CHAPTER 1

INTRODUCTION

1.1 Introduction

The objectives of the Land Disturbance Pollution Prevention and Mitigation Measures report (LDP2M2)
for the Project Site entitled “THE PROPOSED DEVELOPMENT OF CLINICAL WASTE THERMAL TREATMENT
PLANT AT PTD 4865, KAWASAN PERINDUSTRIAN TANJUNG LANGSAT, MUKIM SG TIRAM, JOHOR DARUL
TAKZIM” are:

a) To provide a guide and effective control measures for the developer in managing erosion and
sediment impacts during the development activities.
b) To assess the hydrological condition for pre, during and post development.
c) To provide adequate drainage network to suit with development and environmental friendly
demand.
d) To determine the sediment storage required and provide suitable construction program to prevent
excessive and uncontrol sedimentation.
e) To indicate the level of erositivity for the whole development area.
f) To propose prevention measures and control of offsite damage.

The site key plan and site location plan for the proposed Project Site are shown in Figure 1.1 and 1.2
respectively.

CHAPTER 2

SITE DESCRIPTION

2.1 Site Description

The topography of the Project Site is perimetered by an industrial complex with a flat terrain in general.
The Project Site location is approximately at 2.5 km away from the nearest residential area of Kampung
Tanjung Langsat. The GPS coordinates of the Project Site is 1.460183 N, 103.979963 E.

Details of stages of the Project Site development is tabulated in Table 2.1 and Figure 2.1.

CHAPTER 3

EROSION RISK AND ENGINEERING ANALYSIS

3.1 Erosion Risk and Engineering Analysis

Erosion risk and engineering analysis is required to be performed for Project Site as listed-
a) Hydrological Assessment
b) Soil Loss Estimation
c) Sediment Yield Estimation
d) Evaluation of Impact

3.2 Hydrological Assessment

The Hydrological Assessment were assess for the Project Site as to determine the peak flow
discharge (Qp) based on the following requirement:-

a) Existing which is before construction (Qpre) for for minor (2, 5 and 10 years ARI) and
major (50 and 100 years ARI) conditions.

b) During construction (Qduring) for minor (2, 5 and 10 years ARI) and major (50 and 100
years ARI) conditions.

c) Post construction (Qpost) for minor (2, 5 and 10 years ARI) and major (50 and 100
years ARI) conditions.

The Project Site catchment considered for the hydrological assessment are shown in Figure 3.1.

The summary results of the peak flow discharge assessment as described in item 3.2 (a), 3.2 (b)
and item 3.2 (c) is shown as in Table 3.1 for Existing Condition, During Construction and Post
Construction.

3.3 Criteria Selection of Method Application

The calculation method and application used in Hydrological Assessment were based on the
Quantity Design Fundamentals of the Urban Stormwater Management Manual for Malaysia 2nd
Edition 2011 (MSMA, updated on May 2015). The applied calculation method is described as
below:-

a) Time of Concentration (tc) by applying the overland flow travel path.

b) Empirical IDF Curves as to determine the average Rainfall Intensity (i). The selected
station for fitting constants dependant on the rain gauge location are:

 Fitting Constant Determined: (λ=59.060), (ƙ=0.202), (Ɵ=0.128), (ŋ=0.660)

c) Rational Method as to determine the peak flow discharge.

The time of concentration (t-con, minute) for pre-construction and post-construction found to
have improve which mean the provided slope gradient and surface cover is suitable for this
development. This is also proven from the flowrate calculation (refer Table 3.1) where the peak
flow discharge for post construction are lower compared to pre construction, hence the
flowrate for post construction are improved and controllable. Detail calculation of hydrology
assessment is attached in Appendix E.

3.4 Soil Loss Estimation

The Universal Soil Loss Equation (USLE) is used to assess the Erosion Risk at the Project Site
under these required conditions:-

 Existing (Before construction)


 Disturbed and uncontrolled (During construction and no application of ESCP)
 Disturbed and controlled (During construction and with application of ESCP)

3.4.1 Rainfall Erosivity, R Factor

R factor for the Project Site at Pengerang (Johor) falls in the range of 15,000 to 17,500
MJ.mm/ha.yr with reference to Appendix F. For evaluation purposes, the higher limit is used,
therefore,

R Factor = 17,500.00 MJ.mm/ha.yr.

3.4.2 Soil Erodibility, K Factor

The types of soil series representing the soil background at the Project Site which is based on
the Reconnaissance Soil Map (Appendix G) are:-

a) Kranji Series - with range of erodibility of 0.048 to 0.051 (ton/ha)(hr/MJ.mm)

The selection of the appropriate value in design consideration is based on factor of safety and
reliability. Thus, we decided to select the higher value of soil erodibility as given in Table 3.2.

3.4.6 Conclusion

As summarized in Table 3.6, the application of the Best Management Practices (BMP’s) which is
to have a sediment trap systems and a combination of check dam, silt fence and diversion ditch
at the Project Site can minimize and reduce the erosion risk (soil loss) up to an average range of
97.50% compare to no application of BMP’s.

3.5 Sediment Yield Estimation

The Modified Universal Soil Loss Equation (MUSLE) is used for sediment yield estimation for the
Project Site as a result of a specific storm event. The sediment yield estimation for the Project
Site shall be based on these required conditions:-

a) Existing (Before construction)

b) Disturbed and uncontrolled (During construction and no application of BMP’s)

c) Disturbed and controlled (During construction and with application of BMP’s)

The summary results of the sediment yield estimation as described in item 3.5 (a), 3.5 (b) and
3.5 (c) is shown as in Table 3.7.

3.5.1 Determination of Runoff Parameters

The design criteria for the sediment yield estimation for the existing and during construction
conditions are described as below:-

d) Design ARI is 100 years as to fulfill the requirement of runoff quantity and quality
design criteria of BMP’s facilities in MSMA 2nd Edition. The total estimated
construction period is about 24 months.

e) Storm Duration (D) is assume to be similar with Time of Concentration (tc) which is
(D = tc) for each conditions (existing and during construction).

f) The application of No BMP’s and With BMP’s conditions is applied for sediment yield
estimation for during construction condition.

3.5.2 Conclusion

As summarized in Table 3.7, the estimated total sediment yield from the Project Site is 0.028
tonne per storm event with the application of BMP’s together with designated design storm of
100 ARI. The recommendation for BMP’s pollution prevention and mitigation measures of
Project Site shall be covered in the next chapter.

CHAPTER 4

POLLUTION PREVENTION AND MITIGATION MEASURES

In order to prevent any uncontrolled environmental damages during construction works,


pollution prevention and mitigation measures are required to be done namely:

4.1 Scheduled of Phasing, Staging and Sequencing

a) Schedule of the Project Site development as tabulated in Appendix A.


b) The working area for earthworks and construction should be kept to a minimum to avoid
excessive soil erosion and sedimentation.
c) All movements of construction vehicles over unpaved roads and exposed areas should be
kept to a minimum.
d) Earthwork activities should be carried out during periods of low rainfall to minimize erosion.
e) Phasing of land clearing and earthworks should be in tandem with the building construction
schedule in order to minimize possibilities of over exposure of cleared lands of Project Site.

4.2 Schedule Site Meeting

a) Schedule site meeting (kickoff meeting) shall be carried out before commencement of
works which to be attended by project proponent, environmental officer, consultant and
contractor.
b) During the works progress, site meeting required to be performed as well to facilitate the
works progress by parties involved.
c) Proper minute meeting need to be recorded in order to trace progressive works.

4.3 Construction Marker

a) As for the construction monitoring, construction markers shall be provided with pole to
indicate barrier of construction area.
b) Discharge Point from the Project Site need to be marked.

4.4 Stabilized Construction Entrance

a) Access road shall be stabilized with hardcore layer and sufficient drainage networks.
b) All vehicles going out of the Project Site must pass through a washing bay / wash trough to
wash away the dirt. The water in the washing bay must be channeled to nearby drainage
network and channeled to detention pond.
c) If earth is transported into the Project Site by lorries, they must be covered with adequate
tarpolin to reduce spillage on the roads and to avoid dust pollution.
d) Dust emitted during earthworks can be reduced by regularly spraying the dusty surfaces
and the water channeled into a nearby drainage network and channeled to detention pond.
e) Any pothole or road crack shall be repaired to avoid water seeping through and worsen the
condition.

4.5 Stream / Drainage Way / Waterway / Watercourse Buffers

a) A minimum 20m vegetated buffer zone are required to be provided near discharge point as
indicated in the guidelines (Environmental Impact Assessment Guidelines in Malaysia).
b) The buffer shall be maintained as it will assist to reduce any direct inflows into the river and
affect the river quality.

4.6 Perimeter Control

a) Before commencing on the earthworks, temporary earth drains are required to be


established to cater the sediment and channel to sediment trap.
b) Between disturbed area and undisturbed area, site fencing are required to be installed to
trap sediment intrusion to undisturbed area.

4.7 Sediment Trap

a) Sediment trap are required and to be maintained until the site area is permanently
protected against erosion or water quality control structure constructed.
b) The sediment trap to be designed as specified in the standard specification.
c) All waters from disturbed area should be channeled first to a sediment trap prior to
discharge.
d) The outlet of the sediment trap should have a layer of geotextile materials to reduce silt
being discharged.
e) For sediment inspection and maintenance checklist are attached in Appendix J.

4.8 Runoff Management

a) All waters from disturbed area should be channelled first to a sediment trap prior to
discharge.
b) The outlet of the sediment trap should have a layer of geotextile materials to reduce silt
being discharged.
c) Check dam is also recommended to be constructed across a temporary earth drain as to
reduce the velocity of stormwater, erosion and sedimentation. Hence, check dams will be
installed at 10 m intervals.

4.9 Temporary or Permanent Watercourse Crossing

a) For water course crossing installation (circular culvert), adequate collar joint required to
provided to avoid water leakage.
b) Exposed soil near the outfall structure need to be turfed.

4.10 Temporary or Permanent Roadways

a) Access road will be constructed with hardcore layer.


b) During construction or roadworks, temporary traffic management shall be provided such
as:-
i. Flagman
ii. Traffic barrier.
c) All disposed soil need to export to soil disposal area.
d) Temporary earth drain shall be provided near the access road to channel the water
sediment trap prior to discharge.

4.11 Stockpile Soil Management

a) Stockpile required to be localized minimum 20m away from any watercourse nearby.
b) Surrounding stockpile, sufficient drainage networks (toe drain) must be provided and
channel to sediment trap for sediment control.

4.12 Spoil Management Area

a) Disposal area required to be localized minimum 20m away from any watercourse nearby.
b) Disposed soil are required to be laid with not steeper than 2H:1V (H=horizontal, V=vertical)
and well compacted.
c) Sufficient drainage system required to be provided to control surface runoff within the
Project Site.

4.13 Dewatering Practices

a) Accumulated runoff water from disturbed are shall be channelled to sediment trap.
b) De-silting works required to be carried out to remove all clogged material.

4.14 Discharge

a) Water from ongoing construction area required to be channel to sediment trap prior to
final discharge point.
b) Untreated process water, washing water shall be channeled to Effluent Treatment Plant
before final discharge point.

4.15 Corrective Action

a) For the situation where structures or facilities installed incorrectly, rectification works are
required to be carried out within 7 days upon encountering the issue.
b) Any status of rectification works shall be recorded and informed to DOE via online
communication system.

4.16 Site Inspection

a) Prior to commence any works, site inspection shall be carried out by Project Proponent,
Environment Officer or equivalent competency of Certified Competent Person Stormwater
Inspector (CESSWI) or Competent Inspector Sediment Erosion Control (CISEC) and
contractor to evaluate the site condition.
b) Usually in the normal practice, contractor will submit Request for inspection (RFI) at least
two (2) days early to notify EO or consultant on the particular items to be inspected.
c) In the case of incorrect installation, EO or consultant shall assess the quality or wrongly
installed and seek the rectification works. Second inspection shall be performed upon
completion of rectification works.
d) Minimum one (1) unit of rain gauge are recommended to be installed at project site in
order to determine the quantity of rainfall particularly.
e) Reading of rain gauge need to be taken daily and the data shall be recorded properly.
f) Inspection need to be carried out at least once in seven (7) days or 24 hours after storm
event more than 12.5mm on the constructed elements.

4.17 Maintenance

a) Sediment trap must be de-silted when it reaches half of the sediment trap capacity to
ensure it function effectively.
b) Clogged check dam shall be de-silted when the clogged reach half of the maximum height.
c) Regular maintenance shall be performed as well on the drainage networks to avoid flood
event.

CHAPTER 5

CONCLUSION
5.1 Conclusion

Based on the assessment performed, land disturbance and pollution control can be adopted to
Project Site with the following:-

a) One (1) unit of sediment trap following to the standard specification installation specified
in the Appendix D.
b) Effective mitigation measure with the following provided:-
i. Check dam
ii. Silt fencing.
iii. Significant earth drain network.
d) Frequent maintenance (i.e. de-silting of the sediment inside sediment trap, check dam)
need to be carried out at site.
e) Since development will be carried by phases, earthwork and sediment can effectively be
controlled.
f) Regular site inspection by PP, EO, consultant and contractors.
g) Inspector of BMP’s is required for Certified Competent Person Stormwater Inspector
(CESSWI) or Competent Inspector Sediment Erosioin Control (CISEC).

As shown in this modeling exercise, the estimation of soil erosion at the construction stage
without BMP’s will generate a very high soil erosion rate. The estimated soil erosion value was
however drastically reduced with the adoption of BMP’s. As such, the usage of BMP’s is
considered to be critical when the site is developed. Some of the key measures utilized shall be
the usage of sediment trap, silt fencing as well as the opening of the site in phases. This means
that the entire area should not be left exposed but rather developed in sequence where each
phase is stabilized prior to the opening of the next phase.

The BMP’s proposed installation for Project Site can be refer to Appendix C with a reference to
BMP’s standard specification installation as in Appendix D.
