USER MANUAL – HOW TO ADD USER ACCOUNTS AND USER MANAGEMENT

This manual explains how to add and remove the user accounts of e‐Submission of Satellite
Network Filings including. Other user management functions are also introduced in this
manual.
This manual is described for external test users corresponding to the functions as of 15
February 2018.
* The figures of displays in this document were captured from the system under development and they might
be different from the test version of the system.

1. User Accounts
1.1 Abstract of User Accounts
Users need user accounts (user name and password) for e‐Submission of Satellite Network
Filings to log in the system.
There are 4 categories of user accounts.
(1) Administration Manager
(2) Administration User
(3) Operator Manager
(4) Operator User

* User groups for Intergovernmental satellite organizations are planned to be developed.


* TIES account is necessary to create a user account for the system.

The Bureau will be responsible for registering accounts for Administration Manager role. In
this regard, administrations are invited to communicate to the Bureau by fax: +41 22 730
5785 the initial list of one or more person (or entity) assigned for the Administration
Manager role, indicating the person's name, title, email address, telephone number and
TIES user name.
The person who has been assigned with Administration Manager role can manage the
access right(s) of other member(s) of his/her administration, as well as to add and/or to
remove the accounts for administration role(s) or operator role(s) in his/her administration.
For their own security, Administrations are kindly requested to keep the Bureau informed of
any updates to accounts with Administration Manager privileges that are registered in the
Bureau’s database.

1.2 User permissions.


The detailed permissions of each category of user accounts are as follows.
1. Administration Manager
 Have the full set of privileges needed in order to upload databases and associated
documents, validate and submit them to the Bureau.
 Can manage the access right(s) of other member(s) of his/her administration, as well
as to add and/or to remove the accounts for operator role(s) in his/her
administration.
* The Bureau is the only responsible for registering accounts for Administration Manager role.
2. Administration User
 Held by members of the Administration having the full set of privileges needed in
order to upload databases and associated documents, validate and submit them to
the Bureau.
 Can add and/or remove the accounts for operator role(s) in his/her administration.
3. Operator Manager
 Held by a member of an operating agency having the full set of privileges needed in
order to upload databases and associated documents, validate and submit them to
the notifying Administration.
 Can add and/or remove the accounts for Operator User.
4. Operator User
 Held by a member of an operating agency having the full set of privileges needed in
order to upload databases and associated documents, validate and submit them to
the notifying Administration.

Please note that


 Only those from the operating agencies listed in the TABLE 12A/12B of the preface
can be given Operators accounts.
 Operator can submit to the Administration in the TABLE 12A/12B of the preface.
 Administrations and Operators can hold multiple managers.
 Administrations are kindly request to contact BR if the administrations request to
add, remove or change the accounts of Administration Manager.
 The users in Operators can view the detailed submissions which they submitted and
they can track the status of the submissions even after they have submitted filings to
their Administrations.
 Administration can request for a new operating agency by sending a telefax to the
Bureau.

2. How to add/delete user accounts for the system


2.1 To ADD Administration User Role
Administration Manager is permitted to add Administration Users.

1) Administration Manager logs in the system with his/her user name and password.
2) Go to “Users” tab => “New” (Fig. 1)
3) Enter the TIES user name of a new user into “User name” (Fig. 1).
a. The candidate user names are shown as “itu_ersc\(user name)” in the drop‐
down list when some characters of TIES user name are input (Fig. 2).
b. Choose the appropriate user name in the candidate list. (“itu_ersc\” is the
necessary prefix for the user management function though users can log in
without “itu_ersc\”.)
4) Select “e‐Submission” as “Application” and appropriate Role (Administration User)
from drop‐down list (Fig. 1).
5) The user account for the system is added. The new added user can be checked in the
list of user accounts as shown in Section 2.3.

(2) Choose an appropriate user name


from a drop‐down list.
(“itu_ersc\” is a necessary prefix.)

2.2 Add user accounts for Operator roles


Administration Manager and Administration User can add user accounts for Operator
Manager and Operator User.
Operator Manager can also add the user accounts for Operator User.

1) Administration Manager, Administration User or Operator Manager (*) logs in the


system with his/her user account and password.
(* Operator Manager can add user accounts for Operator Users.)
2) Go to “Users” tab => “New”. (the word of “New” disappears soon.)
3) Enter the TIES user name of a new user into “User name” (Fig.3).
a. The candidate user names are shown as “itu_ersc\(user name)” in the drop‐
down list when some characters of TIES user name are input (refer to Fig. 2
above).
b. Choose the appropriate user name in the candidate list. (“itu_ersc\” is the
necessary prefix for the user management function though users can log in
without “itu_ersc\”.)
4) Select “e‐Submission” as “Application” and appropriate Role (Operator User or
Operator Manager) from drop‐down list (Fig.3).
5) Choose an operator name for a new user from the drop‐down list of registered
operators (Fig.4).
6) The user account for the system is added. The new added user can be checked in the
list of user accounts as shown in Section 2.3.

2.3 List of user accounts


The user accounts in the administrations and/or operators are listed in the table in “Users”
tab => “List”. (Fig.5)
 Administration Manager and Administration User can view the list of user accounts of
his/her administration and operator(s).
 Operator Manager and Operator User can view the list of user accounts of his/her
operator(s).

2.4 Removal and change of user accounts


User accounts can be removed or changed by the users who have the permission to do so
(Fig.5).
(1) Removal of user accounts
 Administration Manager can remove the user accounts of all other user roles.
 Administration User can remove the user accounts of Operator Manager and
Operator User.
 Operator Manager can remove the user accounts of Operator User.

(2) Change of user accounts


 Administration Manager and Administration User can change roles of user accounts
of Operator roles
o from Operator Manager to Operator User
o from Operator User to Operator Manager

3. Other functions of user management


 Users can view his/her user profile (Username, name of Administration/Operator
and user role) by clicking the upper right corner (Fig.6).
 Users can search user accounts by filling in the search box (Fig.6).
