COACHES AND GARIBRATH COACHES

1.1 This specification lays down the technical requirements, design,


manufacture, supply, test and trial of Roof Mounted AlC Package
Units (RMPUs) with reverse cycle (heat pump) arrangement for Indian
Railway CONVENTIONAL air-conditioned coaches. The same unit shall be
capable to maintain coach temperature in winter as well as in summer
without having electric heater.

1.2.1 The scope of supply for each Roof Mounted AlC Package Unit shall include
the followings unless otherwise stipulated in the tender.

Note : Make of the various components 1 equipment already approved by


ROSO shall be as per Annexure - I. Prior approval of ROSO should be
obtained for any change.

1.3.1 The control panel shall confirm to ROSO specification No.


ROSO/PE/SPEC/AC/0147 - 2010 (Rev.O). Control panel shall be procured
along with RMPU.

1.4.1 The roof mounted AC package unit shall be suitable to work from 415 V,
ac, 3 phase, 50 Hz, sinusoidallPWM power supply obtained from OG sets
installed in generator car on EOG type AC coaches/25 KVA inverter (11 OV
OC/415 V, 3 phase, AC) on SG AC coaches.

1.4.2 The control circuit shall be suitable to work on 110 V AC, 50 Hz


sinusoidal/PWM power supply on EOG/SG type AC coaches obtained
through a step down transformer (415/110 V ac) of 500 VA rating installed
in the control panel.

1.4.3 Power & control connections to the unit shall be through heavy duty Cage
clamp type connectors of ROSO approved make as per Annexure - A.
The connection scheme as per ROSO Orgs. No. ROSO/PE/SKIAC/0138 -
2010 (Rev.O) (sheet 4 of 5) shall be followed. Harness numbers shall be
strictly as per above-mentioned drawings.

1.4.4 Power cables at 415 V and control cables at 110 V shall run in separate
flexible, non inflammable, non-metallic conduits within the RMPU and from
RMPU to its control panel.

1.4.5 Halogen free non-metallic conduit as per IEC 61386 or as per ROSO
specification No. ROSO/PE/SPEC/AC/0138 (Rev.O) or latest, made of
polyamide material which meets the UL94 VO grade fire property, shall
only be used.

1.4.6 Power cable shall be of e-beam thin walled elastomeric cable as per latest
ROSO specification No. ROSO/SPEC/ELC/0019 (REV.2) with latest

amendment/revision, where as the control cable shall be of PTFE fire


retardant cable as per JSS 50134. The power cable shall be procured
from RDSO approved vendor, which is available on RDSO website

1.4.7 The base with two levers of the heavy duty connector shall be provided
with male inserts in the unit, whereas the female insert shall be provided in
the hood connected at the end of harness. Similarly the base of connector
in the control panel shall be provided with female insert and the male
insert shall be provided in the hood connected at the end of the harness.

2.1 The Roof Mounted AlC Package Unit shall, unless other wise specified
here in, will confirm to the Indian Standards Specification/ IEC
recommendations as indicated below and the Indian Electricity rules,
wherever applicable.

In case there is any revIsion / amendment to these


specifications/rules/recommendations, the latest version shall be
applicable.

2.2 Any deviation from this specification proposed by the tenderer, aimed to
improve upon the performance, utility and reliability/efficiency of the
equipment will be given due consideration, provided full particulars of the
deviations along with justification are furnished.

In such case the tenderer shall quote according to this specification and
deviation if any, proposed by him, shall be quoted as an alternative. In
case of any contradiction between the provisions of ISS/IEC and this
specification, the later shall prevail.

3.2 The Roof Mounted AlC Package Unit shall be suitable for rugged service
normally to be met within Railway Rolling Stock, where coaches are
expected to run upto a maximum speed of 200 kmph in varying climatic
conditions existing throughout India.

3.3 The manufacturer/supplier shall be fully responsible for ensuring that all
equipments forming part of the supply is entirely fit for the purpose and no
part of this specification shall in any way remove or reduce this obligation
in this respect. In addition, it is the manufacturer's responsibility to
underwrite the complete air-conditioning system design and ensure that it
is compatible with, and will, in no way, compromise, the design and
performance of RMPU of this supply.

3.4 The manufacturer shall provide "In the field" service support during the
guarantee period.

3.5 The manufacturer shall supply any purpose built or special tools or
equipment that may be necessary for the correct operation, servicing,
testing or installation of the air - conditioning equipment (Excluding normal
refrigeration servicing equipment).

3.6 The manufacturer will provide assistance, both material and technical, in
the development of the system as a whole to ensure that when this RMPU
is installed as part of the integrated vehicle system, the performance of the
system meets or exceeds the requirements specified.

3.6.1 If the RMPU fails to achieve these requirements, the RMPU shall be
modified at the manufacturer's expense within a time scale to be agreed
with purchaser/consignee/ROSO.

4.1 The Roof Mounted AlC package Unit shall be able to work satisfactory on
the "Self Generating" (SG) typel"End on Generation (EOG) type of
conventional AC coaches.

i) Self-Generating type coaches are provided with bogie mounted


alternators and rectifying cum regulator equipment to give dc out put of 130
V ± 5%. An inverter is provided to convert this available dc supply to 415 V
ac (±5%), 3 phase, 50 Hz, PWM supply. The compressor, condenser &

evaporator blower motors shall be suitable to work through VWF control or


direct on line.

ii) On EOG type of coaches, 415 V ac ± 5%" 3 phase, 50 Hz sinusoidal


power supply is available which is obtained from Generator Cars attached at
either end of the EOG rake.

4.2 Roof Mounted AlC Package unit should give rated capacity to air condition
the coaches under the following condition: -

4.2.1 The design of the RMPU shall be such as to restrict relative humidity to
around 60% maximum inside the air-conditioned compartment under any
circumstances.

4.2.2 The RMPU shall be capable to work even with one condenser fan and
the cooling capacity so obtained shall not be less than 75% of rated
capacity.

4.2.3 The refrigeration system/heat pump system shall comprise of two circuits
i.e. two hermetically sealed scroll compressors, two condensers, four nos.
expansion valve & two evaporator coils.

4.2.4 The refrigeration circuit shall generally be as per figure - A (enclosed with
specification) .

4.3.1 Roof Mounted AlC Package Unit shall generally confirm to RCF drawing No.
CC90012 alt. 'e' using two refrigerant circuits.

4.3.2 Similarly, the dimension of RMPU for Garib Rath shall generally confirm to
RCF drawing No. SKEO 505.

4.3.3 To prevent corrosion, structure and all other sheet metal work including
housing sheet and structural materials for a Roof Mounted AlC Package Unit
should be made from corrosion resistant grade 304 to IS:6911 __ of stainless
steel. Welded zone may be given necessary treatment after fabrication.

4.3.4 The steel works shall not to be painted after fabrication. The stainless steel
sheet used for housing shall be of 20 SWG. The thickness of mounting base
for motors & compressors shall not be less than 2.0 mm.

4.3.5 Manufacturer shall obtain prior approval of structural drawing and general
layout before manufacturing RMPU.

4.4 All the equipment shall be capable of continuous operation without


detriment or the operation of cutouts, circuits' breakers or over-load relays
in ambient temperature between 0 deg. C to 57 deg. C and relative
humidity upto 100%

4.5 The Roof Mounted NC Package Unit shall be self-supporting and will not
form part of the vehicle structure. For the RMPU a separate structural
frame shall be employed, which will not rely on the housings of any of the
installed components or equipments for rigidity and strength.

4.6 RMPU shall be capable of being handled by overhead lifting gear without
sustaining damage. Suitable lifting brackets for this purpose shall be
provided as shown in the drawing. The supplier shall state the special
handling requirement, if any.

4.6.1 The RMPU shall be as light as possible without affecting its reliability and
its weight shall not exceed 750 Kg.

4.7 The RMPU shall be so designed that it interfaces with the vehicles so as
not to allow rainwater, washing plant fluid and condensate to enter into the
vehicle. The connection of supply air opening to the main duct and return
air opening to the coach shall be through bellows with metallic frame on
both ends. The bellows should be detachable from the package unit as
well as from duct side. The connection of the coach duct should be
through nuts/bolts/screws. The connections of below duct to package unit
shall have slide in arrangement, so that the damaged bellow duct cloth
may be replaced without taken out the unit from the coach. The bellow
duct shall be of fire retardant, water proof woven material as per RDSO
specification No. RDSO/PE/SPEC/AC/0136 - 2009 (Rev-O)

4.7.1 Bellows as well as their connections with the package unit should be
waterproof and fire retardant.

4.8 The design and layout of RMPU shall be such as to prevent water traps
even if the vehicle is stopped on the slope or cant. Proper water drainage
arrangement shall also be provided. Each drip tray shall have drain hole
fitted with drainpipe towards condenser's side. Drainpipe to drain out
condensate water from drip trays to trough should be integral part of the
drip tray. It should have suitable traps at free end, if required, to prevent

the condensate water from being sucked in by blower and thrown in the
supply air duct. Sealants having fire retardant property shall be used on
threads only. At no other place sealant shall be used to arrest water
leakage in RMPU.

4.8.1 Drip trays provided under cooling coils to collect condensate water should
be of stainless steel of grade 304 to IS:6911 and should have a depth of
not less than 60 mm.

No external connections/fittings shall be provided by the purchaser while


installing.

No material shall be used in the construction of the RMPU that is liable to


be adversely affected by vibration, damp, rotting or growth of moulds. No
timber shall be used. Use of asbestos is prohibited. Fire retardant
materials only should be used. No material shall be used that will support
infestation of any kind. The refrigerant pipe line, capillary tubes & feeler
bulb of expansion valve shall properly be clamped & supported, so that
during run they should not be get damaged due to rubbing with other
metal in order to avoid gas leakage. The feeler bulb of the expansion
valve shall properly be insulated. Manufacturer shall furnish layout of
refrigerant pipe line indicating location of clamping & support provided.

The evaporator compartment of the AC package unit shall be watertight


and there should not be any leakage of water into the evaporator
compartment from outside as well as from bottom of the RMPU when
tested for water tightness.

The acoustic noise level generated by the running of RMPU in installed


condition shall be as low as possible and not raise the resultant noise level
in side the air-conditioned compartment to an uncomfortable level. The
noise generated by RMPU inside the coach will be tested during it's
commissioning on the coach. Condenser fans and compressors may be
provided with anti-vibration resilient mountings to avoid structure borne
noise transmission into the coach.

A protective wire mesh guard shall be provided over the package unit
covering entire condenser portion and condenser fans. Protective guard
shall be made from stainless steel wire of 00 not less than 3 mm. The
clearance between the top of the condenser fan and guard should not be
less than 25 mm. The guard shall be in three or more pieces for ease in
handling. The compartment containing cooling coils & blower fan shall be
thermally insulated from all sides, top and bottom.

The Insulating material used shall be of fire retardant type, resin bonded
fiberglass or fire retardant polyethylene or combination of both or any

other suitable material. The insulating material shall be sandwiched and


jacketed between two layers of stainless steel sheets duly sealed on all
the sides to avoid peeling/falling off of the insulating material.
Manufacturer should obtain prior approval from ROSO/purchaser for any
other type of Insulating material proposed to be used.

4.13 Equipment/components needing service attention shall be easily


accessible from inside the coach through the access doors. The blower
fan unit with motor should be accessible and removable from the bottom.
Motor should be provided with a wire rope of adequate size / strength to
prevent its falling down.

4.14 The servicing/replacement of pressure cutouts, attention to vane relay,


OHP and filter should be possible from inside the coach through access
doors. The bottom cover/access doors should be leak proof & secured by
industrial locks or latches for easy and quick removal.

4.15 The access doors should be provided with gaskets all around. The gasket
shall be made of neoprene/EPOM or superior quality of rubber having fire
retardant properties of VO grade as per UL94. The cover under the blower
however, should be screwed instead of using nuts and bolts for positive
sealing. Suitable hinged opening will be available in the false ceiling in the
coach for the access as indicated above. No sleeve over wire rope shall
be provided. The length of the rope shall not be more than 675 mm and
should not touch to any part of the unit inside evaporator compartment,
when motor is mounted.

4.16 The evaporator blower should be designed for air delivery at 20 mm static
head of water gauge.

4.17 Major equipments/components shall be replaceable on a unit exchange


basis.

4.19 It shall be possible for the attendant to effect manual override of the
control system but with the provision that the RMPU shall be prevented
from operating in a condition where any damage could occur.

4.20 RMPU should work on vapour compression refrigeration system with R-


407C.

4.21 The design philosophy shall be of no leak and a sealed system (with
sealed scroll compressor).

RMPU shall be installed above the false ceiling under the coach roof with
condenser portion exposed.

The refrigerant compressors shall have adequate cooling capacity at 60


deg. C condensing temperature and 5 deg. C evaporating temperature.

The rating of Roof mounted NC Package unit shall not be less then 7.0
TR under conditions of clause 4.2 of dry summer conditions. However the
refrigerant capacity above 7.0 TR will be preferred keeping the maximum
power consumption of the RMPU and control panel below 13.2 KW.

RMPU operating in heating mode shall be able to give heating power not
less than 6.0±5% kW and the supply air temperature shall not exceed
28±1°C, when tested under the following conditions:

Inside 21 deg. C (DB)

The energy efficiency ratio (EER) i.e. Btu/Hr.per watt power consumption
of the package unit under condition specified in clause 4.2 (dry summer
condition) shall not be less than 6.36 in cooling mode."

Heat exchanger coils of condenser and evaporator shall be made from


copper tubes, copper fins and copper bends.

Any new design of coil which gives better performance than existing type
of coil can also be offered. Manufacturer shall submit complete details of
such coil to ROSO before prototype test. RMPU with such design of coil
shall be put on field trial before prototype clearance is granted.

The heat rejection capacity of refrigerant condenser shall match the


capacity of air-conditioning system.

All copper parts of the coils shall be tinned with minimum local thickness
of 15 microns confirming to classification Sn 15 of IS : 1359-1992. After
tinning, fins are subjected to pass salt fog test of 1000 Hrs as per ASTM B
117. Thickness of the coating shall be measured with the help of coating
thickness meter.

Single fin construction should be adopted so that one fin is there for all the
row of the tubes to avoid possibility of misalignment and accumulation of
dust over fins.

The fins should be uniformly distributed throughout the entire length of the
tubes. Spacers should be used during manufacturing to maintain uniform
distance between the fins before expansion of the tubes.

There should be adequate grip of the fins over the tubes and the fins
should have flared collars so that during vibrations, the fins do not come
closer and collar of the fin is not able to go inside the hole of adjacent fins
reducing the spacing.

The requirement of fresh air inside the compartment for all type of AC
coaches will be 0.35m3/ min /person in cooling as well as in heating mode.

Keeping in view the above requirement of fresh air quantity, the fresh air
per package unit should not be less than 17.5 m3/min under cooling/heating
mode.

Individual dampers shall be provided for fresh air and return air. It should
be possible to control the fresh air and return air quantity independently.

Arrangement should be available to lock the fresh and return air dampers
at any position. Adjustment of dampers with locking arrangement should
not get disturbed during run on it own.

It should be possible to access/replace fresh air/return air filter from the


bottom of the unit. The revised design of filters has necessary provision to
avoid wrong fitment of the filters as per the RDSO Drg. No RDSO/ PEl
SKiAC/0057 -2003 (Rev 0) (sheet 1 of 2). RMPU shall also have
necessary provision at the locations of mounting of filters to facilitate the
provision of modified filters to avoid their wrong fitment.

Cleanable dry type fresh/return air filters, provided in the RMPU, shall be
secured by latches and not by nut/bolts so that it is easy to remove them
from their location for cleaning. Fresh air and return air filter sizes shall be
as per RDSO Drawing No. RDSO/PE/SKIAC/0057 -2003 (Rev.1) (sheet 1
of 2) enclosed with RDSO specification No. RDSO/PE/SPEC/AC/0055-
2003 (Rev1).

Fresh air and return air filter shall meet the requirements as laid down in
RDSO specification No. RDSO/PE/SPEC/AC/0055-2003 (Rev.1) or latest.
Only RDSO approved make filters shall be provided.

The filter shall be capable of being clean with a jet of air/suitable cleaning
agent, which may be indicated by the manufacturer.

The opening provided for entry of fresh air in RMPU should be covered by
an expanded metal Gali) of 5 mm size to prevent entry of leaves etc. The

fresh air opening shall be from bottom of the coach, so as the entry of rain
water from fresh air opening during service may be eliminated.

The electronic thermostat shall be as per ROSO specification No.


ROSO/PE/SPEC/AC/0020 -2000 (Rev. 0) with amendment No.1,2 & 3.
Only ROSO approved make electronic thermostat shall be used. The
sensor of thermostat shall be located at return air entries behind coach
return air grill.

Similarly, thermostats sensor, HP/LP cutouts & overheat protector should


be so located that attention/replacement shall be possible without any
difficulty.

The RMPU's frame shall have arrangement for vibration isolation from the
coach. Compressor shall have anti-vibration mounting as required.
Manufacturer will submit the technical details of AVM along with the
supplier's particulars.

Refrigerant copper piping shall be as short as possible. All joints shall be


brazed/welded as per ROSO SMI No. ROSO/PE/SMI/AC/0001-98
(Rev.'O'). The copper piping shall confirm to soft annealed grade copper to
IS: 10773-1995 for material and to IS: 5493-1981 (First Rev.) for
dimensional requirements subject to the minimum thickness of 1.0 mm.

Manufacturer shall furnish the weight of the package unit and shall also
supply layout sketch showing distribution of weight of equipments inside
the package unit to study the balancing aspect. Balancing calculation shall
also be furnished by the manufacturers.

Each refrigeration system shall be protected by suitable safety devices


separately.

The supplier will submit the design of condenser fan to be used along with
performance parameters of the same for approval by ROSa. The
condenser fan with fire retardant FRP blades and metallic hub with anti-
corrosive paint are desirable.

The condenser fans shall be made of Fire Retardant Plastic material blades
with aluminum hub. The minimum required properties (mechanical, physical
and thermal) for Fire retardant Plastic material used for condenser blade
should be as following:

4.33.2 The fan blades of condenser fan and runner of evaporator blower should be
dynamically balanced to limits of 3.0 gm. The design of condenser fan will
be approved by ROSa based on its design parameters and its
interchangeability with other make of units.

4.33.3 The blower fan shall be made with corrosion resistance SS 304 as per IS:
6911. The thickness of the inner sheet on which, the SS hub/bush is
mounted, shall not be less than 1.6 mm. If required, an additional
stiffeners/sheet may be provided. The blower fan blades shall be welded on
the inner sheet and outer ring from outside to avoid loosening of blades
from its position and fan can deliver designed quantity of air. The hub of the
assembly shall be welded to the inner sheet.

4.34 Air shall be drawn (not blown) over cooling coils (i.e. suck-through
arrangement). Arrangement shall be made to prevent sucking of
condensate water by evaporator blower unit.

4.35 The evaporator blower fan motor shall be capable of operating continuously
in any air temperature and under the effect of any radiation from coil when
evaporator acts as condenser that may be experienced in normal operation.

4.37 An expansion valve of suitable capacity and filter-cum-dehydrator unit shall


be connected into liquid refrigerant pipeline.

4.38 In the winter when the return air temperature goes down below 19 deg.C, the
compressor will work as heat pump.

4.38.1 There shall be a reversing valve of adequate capacity in each refrigerating


circuit to divert the refrigerant flow when it is switched over from cooling to
heating mode and vise versa.

4.38.3 Under heating mode, alternate working of one refrigerant circuit (i.e.
compressor) after one hour shall be ensured by means of sequential timer
controller provided in control panel. One hour activeness of each refrigerant
circuit alternatively in heating mode shall be ensured even when it is set at
manual heating mode.

4.38.4 The refrigerant flow into the evaporator coil (inside coil) shall be ensured
through filter cum drier of Danfoss or Alco with a non-return valve (NRV) or
check valve. The NRV provided in cooling circuit shall restrict back
refrigerant flow within the circuit, when the unit is active in heating mode

4.38.5 Similarly, the refrigerant flow into the condenser coil (outside coil) shall be
ensured through filter cum drier of Danfoss or Alco make and with a non-
return valve (NRV) or check valve. The NRV provided in heating circuit shall
restrict refrigerant flow within the circuit, when the unit is active in cooling
mode.

4.39 During heating mode at a time only one refrigerant circuit shall be active to
achieve the desired heating capacity.

4.40 The heat rejection by evaporator coil (inside coil) shall match the heat gain
capacity by the condenser coil (outside coil) of the respective circuit.

4.41 There should be no frosting over outside condenser coil (now evaporator)
during heating mode, when the outside temperature is low.

4.42 The cover of terminal boxes for all the motors should be provided with fire
retardant gasket all around and cable entry points shall have grommets to
prevent any ingress of moisture.

4.43 A wide differential, self resetting over-heat protector shall be fitted to de-
energies the compressor of the RMPU, when it is operating in heating mode
in the event of restricted air flow over the evaporator coil when acts as
condenser or due to any other causes which could lead to excessive rise of

heat exchanger temperature, when act as condenser temperature resulting


in the potential hazards.

4.43.1 The OHP shall have fixed setting to operate at 65°C max. The sensor of
OHP shall sense the temperature of out coming air from evaporator coil
(inside unit). The capillary tubes of it and electrical connection to OHP shall
properly supported & clamped, so that it can not be disengage from its
position.

Motors provided in roof mounted AC package unit shall be continuously


rated and shall confirm to ROSO specification No.
ROSO/PE/SPEC/AC/0089- 2008 - (REV. 0) with amendment No. 1 & 2 or
latest and shall be of ROSO approved make. The enclosure of the motors
shall have IP 56 protection as per IEC 60529.

The compressors shall be provided with high/low pressure cutouts to avoid


working of compressor beyond permissible pressures. High-pressure
cutouts shall be manual reset type whereas low-pressure cutout shall be
auto reset type. HP cutout will be set at 425±15 psig and low-pressure
cutout at 35±5 psig. The sensing location of the pressure cutout switch shall
be common in heating and cooling mode.

Compressor, all motors and frame of RMPU shall be proVided with suitable
flexible braided copper jumpers with crimped sockets on either end for
double earthing.

Cable should be so laid in the RMPU that removal of any defective cable is
easily possible.

Cables shall be crimped at both ends with suitable terminal copper lugs.
Fire retardant heat shrinkable type PVC sleeve shall be provided over lugs
so that sleeves do not get dislodged. Interlocked type cable markers shall
be provided to identify a particular cable.

Clearance and creepage distance shall be maintained as per IS: 13947


(Part 1)-2000.

4.50 Metallic pads of adequate height shall be provided at the bottom of the
package unit as shown in general arrangement drawing to avoid direct
contact with floor when lying on the floor.

4.51 Vane relay shall generally confirm to RDSO specification


NO.RDSO/PE/SPEC/AC/0044/2003 (Rev.'O') and its mountings brackets for
holding vane relay and thermostats shall confirm to RDSO drawing No.
SKEL - 4429. The holding bracket shall be so located, that the vane relay
flapper is nearer to return air entry. The provision for mounting & holding
thermostat sensor shall be made at both the return air entries.

a) Only after all the design and drawings have been approved and
clearance given to this effect, the manufacturer shall take up the
manufacture of the prototype unit. It is to be clearly understood that any
change required to be done in the prototype or any additional test other
than those specified herein, are required to be conducted on the
prototype unit or its components, they shall be done expeditiously.
During the process of manufacture of the equipment, if the
purchaser/ROSO so desires, he may conduct! repeat any type test and
additional tests to satisfy himself that the quality of RMPU being
manufactured is of the requisite standards.

b) Subject to agreement between user and manufacturer some or all type


tests shall be repeated once in three year by ROSa and purchaser on
sample basis, so as to confirm the quality of the product to meet the
specified requirement.

c) In addition, the manufacturer shall repeat the type tests to be witnessed


by representative of ROSa and purchaser either totally or in part in
following cases without any additional cost: -

• A manufacturer undertakes to manufacture for the first time.


• An important change in design details of machine has been
introduced.
• Specification is modified necessitating the re-designing of
equipment.
• Unsatisfactory performance reported from user Railways.
• Resumption of production after an interruption of more than two
years.

d) ROSa may conduct surprise check on manufacturing process and


quality control along with any of the tests to ensure quality of product
and its conformance to ROSa's specification.

e) The following test shall be carried out at the works of the manufacturer
or at a reputed testing laboratory in presence of Indian Railway's
representative on the prototype unit of RMPU as per relevant governing
specifications modified or amplified as under:-

Note: * Tests shall be conducted on 20% unit of the lot offered selected
at random, subject to minimum two nos.

It shall be done for checking the overall dimensions, location of lifting hooks,
material of filters, accessibility of blower motors, filters, vane relay,
thermostats & protective devices, quality of welding in RMPU. A measuring
instrument/gauge to measure centre to centre distance of mounting bracket
of the unit along the length & width to the unit shall be made available with
the firm.

The RMPU shall be tested for water tightness as per test arrangement and
test programme described below:

The water tightness of the body and electrical equipment boxes mounted
outside the body shall be inspected at all opening, doors, covers, cover
strips or crevices which might allow penetration of water or snow.

A distinction shall be made between the water tightness of openings (air


inlet etc.), which depends primarily on erection and the condition of joints.

i). A check on the water tightness of openings shall form type test. It shall be
carried out for a period of 30 minutes with all fans running under artificial
rain of intensity not less than 60 mm per minute. The angle of rain will be 45
degree towards evaporator compartment from condenser side.

ii). A check on the water tightness of covers shall be conducted. It shall be


carried out by means of a jet of 6 to 10 mm internal diameter, at a distance
of 2 meters and a pressure of 1 bar with all fans running and then at a

pressure of 3 bars with the fans stopped. The water shall be sprayed on
each cover/side minimum for 15 minutes.

iii). In each case, the penetration of water shall be slight, and shall not be of
such nature as to have an adverse effect on cabling and electrical
equipment, or any other equipment necessary for maintaining the vehicle in
proper working order.

The test will be conducted to see the efficiency of condensate water drain
out system from the AC Package unit with blower motor in working
condition.

Insulation resistance of compressor/motors shall not be less than 100


mega-ohms with DC 1000 V megger in all the weather conditions.

Work test certificate from original equipment manufacturer (OEM) certifying


the equipment to withstand a voltage of 2000 V AC for one minute shall be
furnished.

During the normal operation of the RMPU under cooling capacity test
(Clause 5.6.10) condition, the power source voltage will be changed from
375 V AC to 460 V AC. The unit should be allowed to work for at least 10
min. at both the extreme voltages.

The RMPU shall operate without significant change of discharge & suction
pressure and tripping of any protective device.

During the normal operation of the RMPU at standard condition, the power
source frequency shall be changed to 47.5 to 52.5 Hz.

The condenser room temperature shall be maintained at 57 deg. C. The


RMPU shall be made to run for one hour, maintaining the inside (cold room)
temperature 25 (DB) deg.C and 16 deg.C (WB) as per clause 4.2 dry
summer conditions. The unit should work satisfactorily without tripping of
any of the protective devices.

Measurements of fresh air quantity shall be made when fresh air openings
are fully open and fresh air should be measured at 415-5% volts i.e. at 394
Volts.

a). This test shall be conducted by adjusting static head at 20 mm. WG over
conditioned room air.

b). Air velocity measurements shall be recorded at both return air filters.
Both fresh air filters shall be closed.

i). This test shall be made in following conditions keeping static head of
supply air at 20 mm WG.

In type test, total power input RMPU as well as to each of the motors shall
be recorded during the normal operation of the RMPU under cooling
capacity test. Above measurement shall also be recorded while doing air
delivery test under routine test. Total power requirement of the RMPU

The power consumption shall also be measured during heating capacity


(heating mode) for reference.

Shock and vibration tests shall be got carried out by the manufacturer from
NABL approved/recognized laboratory as per IEC 61373 under the category
1 class A, location M as given in figure C1 to above mentioned IEC.

In case the facility for conducting shock and vibration test as per IEC-61373 is
not available in India, than the Vibration and shock test conducted as per
IEC-77 (latest) may be accepted.

6.1 The technical information as per Annexure III "Questionnaire on offer of


Roof Mounted AlC Package Unit" complete in all respect should be
furnished while offering unit for prototype test.

6.2 The manufacturer shall indicate their compliance or other wise against each
clause and sub-clause of the technical specification.

6.3 The manufacturer shall submit complete design details of condenser coil
and evaporator coil along with basis of capacity selected before prototype
RMPU is offered. Necessary calculation shall also be submitted.

6.4 The manufacturer shall also supply one copy of the following drawings (hard
copy and on CD):

1. Layout drawing showing, location of each equipment, mounting


dimensions of equipments w.r.t. base, all sides & top, refrigerant
piping along with its holdings in A 1 size.
2. Structural frame drawing showing thickness/size of various
channel/angle provided for mounting of equipments, stainless steel
sheet gauge in A 1 size.
3. Dimensional drawings of fresh and air return filters.
4. Drawings of condenser and evaporator coil with mounting details in
A3 size.
5. Drawings for mounting arrangement for evaporator and condenser
fan motor in A3 size.
6. Refrigeration circuit indicating the connections of HP/LP pressure
cutouts, reversing valve & check valve (NRV), expansion valve, filter
drier etc.
7. Operating Instructions/Maintenance Manual in a booklet form
8. Write up on working of system with heat pump.
9. Electrical circuit diagram.

7.1 Maintenance manual containing detailed instructions for servicing and


repairs during weekly, fortnightly, monthly, quarterly and six monthly
maintenance for following equipments.

7.1.1 The general maintenance requirement for the unit should be of 91eaning of
filters and blowing of dust etc. from the unit. The requirement for greasing
should not be earlier than 18 month. However the firm will submit the
recommendations on maintenance requirement of RMPU, which should
contain periodicity, work content and justification for each maintenance
requirement. RDSO will approve the document after evaluating the same
before initial and renewal of prototype design.

8.1 Indian Railways shall not be responsible for infringement of Patent rights
arising due to similarity in design, manufacturing process, use of
components in design & development of this item any other factor not
mentioned herein which may cause such a dispute. The entire responsibility
to settle any such dispute/matters lies with the manufacturer/supplier.
Details/Design/documents given by them are not infringing any IPR and
they are responsible in absolute and full measure instead of Railways for
any such violations data. Specification and other IP as generated out of
interaction with Railways shall not be unilaterally used without the consent
of RDSO and right of Railways/RDSO on such IPs acceptable to them. Firm
has to sign an undertaking in this regard at the time of vendor approval.

9.0 SCHEDULE OF TECHNICAL REQUIREMENT FOR MANUFACTURING


AND TESTING OF RMPU AND ITS CONTROL PANEL.

9.1 Schedule of technical requirement (STR) for this item shall be


RDSO/PE/STR/AC/0008 - 2003 (Rev.2).

10.0 TRAINING

10.1 The contractor shall undertake to train, the supervisors & staff of the Indian
Railways for operation, maintenance, fault finding, and repair of offered
RMPUs under guidance of skilled engineers, whenever required.

The successful tenderer shall be required to make available the services of


his engineer/engineers free of cost to which performance of the equipment
in service periodically and also carry necessary repairs or replacement
under warranty obligations. The necessary spares needed for replacement
during service should be available with the service engineers at all the zonal
Railways Head Quarter & Production Units to cover entire Indian Railways
network. The service engineers shall be fully conversant with air-
conditioning as well as with RMPU & electrical circuitry employed in RMPU
& control panel.

12.1 The firms will submit a declaration against cartel formation as per annexure-
III (enclosed).
