Indonesia's Public Sector
Background

Transparency and accountability are critical for the efficient functioning of a modern government and for
fostering social well-being. Transparency International's 2021 Corruption Perception Index ranks Indonesia
FO
96th place out of 180 countries. While this is an improvement from 102nd place the previous year there is
still more to be done.
The Government of Indonesia (Bappenas) has requested Australia’s support to improve transparency and
accountability in the public sector. The two key areas in which corruption is most prevalent are the justice
and civil service sectors. Indonesia’s Medium-Term Development Plan (2020‑2024) highlights the
government’s commitments to building a clean and trusted public sector through strengthening judicial

integrity and implementing transparent and accountable bureaucracy. The National Strategy for Corruption
Prevention (STRANAS PK), launched in 2018, mainstreams authority for corruption prevention across all
institutions and the 2021-2022 Action Plan of STRANAS PK aims to strengthen good governance to
mitigate corruption risks.
The Government of Indonesia also developed an Integrity Assessment Survey (Survei Penilaian Integritas
I
/ SPI) to map vulnerable areas and measure the progress of national corruption eradication efforts. SPI is

conducted jointly between ministries and government institutions and led by the Corruption Eradication
Commission (KPK). In 2021, 255.964 people from 98 ministries and government institutions, 34 provincial
governments, and 508 regional governments responded to the survey. The 2021 SPI results (72,4;
https://jaga.id/jendela-pencegahan/spi?vnk=b35877a3) exceeded the target of 2020-2024 Intermediate
Term National Development Plan (RPJMN). Moving forward, SPI will provide a benchmark in identifying
areas and sectors vulnerable to corruption and to serve as a foundation for effective and constructive

policy making.
Supporting Indonesia’s transparency and accountability efforts align with Australia’s national interests in
the G20 Anti-Corruption Working Group, APEC Anti-Corruption and Transparency Working Group, and the
United Nations Convention against Corruption Working Group. This support contributes to the Stability
pillar of Australia’s COVID-19 Development Response plan and complements the work undertaken by the
Australia Indonesia Partnership for Justice Program (AIPJ2).

Analyse the role of stakeholders in promoting transparency and accountability of the public sector
Explore ways Australia’s public sector supports effective collaboration between government and
civil society to promote transparency and accountability (the course will combine expertise from
academic institutions, international organisations and civil society, with the practical policies and
day-to-day experience of the Australian public sector)
Understand the role of an independent media in encouraging transparency and accountability in
public institutions
Understand tensions between individual rights and public interest in corruption cases

Develop tools needed to identify and develop innovative approaches to building public sector
integrity (including through digital platform and IT driven initiatives), mainstreaming transparency
and accountability and enhancing citizen engagement (including measuring, monitoring and

evaluating the impact to public service delivery)
Learn about international best practices on improving transparency and accountability in public
sector including through standards, policy and regulations, fostering dialogue and access to

information to strengthen good governance
Develop networks between individuals and organisations in Indonesia and Australia to further
enhance collaboration and sharing of ideas and innovations
To achieve these outcomes, the proposed short course offers a structured learning process by applying a
range of learning methodologies, such as classroom sessions; case studies; site visits; workshop,

discussions, and planning sessions; simulations and role plays; networking events; and an in-depth
individual course project (Award Project). The course participants will develop an Award Project, an
individual or a small group project. The applicants identify a topic for the project as part of their
applications. The course participants present the project plan at the pre-course workshop, further develop
the project during the course in Australia and present the implemented project at the post-course workshop
This short course consists of a 3-day pre-course workshop, a 2-week course in Australia and a 3-day post-
course workshop. The final delivery dates and locations will be determined in consultation with DFAT and
the course provider. The proposed schedule is:
In-Australia course: 8 - 19 May 2023 (departure on 5 May and return on 21 May 2023)
Post-course workshop in Indonesia: 8 - 10 August 2023

General criteria for the applicants:

o not be current serving military personnel;
o not be married or engaged to, or be a de facto of a person who holds, or is eligible to hold,
Australian or New Zealand citizenship or permanent residency;
o have been working in Indonesia and in an area relevant to the short course preceding the
date of the proposed commencement of the short course;
o be able to satisfy all requirements of the Department of Home Affairs for a visa;
o be able to participate in the nominated short course activities at the time and for the
duration proposed by Australia Awards;
o be able to travel without family members as DFAT will only fund and provide visa support

letters for individual participants, not their family members

The course is accessible for people with disabilities; language support including sign language

Steps of Application
Participants will be selected through a competitive process whereby applicants submit their responses to
selection criteria (3 questions) and their background info outlining their roles and responsibilities in the
sector through an online application. Gender equity will be a consideration and encouraged but not a
constraint, given that participants are selected by position and position responsibilities. Australia Awards

will convene an independent selection panel to review applications and select participants based on merit
against the above participant profile.
