SWP – Underground Pipe Installation for Fire Hydrant System

PURPOSE
 To establish safe working method as guide to site personnel in installing underground
pipes for fire hydrant system

RESPONSIBILITY
 Site Supervisor – Ensure to brief workers on this procedures before commencing works
 Safety Personnel – To ensure that the procedures stated herein is being adhered at all
times
 Worker – To adhere to any instructions by the Site Supervisor and ensure to understand
these procedures

PROCEDURES

1. Parking of delivery truck


 Coordinate with Main-con for traffic control
 Assign 1 man to assist the truck driver while maneuvering

2. Mobilization of excavator to / from designated work area


 Assign 1 worker as watchman to guide the operator while maneuvering
 Only trained and competent person to operate the excavator
 Supervisor to check the route prior to moving / shifting location
 Watchman to stay in front of moving equipment (at least 2m gap)

3. Excavation of trench for underground pipe installation (depth 1 meter)


 Pre-detecting and ascertaining of underground services before excavation
 Ensure that detecting machine is properly calibrated and in good working condition
 Competent / authorized person only to check underground services
 Only trained and competent person to operate the excavator
 Banksman must be present at all times to guide the operator on the movement
 Barricade the work area to prevent other workers getting near the excavation works
 Pre-operation inspection on the machine before use
 Close Supervision by the Site Supervisor
 Adequate signage must be in place
 Apply for PTW for excavation
 Competent person to closely supervise the excavation.
 Provision of adequate shoring (when necessary)
 Competent person to assess the excavation condition after the rain or hazard increasing
occurrence

 Ensure that excavated materials are not place near the edge of the excavation (at least
1m away)
 Avoid parking/driving the excavator on soft, uneven surface or near the edge of
excavated trench
 Do not use the excavator to lift materials if it has no valid LM Cert. Otherwise, observe
SWL.
 Apply water during excavation (whenever necessary)
 Ensure workers to wear appropriate PPE (dust mask, goggles)

4. Pumping out of underground water from the excavated trench

 All electrical tools are inspected monthly by LEW.


 Only approved industrial sockets with RCCB are to be used.
 Pre-use inspection of the machine & cable to be carried out prior to start work. Do not
use damaged cables
 Only trained and competent person to carry out work
 Electric cables must be properly hang
 Ensure to barricade the work area

5. Hoisting & installation of pipes

a. Using excavator

 Excavator must have valid LM Certificate


 Only trained and competent person to operate the excavator
 Banksman must be present at all times to guide the operator on the movement
 Barricade the work area to prevent other workers getting near the excavation work
 Close Supervision by the Site Supervisor
 Workers and operators to be briefed on RA/SWP prior to start work
 Adequate signage must be in place
 Ensure no one is under the suspended load.
 Barricade the work area
 Only competent person to carry out the work (i.e rigger/signalman, excavator operator)
 Use tagline on the load to prevent it from swaying
 Ensure all lifting equipment to have valid certificates (LG/LA)
 Ensure not to exceeds on SWL when lifting
 Barricade the work area
 Pre-operation inspection to be done
 Ensure that the excavator is not park near the edge of the excavated trench.

b. Manual lifting by workers

 Assign enough manpower to carry out the works


 Close Supervision by Site Supervisor
 Brief workers on RA/SWP prior to commence work
 Workers to wear non-slip hand gloves and safety boots / shoes
 Ensure to have enough manpower to carry out the work
 Brief workers on proper techniques and correct posture on manual handling
 Provide proper access in the excavated trench

6. Connecting of underground pipes

 Check all sharp objects prior to start work. Put protection when necessary
 Workers to wear appropriate PPE (long sleeve shirts, hand gloves, safety shoes etc.

7. Pressure Test

 Site Supervisor to ensure the pressure gauge is properly calibrated prior to use.
Certificate of calibration must be valid
 Connection of equipment into pipe must be check by the Site Supervisor prior to start
pressure testing
 Tie the hose to the pipe with rope to prevent it from a sudden impact in case of
dislodging.
