So for me, contrasting policy environments for language education for learners from
non-dominant language communities in the Philippines and the approaches to the

a people. Government establishes the rights of individuals or groups to use and preserve
their native tongues, cultivates language skills necessary to satisfy national interests, or
both. using language as a medium of instruction makes it simple to disseminate
knowledge since learners can comprehend it readily and retain it.
