‘THE SY 2023-2024 OPENING OF CLASSES,
1. Attached is Region Memorandum ESSD-2023-101 and its enclosures dated
August 23, 2023 re: “School Safety and DRRM Preparedness for the SY 2023-2024
Opening of Classes” which is self-explanatory for information and guidance.
2. All public elementary and secondary schools shall submit their reports with
MOVs (hard copy) to the Division Office using the attached DRRM Comprehensive
School Safety Assessment Tool on or before September 15, 2023. The CSSA Tool and
the findings and recommendations of the Bureau of Fire Protection are the basis of
Division DRRM Monitoring Team in the conduct of monitoring and provision of
technical assistance to all schools in this Division.
3. Further, in compliance with the pertinent provisions stipulated in DepEd Order
No. 033, s. 2021 re: “School-Based Disaster Preparedness and Response Measures for
Tropical Cyclones, Flooding, and other Weather-Related Disturbances and
Calamities,” removal of any structures or items like plant boxes shall be implemented
as these structures serve as obstruction for emergency vehicle and limit the effective
evacuation of learners and personnel in times of disaster.

1. SOCCSKSARGEN region remains to be highly vulnerable to natural hazards
particularly hydrometcorological and geological such as tropical cyclones, landslides
weather disturbances and earthquakes
2. To address these vulnerabilities and the posing threat of other natural and
man-made hazards and in securing the safety and preparedness of schools for the
SY 2023-2024 opening of classes, all concerned are directed to intensify the
implementation of disaster preparedness measures and protocols on Disaster
Risk Reduction and Management.
3. DRRM Coordinators are advised to enhance and maintain mechanisms of the
four phases of Disaster Management (i.e. disaster prevention and mitigation,
preparedness, response and rehabilitation and recovery) with reference to DepEd
Order No. 37, s. 2015. Further, the Division DRRM Coordinators shall conduct
monitoring and provide Technical Assistance on the Comprehensive School Safety
Assessment Tool from August 25 to September 15, 2023. Hence, all reports
using the tool shall be submitted not later than September 20, 2023.
4. Attached is the Comprehensive School Safety Assessment Tool to be used
during the monitoring and reporting of DRRM preparedness activities,
