultural/political
contexts in the country. Show how it has been or
to
can be adapted different areas.

Impact Illustrate how your innovation improves the


(20%) population’s health outcomes directly or indirectly,
how it promotes equality, and how they reinforce
the Sustainable Development goals, rather than
promoting further inequality. Describe the impact
of your innovationso far.

Scalability How does your innovation scale its impact? What


(20%) does the next 5 years look like in terms of scaling
up the project? What barriers do you foresee that
bar you from scaling up and how do you plan to
address them?

2. Another 25% of the total score shall come from the Self-Assessment
form that the participants will accomplish. The form consists of 20
questions and their score shall be based on the total number of
affirmative answers confirmed by supporting documents that they will
attach to the form.

uploaded as a PDF in the registration form above.

E. Awarding

Five (5) entries from each category will be recognized with an award during a virtual
ceremony to be conducted on March 4, 2022. Winners will receive a trophy from the
DOH and additional prizes from the identified partners of each priority area.

Il. ROLES AND RESPONSIBILITIES

1. The Health Promotion Bureau shall:


a. Lead the implementation of Healthy Pilipinas Awards for Healthy Communities
2022;
b. Develop mechanisms and guidelines on the recognition of other healthy settings
such as schools and workplaces, and champions for
health following a three-year
cycle e.g. Healthy Champions (Partners) in 2023, Healthy Schools (Learning
Institutions) in 2024, and Healthy Communities in 2025 and so on;
Integrate all other HPFS-related awards given by the DOH to a Healthy
Communities award in partnership with DILG pursuant to JAO No. 2021-002
entitled “National Policy Framework on the Promotion and Recognition of
Healthy Communities”;
Identify civil society organization, non-government organizations, development
partners, among others to co-present the awards;
Produce the necessary communication and advocacy materials for posting on
official DOH social media platforms;
f. Disseminate and communicate all materials for promotion of the event (see Annex
D); and
g. Validate, rate, and declare the winners of the Healthy Pilipinas Awards for Healthy

&.
Communities, in collaboration with identified co-presenters

2. The Centers for Health Development shall:


a. Actively promote the awards in each LGUs in
their jurisdiction;
b. Assist LGUs completing and strengthening applications; and
c. Ensure that at least one LGU in their area of jurisdiction will be able to submit
their application per award category.

3. The Local Government Units shall:


a. Submit entry form/s of their identified programs/projects that will fall under the
award categories;
b. Actively promote the Awards and engage constituents in supporting the LGU’s
entry (People’s Choice Participation); and
c. Send a representative/s to attend the virtual event to be conducted through
teleconference.

Note: This is not an exhaustive list. The following listed per priority area are just examples of
programs which can be submitted as entries for the Healthy Pilipinas Awards for Healthy
Communities.
