Summary:

With this Alert Service Bulletin (ASB), Airbus Helicopters prescribe a first time and a scheduled
inspection of the portable fire extinguisher “EN” (European standard EN4649) and the
replacement with a portable fire extinguisher “UL” (Underwriters Laboratory standard
UL2129).
This ASB provides the TC holders instruction linked to EASA AD 2021-0185R1.

Reason for last Revision:

Please replace Revision 2 of this ASB with Revision 3.


With Revision 3 of this ASB, the Section 1.E.1 (compliance at H/C manufacturer level) has been
updated.
Also the replacement of the portable fire extinguisher “EN” with a portable fire extinguisher
“UL” is prescribed in Section 3.B.4.

It is mandatory to comply with this ASB.

1.B ASSOCIATED REQUIREMENTS

1.C REASON
Supplier UMLAUT told Airbus Helicopters that the portable fire extinguisher P/N
U262A50T1001 (manufacturer's P/N P3APP003010A) can have an incorrect operation
because of high temperatures (approximately 70 °C) during a long period. Because of
the high temperatures exposure, the pressure in the extinguisher increases and leads
to an inoperative portable fire extinguisher.
Thus, Airbus Helicopters prescribes a first time and a scheduled inspection of the
portable fire extinguishers.
Now, that the “UL” version of the portable fire extinguisher is available, Airbus
Helicopters prescribe the installation of the new halon‐free portable fire extinghisher
that satisfies the environmental requirements specified in the UL standard before
31.12.2022.
After the replacement of the portable fire extinguisher “EN” with the “UL”, the
inspection according this ASB is no longer required.

The scheduled inspection in accordance with the MSM MBB-BK117 D-2 of the portable
fire extinguisher stays unchanged.

PART 1: First time inspection of the portable fire extinguisher

Do an inspection of the portable fire extinguisher in accordance with Section 3.B within
the next 30 days after receipt of Revision 0 of this ASB.

PART 2: Scheduled inspection of the portable fire extinguisher

Do an inspection of the portable fire extinguisher in accordance with Section 3.B


together with the scheduled inspection in accordance with the MSM MBB-BK117 D-2
of the portable fire extinguisher each month.

PART 3: Replacement of the portable fire extinguisher

Replace the portable fire extinguisher “EN” with the “UL” in accordance with Section
3.B.4 by 31.12.2022 at latest.
After the replacement, the inspection as defined in PART 2 of this ASB is no longer
required.

If the minimum NUMBER REQUIRED FOR DISPATCH (refer to Master Minimum


Equipment List (MMEL) and Minimum Equipment List (MEL)) is not available due
to failing this check, then these extinguishers can remain in-service for 10 days
prior to replacement. The subjected extinguishers are not considered as
unserviceable and thus the O and M procedures are not to be complied with.

3 ACCOMPLISHMENT INSTRUCTIONS
3.A GENERAL
The inspection procedure as defined in this ASB are equivalent to the instructions
defined in the Vendor SB P3VSB000003 (UMLAUT).
Obey the “General recommendations for working at helicopters” (AMM 00‐10‐02, 2‐1).

3.B WORK STEPS

3.B.1 Preliminary steps


Remove the portable fire extinguisher (AMM 26-25-00, 4-1).

3.B.2 Inspection of the portable fire extinguisher


1. Put the portable fire extinguisher upright on a flat surface with the safety pin
installed, see Step 1, Fig. 1.
2. Carefully, pull the lever up with one finger, see Step 2, Fig. 1.
3. Release the lever, the lever should move down by its own.
4. Examine if there is a gap between the safety pin and the valve head (without
touching the lever), see Step 3, Fig. 1:
a. If there is a gap, the safety pin does not touch the valve head, continue with
Step 5.
b. If there is no gap, the safety pin touches the valve head, the portable fire
extinguisher is operative. Continue with Section 3.B.4.
5. Carefully, push the lever down with one finger to close the potential gap (see Step
3, Fig. 1).
6. Release the lever.
7. Examine if the safety pin stays in its position or if it moves back up on its own after
releasing the lever:
a. If the lever stays in its position without moving up on its own (without a gap
between safety pin and valve head, see Step 3, Fig. 1), the extinguisher is
operative. Continue with Section 3.B.4.
b. If the lever moves back up into its previous positions on its own and there is again
a gap, continue with Section 3.B.3.

3.B.3 Instructions to replace the portable fire extinguisher

NOTE A portable fire extinguisher which fails the inspection is not


mandatorily inoperative. The proper function just cannot be granted
to its full extend.
Replace the portable fire extinguisher that fails the inspection in accordance with the
rectification interval as detailed in the MMEL (MEL), see ( ) in the flow chart.

PART 3

3.B.4 Replacement of the portable fire extinguisher


Replace the portable fire extinguisher “EN” with a new portable fire extinguisher “UL”
in accordance with SB MBB-BK117 D-2-26-003.

3.B.5 Final steps


Install the portable fire extinguisher on the helicopter (AMM 26-25-00, 4-1).
