Chapter 1

The Problem and Its Scope

Introduction

We have all been affected by the current COVID-19 pandemic. The pandemic's

impact, however, is viewed differently based on our status as individuals and as members

of society. While some people try to adjust to working online and educating their

children, others are compelled to get infected in order for society to continue to function.

Our many social identities and the social groups to which we belong established our

social inclusion and, as a result, our epidemic vulnerability. Covid-19 has changed

people's lives and lifted cultures across the world and the Philippines is not an exemption.

The effect of COVID-19 has been felt at the local level for as far back as 1 year;

neighbourhood governments likewise activated their assets to support wellbeing

administrations and offices and stretched out help to the most powerless against staying

safe and healthy. At a similar time, numerous civic chairmen and neighbourhood

governments felt overpowered and uncertain about what steps to take straightaway to

forestall and hopefully put a stop to the spread of this new pandemic.

A new executive order no. 1011—4-26-2021-030 series of 2021—was issued by

the office of the Provincial Governor of Zamboanga-Sibugay. It is an order establishing

instructions for the implementation of the Modified General Community Quarantine

(MGCQ) throughout the entire province of Zamboanga Sibugay for a period of fifteen

(15) days, from April 19, 2021, to May 14, 2021, in order to address the escalating

COVID-19 cases in the province.

The Local Government of the Municipality of Siay additionally stringently

executes the wellbeing convention of COVID-19, for example, wearing facemasks and

face safeguards, social separating inside 2 meters, limiting mass assembly, washing

hands, or utilizing sanitizer routinely.

The Sangguniang Kabataan also does its bit to fulfil its responsibilities in

preventing the spread of COVID-19 by involving youth members as participants or

agents in COVID-19 reactions. During the present global epidemic, youngsters have been

actively participating in reaching out to communities and assisting them in any way they

can. They used their extensive network to gather funds for the needs of the people,

particularly the youth. They collaborate closely with a local government unit to improve

online media exercises to promote mindfulness and to provide social exercises to

alleviate the weight and stress brought on by the pandemic, particularly for understudies

attempting to adjust to the distance learning approach and to proceed with their public

help upon their extension.

The local government of the Municipality of Siay also strictly implements the

health protocol of COVID-19, such as wearing facemasks and face shields, social

distancing within 2 meters, minimizing mass gathering, and washing hands or using

sanitizer regularly. One of the Barangays of Siay, the Barangay Monching, is headed by

the Barangay Captain, and with the help of Barangay Councilors as well as Sangguniang

Kabataan members, who helped the LGU Siay, in health preventive measures. The

researchers wants to find out the performance level of Sanguniang Kabataan of

Monching, Siay, Zamboanga Sibugay amidst the pandemic.

Perspective of the Researchers

Pandemic has brought great changes on what has people used to do as well as

public officials’ duties and responsibilities. Despite of the lockdowns, strict

implementation of health protocol and the continuation of giving service to the

community, the researchers want to determine if the Sangguniang Kabataan were able to

give its good performance in maintaining and integrating new duties and responsibilities.

Upon restricting recreational activities were young people used to participate as part of

the activities of Sangguniang Kabataan, the researchers wants to determine Sangguniang

Kabataan’s Innovativeness and creativeness amidst pandemic.

Theoretical Framework

The Humanistic Theory was used to base this research. This theory is based on

the idea that people can take actions that will shape the direction of their life and enable

them to deal with obstacles. People will focus on how well they used their abilities to

respond to life's problems to achieve their own needs (Burger (2013:182). Carl Rogers

was one of the first humanistic theorists. His personality theory highlighted the

significance of the self-actualizing tendency in forming human personalities. He was a

well-known humanistic psychologist. He also held the view that people constantly

respond to stimuli by bringing their constantly shifting subjective reality (phenomenal

field) into play. A person's self-concept evolves throughout time based on the feedback

from this area of reality. The humanistic viewpoint, which emphasizes how healthy

people develop and a person's innate urge for self-actualization and creativity, first gained

popularity in the middle of the 20th century as a reaction against behaviorism and

psychoanalytic thought. Humanism rejects the notion of biological determinism and

stresses human potential and a person's capacity for change. There are several

quantitative research strands within humanistic psychology, including study on

happiness, self-concept, meditation, and the results of humanistic psychotherapy.

Humanistic practice and research is occasionally attacked for being qualitative (not

measurement-based) (Friedman, 2008).

Conceptual Framework

The conceptual framework of the study was developed through a schematic

diagram which is shown in Figure 1.

Statement of the Problem

This study aimed to determine the innovations and creativity of the Sangguniang

Kabataan amidst pandemic. It focused on the youth members of Monching, Siay,

ZamboangaSibugay as research participants.

This study sought to answer the following questions:

1. What is the Level of Satisfaction of SangguniangKabataan of Monching, Siay,

Zamboanga Sibugay amidst COVID – 19pandemic along with the following

indicators?

a. Innovation

b. Creativity

2. Is there a significant relationship in the Level of Satisfaction of Sangguniang

Kabataan of Monching, Siay in the Amidst of COVID - 19 along the following

indicators?

 Innovation

 Creativity

3. Based on the findings, what action plan can be developed to enhance the

productivity of SangguniangKabataan of Monching, Siay, Zamboanga Sibugay?

Hypotheses

The hypotheses shall be tested using the 0.05 level of significance:

There is a significant relationship in the Level of Satisfaction of Sangguniang

Kabataan of Monching, Siay in the Amidst of COVID - 19 along the following

indicators;

Scope and Delimitations of the Study

This study limited its focus on finding out the productivity along innovation and

creativity of Sangguniang Kabataanof Monching, Siay, Zamboanga Sibugay amidst

pandemic. Moreover, the study investigated whether the level of performance of

Sangguniang Kabataan of Monching, Siay significantly translates its productivity along

with the mentioned indicators: creativity and innovation.

Significance of the Study

The study focused on the Innovations and Creativity of Sangguniang Kabataan in

Monching, Siay amidst pandemic. Moreover, the results of the study would be beneficial

to the following:

Sanguniang Kabataan. The community of Monching, Siay, Zamboanga Sibugay woud

give their grievance to the SK officials. Also, the results of this study can help them in

their daily decision making in order to alleviate the life of the youth.

Sanguniang Kabataan Officials. The SK Officials will have a deeper understanding of

their performance as public officials. Also, the results of this study can help them in

oversee on which service should they improve in order to meet the needs of the young

people.

Local Government Unit. This government unit may have more data and information

with regards to the conditions of the young generation. The results of this study can help

them come up with plans and programs that can help the community.

Future Researcher. The findings of the study would serve as a reference material and a

guide for the future researchers who would wish to conduct the same study or any study

related.

Definition of Terms

For reference, the following terms used extensively in this study and shall be

taken and hereby operationally defined:

Corona Virus 2019 (COVID-19). is a novel coronavirus, now known as severe

acute respiratory syndrome coronavirus-2 (SARS-CoV-2; also known as 2019-nCoV),

that was originally detected in Wuhan City, Hubei Province, China, during an outbreak of

respiratory sickness cases. (WHO)

Creativity.In this study, creativity refers to the ability of SK members to add

something new and meaningful to the pandemic situation.

Innovation.In this study, it refers to something new or to a change made to an

existing product, idea, or field amidst the pandemic.

Productivity.In this study, it refers to the skills, attitudes, and behavior of a

Sangguniang Kabataan member, amidst the pandemic.

Sangguniang Kabataan. In this study, it refers to the youth aged 16 – 33 of

Monching, Siay, Zamboanga Sibugay.

Structure of the Research

Five chapters made up this study: the first chapter, "The Problem," the second

chapter, "Review of Related Literature and Studies," the third chapter, "Research

Methodology," the fourth chapter, "Presentation, Analysis, and Interpretation of Data,"

and the final chapter, "Summary of Findings, Conclusion, and Recommendations."

Chapter 1. The Problem contains the Introduction of the Study, the Perspective of

the Researcher, the theoretical framework, the Conceptual Framework, the Statement of

the Problem, it additionally includes the Scope and Delimitation of the Study Definition

of Terms, and Structure of the Thesis.

Chapter 2. Review of Related Literature lists books, articles, and studies that the

researcher believes were pertinent to the current topic. This chapter's goal is to gather all

of the literature that has been published concerning this topic of INNOVATIONS AND

CREATIVITY OF SANGGUNIANG KABATAAN IN MONCHING, SIAY AMIDST

PANDEMIC

Chapter 3. The discussion of the research design and methods, which include the

research environment, research participants, research instruments, and sampling

technique, is part of the research methodology. The method of data collection, statistical

analysis of the data, and ethical considerations in research were also included.

Chapter 4. The presentation, interpretation, and analysis of the data acquired to

ascertain the INNOVATIONS AND CREATIVITY OF SANGGUNIANG KABATAAN

IN MONCHING, SIAY AMIDST PANDEMIC provide significant results of the study.

Chapter 5. The overall overview of the findings was included with the conclusion

in the section titled overview of Findings, Conclusion, and Recommendations. It also

covers the suggestion made to enhance the research.

Chapter 2
Review of Related Literature

The purpose of this chapter was to conduct a review of relevant materials that

focused on issues related to Sangguniang Kabataan development, innovativeness, and

productivity, in order to provide a foundation for understanding the data that was

gathered.

The most advantageous period for the government to contribute to the information

and molding of the country's future leadership. Under Republic Act 7160, the

government, as the major institution that shapes and molds the youth, is responsible for

mobilizing the family, religious groups, the media, and schools to provide proper

direction and guidance to meet the leadership requirements not only for future

governance but also for current needs. Castro and his colleagues (2012) discovered that,

regardless of the climate, leaders' emotional intelligence had a similar effect on

subordinates' creativity.

On the lawful arrangements in Republic Act 7160 also called Local Government

Code of 1991 under the Rule XXVII in which in the lower level of the public

government, there ought to be a get together of the young in each barangay, known as

Katipunan ng Kabataan, whose essential goal is to improve the social, political, financial,

social, scholarly, good, otherworldly, and actual advancement of the adolescent. One

driving power that draws the fields of imagination and administration together is change

and the unpredictable issues achieved by change (Puccio, Mance, and Murdock, 2011).

Innovation and creativityhave been featured as fundamental abilities for the 21st

century, particularly in the event that we consider that three abilities can advance human

potential by inspiring positive parts of the individual particularly for the young. These

skills have been worth in different contexts. The purpose of this text is to discuss the

notions of the creativity and innovation as independent constructs and to discuss the

relationships between these concepts according to the scientific literature.

Creativity

“The ability to intentionally engage one's imagination to define and guide a group

toward a fresh aim - a new direction for the group,” according to Puccio et al. (2011).

There were three types of knowledge that creative leaders need to acquire, according to

Antes and Schuelke (2011) Guo, J., Gonzales, R., Dilley, A.E. Creativity and Leadership

in Organizations: A Literature Review 133: technical/domain knowledge, organizational

knowledge, and field/industry knowledge. However, the knowledge factors in these

researches were either too broad (experience vs. novice) or too specific (experience vs.

novice) (only some generic knowledge of leadership functions). As a result, more

research is needed to look at the effect of knowledge on a leader's creative endeavor.

The ability to imagine and generate fresh, unique solutions to hard issues,

according to (Welch & McPherson, 2012), is a distinguishing human feature that is

fundamental to our human design. “Today, we live in an increasingly complicated world

that demands individuals who can generate sophisticated creative solutions to the

increasingly complicated problems facing communities and schools,” according to

(Thurlings, Evers, &Vermeulen, 2015).

Sawyer (1999, 2002, 2003) expressly connected formative brain science and

inventiveness through the idea of development. Rise has its foundations in way of

thinking and normal sciences. Despite the fact that scholars contrast in the specific

meaning of the term, a common definition is as per the following: “Emergent entities

(properties or substances) arise out of more fundamental entities and yet are ‘novel’ or

‘irreducible’ with respect to them” (O’Connor & Wong, 2015, p. 1). Emergence is a centre

trait of every intricate framework. The instrument associates higher request and lower

request factors, as higher request factors are thought to rise out of the cooperation

between lower-level factors over the long run (O'Connor and Wong, 2015). Accordingly,

all intricate frameworks can be considered to show inventiveness, through the cycles of

rise, self-association, and collaborations among their various components (Sawyer,

1999).

According to a humanistic approach, the creative person possesses the

consciousness and talents to face crisis in transforming ways (O'Hara, 2017). As a result,

the creative person can be seen as on the path to self-actualization and the development

of mental health qualities including subjective well-being, resilience, optimism, quality of

life, and other elements stressed by positive psychology (Wechsler, Oliveira, & Suarez,

2015). David, Nakano, Morais, and Primi (2011) address concerns regarding the

environment's impact on creative output, which can either stimulate or restrict creative

expression.

Innovation

In today's worldwide environment, innovation is seen as a crucial personal trait.

Research on this phenomenon has been conducted in a variety of fields, including

administration, education, economics, psychology, and sociology, among others. The

production of a product or practice of new and valuable ideas to benefit individuals,

teams, companies, or a wider range of society has been defined as innovation as a

concept. Then there's the need to emphasize that innovation entails more than just

coming up with a novel concept; it also necessitates the creation of a valued product. In

this situation, "product" refers to more than just a physical object; it can also refer to a

process for increasing production and lowering costs in a way that hasn't been tried

before in that context (Cropley, Kaufman, &Cropley, 2011).

According to Hunter and his colleagues (2011), invention does not follow a

prescribed path, making planning for creativity and innovation a difficult, dynamic, and

resource-intensive task. As a result, most planning efforts tend to stifle creative output.

However, he believed that planning from a process viewpoint may assist firms in

embracing the flexibility required in a dynamic environment. This begs the question of

what tactics or planning are best for fostering organizational innovation. It has been

discovered that strategic planning for innovation needs to be both flexible and closely

monitored (Hunter, Cassidy, &Ligon, 2011; Song, Im, van der Bij, & Song, 2011).

However, it is possible that it varies by organization. Larger firms, for example, may

benefit more from strategic planning than smaller ones, because they have more

resources and projects to mitigate risk. Appropriate planning could also contribute to

product innovation, according to organizational learning theory. In business, there are

two types of new product development: exploration that focuses on existing

competencies and exploration that focuses on new competencies that have not yet been

established.

The term "innovation" is always associated with the introduction, execution, or

development of a new concept, product, or service for societal benefit. The Organization

for Economic Cooperation and Development (OECD, 2016) categorized distinct

categories of innovation as follows: a) Product innovation is the application of a well-

developed idea or service, the feasibility of which may be tied to its functioning or other

strategies that enable new applications for that concept or service; b) process innovation,

which refers to the creation of new methods for producing a specific product; c)

organizational innovation, which refers to the creation of new types of organizations or

ways of administering organizations; and d) marketing innovation, which refers to the

creation of new methods for developing products and their associated packaging, pricing,

and promotional publicity.

Chapter 3
Research Methods

The study's research methodology was presented in this chapter. It covers the

research setting, research subjects, sampling strategies, instrumentation, data gathering

techniques, and statistical treatment, as well as the research design and research

procedures.

Research Design

With the help of the questionnaire checklist, this study used the descriptive

correlational method of research. The data was mostly collected using the research

instrument. To determine the significance of the link between the independent and

dependent variables in the study, a correlational analysis was done on data mostly derived

from instrumental research.

Research Environment

This was conducted in the Municipality of Siay, ZamboangaSibugay Province

particularly in Barangay Monching, in relation to the Level of Performance of

Sangguniang Kabataan Officials in terms of innovations and creativity.

Research Participants

The respondent of the study were 30 females and 30 males who were member of

youth community in Barangay Monching, Siay, as shown in Table 1.

Sampling Technique

The researchers used a convenience sampling procedure. The researchers merely

asked Sanguniang Kabataan resident of Barangay Monching Siay, Zamboanga who were

present in their house, street and in a public places who has the willingness to answer the

research survey.

Research Instrument

The data collection instrument that was used in the research was self-made

questionnaire. The self-made questionnaire was used to collect data from the participants

who were conveniently selected Sanguniang Kabataan resident of Barangay Monching

Siay, Zamboanga.

Establishing Validity

The researchers first presented the letter of validation to respective experts on

asking permission to validate the questionnaire for the respondents to answer and to rate

the structured questionnaire before it was used for data gathering.

Data Gathering Technique

While gathering the data, the following activities conducted; The data collection

process began after receiving permission to conduct research from the participants and

approval from the Office of the School Management of Western Mindanao State

University – Siay Campus to conduct research. The Researchers also sought approval

from the Barangay Captain of Monching, Siay, Zamboanga Sibugay to gather data from

the Sanguniang Kabataan members of the said Barangay. Upon approval, the researchers

personally administered the instrument to the respondents. To guarantee ethical methods

have been occupied, the researchers assured each participant of anonymity,

confidentiality, transparency, and data security. Used an easy-to-read, multistep informed

consent process with simple text, no subheadings, and a Lack of color to inform

participants their participation in the survey indicated consent. The researchers observed

all the rights for the respondents to understand and to respond to the items in the

questionnaire. After the administration, the questionnaire were immediately retrieved.

The responses were tallied, computed, and interpreted employing the appropriate

statistical tools.

Statistical Treatment

To answer questions formulated, the following statistical tools were used:

Weighted Mean– It was employed in order to find out the level of innovation and

creativity of SangguniangKabataan in Monching, Siay in the amidst of COVID -19.

The data collected in this study was then encoded and analyzed using Statistical

Package for the Social Sciences (SPSS version 2.0), at 0.05 level of significance.

Ethical Consideration in Research

An ethical tool is a practical method and/or conceptual framework with the main

purpose of helping the researchers improved their ethical deliberations in order to reach

an ethically informed judgment or decision” (Moula & Sandin, 2015). In conclusion,

when we refer to structures in this study, and what we will be looking out for during the

interviews, are any explicit formal documents, implicit value based culture or thought

process and the use of any formal frameworks that aid in decision making. The risk will

need to be balanced against the ethical interest in respecting the autonomy of the person

affected, and their choice about whether to know or not. (2021 Australian Law Reform

Commission). If the case study includes data collection through interviews or other

methods involving people, it is essential that participants are treated with respect, dignity,

and care throughout. Regarding the involvement in this study, the participants will not be

subjected to harm in any way. Before the research, full consent was obtained from the

participants. Protection has implemented to ensure participants' confidentiality and safety.

The voluntary participation of participants in the research was treated as very important.

Any form of misleading information and representation of primary data findings in a

biased way should be avoided. The school districts' superintendents granted permissions

allowing access to Public School teachers. Approval from the District was obtained

before data collection. Furthermore, completing the survey indicated that informed

consent was acknowledged. The papers and documents support a guide to designing the

question guide and conducting one on one interviews for qualitative data collection.

Chapter 4
Presentation, Analysis, and Interpretation of Data.

This chapter provides the presentation of statistical data relative to the problems

posted in this paper, the results of the analysis done and interpretation of findings. The

analysis and interpretation of data is based on the results of the interview. The

information gathered was presented in a narrative style, which included data descriptions

and interpretation.

4.1 Level of Satisfaction of Sangguniang Kabataan of Monching, Siay in the Amidst

of COVID - 19

The Sangguniang Kabataan of Monching, Siay continues to do and integrating

new duties and responsibilities as public servant. This Study focuses on the

innovation and creativity of Sanguniang Kabataan of Monching Siay.

4.1.1 Level of Satisfaction in terms of Innovation

Table 2 shows the levels of Satisfaction of Sangguniang Kabataan of Monching,

Siay in the Amidst of COVID - 19 in terms of innovation. The table reveals that the

innovativeness of SK of Monching, Siay is very effective with an average of 4.31.The

table also presents that all items were on high rating in which item number 3 is the

highest with a rating of 4.52 and item number 3 is the lowest with a rating of 4.17.

This result indicates a positive feedback on the innovativeness of SK of Monching,

Siay in the Amidst of COVID – 19.

4.1.2 Level of Satisfaction in terms of Creativity

Table 3 shows the levels of Satisfaction of Sangguniang Kabataan of Monching, Siay

in the Amidst of COVID - 19 in terms of creativity. The table reveals that the creativity

of SK of Monching, Siay is very effective with an average of 4.08. The table also

presents that items’ 1, 2 and 3 falls under “moderately effective” and items’ 3, 5 and 6

were “very effective”. The Sangguniang Kabataan constituents of Monching, Siay rated

item number 3 as the highest with a rating of 4.23 describes “Very Effective”. This result

still indicates a positive feedback on the creativity of SK ofMonching, Siay in the

Amidst of COVID – 19.

Table 4 shows the output of Pearson’s r Correlation Coefficient to establish

relationship between Creativity and Innovation of Sangguniang Kabataan of

Monching, Siay in the Amidst of COVID - 19. The table revealed a p-value of 0.037

which is less than the level of significance at 0.05. This means that there is significant

relationship between the Creativity and Innovation of Sangguniang Kabataan of

Monching, Siay in the Amidst of COVID – 19. Table also showed the correlation

coefficient of 0.33.

4.3 Action plan

Based on the findings of the Innovativeness of Sangguniang Kabataan of

Monching, Siay Amidst Covid- 19, it shows that the SK will able to make innovation and

creativity in promulgating its duties and responsibility as a public servant to the

Sangguniang Kabataan Constituents of Monching,. This implies that the SK should

continue to what they’re doing it as it gives satisfaction towards the community.

Summary of Findings, Conclusions, and Recommendations

This chapter presented the summary of the findings of each problem, the

conclusions and the recommendations based on the data gathered and analyzed.

5.1 Summary of Findings

This study aimed to determine the innovations and creativity of Sangguniang

Kabataan in Monching, Siay amidst the Covid – 19pandemic.

Specifically, the study sought to answers to the following questions:

1. What is the Level of Satisfaction of Sangguniang Kabataan of Monching, Siay in

the Amidst of COVID - 19 along the following indicators?

1.1 Innovation

1.2 Creativity

The level of Satisfaction of Sangguniang Kabataan of Monching, Siay in the

Amidst of COVID – 19 in terms of Innovation and Creativity was very effective.

2. Is there a significant relationship in the Level of Satisfaction of Sangguniang

Kabataan of Monching, Siay in the Amidst of COVID - 19 along the following

indicators?

 Innovation

 Creativity

There was significant relationship between innovativeness and creativity of

Sangguniang Kabataan in Monching, Siay amidst the pandemic.

3. Based on the findings, what action plan can be developed to enhance the

productivity of Sangguniang Kabataan of Monching, Siay?

Youth are the community’s most valuable asset. So investigating on the Creativity

and Innovativeness to achieve good performance of the Sangguninag Kabataan.

Therefore, the SK of Monching, Siay, Zamboanga Sibugay that benefit the young people

of the community.

Action Plan

Objectives

Enable to do some alternatives to create projects according to Philippine Youth

Development Plan amidst COVID – 19 pandemic.

Target Strategies/Programs

Health, Education, Economic Empowerment, Social Inclusion and Equity, Peace,

Building and Security, Governance, Active Citizenship, Environment, Global Mobility.

Time Frame

Year round.

Expected Outcome

The Sanguniang Kabataan continues to promulgate its duties and responsibilities

amidst pandemic at is considered the health and welfare of its constituents to promote a

safer community.

5.2 Conclusion

Based on the findings of the study, the researchers hereby concluded that the

innovativeness and creativity of the Sangguniang Kabataan in Monching, Siay, amidst

the pandemic survey, resulted in its being very effective in all forms of activities and

programs. Based on the gathered data, as analyzed and interpreted, it can be concluded

that there is a significant relationship between the innovativeness and creativity of

Sangguniang Kabataan in Monching, Siay, amidst the pandemic.

5.3 Recommendations

Based on the significant findings and conclusions, the following

recommendations are hereby offered:

1. With the success of their program, the SK together with its SK member should

continue what they are doing because they have sustained the results of

innovations and creativity of Sangguniang Kabataan in Monching, Siay amidst

the pandemic.

2. The Local Government Unit together with the Barangay officials should give

emphasis on the working environment of the Sangguniang Kabataan to maximize

productivity of the Sangguniang Kabataan.

3. Sangguniang Kabataan shall set targets along social productivity to ensure

accomplishments beyond the target to ascertain “very high” productivity in this

category.

4. A similar study should be conducted to consider the other attributes of working

environment and other indicators of Sangguniang productivity to verify further

the veracity of the present findings.
