the Schools Division of Baguio City and the unwavering support of the Local Government Unit
under the leadership of City Mayor Benjamin B. Magalong, Schools Division Superintendent
Federico P. Martin assures the resumption and subsistence of the five-day in person classes in
all 67 schools with improved and continuous basic education services to all Baguio learners.

LEARNING RECOVERY AND CONTINUITY PLAN

I. Background and Context


As the country heals from the massive effects of the dreaded Covid-19
virus, all government agencies’ initiatives as programs, projects and activities
are conceptualized and adjusted to ensure continuity and sustainability
amidst the transition towards a better normal of service delivery.

The Department of Education, with its line agencies, in its mandate to


formulate, implement, and coordinate policies, plans, programs and projects
in the areas of formal and non-formal basic education remains dedicated to
provide for the establishment and maintenance of a complete, adequate, and
integrated system of basic education relevant to the goals of national
development, (RA 9155).

The Schools Division of Baguio City Learning Recovery and Continuity


Plan (LRCP) which is crafted upon the guidance of the DepEd CAR’s directive
for the preparation of a contextualized direction is strongly committed to
support the Department of Education’s issuance to ensure the smooth
transition to a five-day in person classes (stipulated in DO 34, s. 2022) by
November 2, 2022, until the end of the school year.

During the school years 2020-2021 and 2021-2022, blended distance


learning became the main modality used to ensure continuity of learning in
the 67 schools in Baguio City. Quality assured modules or INNOVATIVE and
DIGITALIZED Self-Learning Modules were tediously prepared by teachers with
supervision from the Curriculum and Implementation Division. These were
uploaded and made accessible through the official DepEd Learning Resources
(LR) ONE STOP SHOP portal lodged in the official school’s division website
(www.depedpines.com). K to Grade 3 learning resources were division quality
assured while G4 to G12 were quality assured by the DO and DepEd CAR.

The third quarter of SY 2021-2022 served as a remarkable pivotal turn


when all the schools have undergone validation and approval for the conduct

of a limited face to face modality. With the go-signal of the Local Government
Unit (LGU) and its provision of additional beds for isolation rooms in schools,
the conduct of limited face to face classes started on March 7, 2022.

At the threshold of School Year 2022-2023 coupled with the new


administration and DepEd secretary, the SDO has crafted its Division
Education Development Plan for 6 years. Strategic plans are also prepared to
include the Learning Recovery and Continuity Plan for the School Year 2022-
2023. With careful analysis and consideration of intermediate outcomes on
Access, Equity, Quality, Resiliency and Well-Being, all initiatives and PPAs
from the curriculum implementation, school governance and operations and
office of the SDS are ensured to be geared towards the effective implementation
of the K to 12 curriculum; particularly, recovery programs on Learning
Remediation and Intervention, (2) Socio-emotional function, mental health
and well-being, and (3) Professional development of teachers towards the
continuous provision of 21st century skills, amidst the challenges and
limitations posed by the prolonged Covid-19 pandemic.

II. Goal and Specific Objectives

Goals:

The SDO Baguio City LCRP desires to address the learning gaps of
Baguio learners through a comprehensive and specific learning recovery and
continuity roadmap during the uninterrupted nurturing of 21st century skills
and competencies and more importantly, to recover from the learning poverty
and educational backlogs:

Objectives:

Specifically, it is aimed to:

a. identify learning gaps as bases for strategic plans and activities in


the SDO, specifically:
a.1. improve the reading and numeracy skills of all Baguio learners.
a.2. reinforce initiatives on Early Language, Literacy and Numeracy
Program.
b. strengthen support programs for learners and personnel’s health
specifically on socio-emotional, mental health, well-being, and
safety, and
c. prioritize teacher’s professional development towards the provision
of 21st Century Skills.

III. Operational Framework of the Learning Recovery and Continuity


Plan

SDO BAGUIO “WE SERVE WE CARE” serves as the guiding mantra in


the achievement of quality, relevant and basic education. The implementation
of the K to 12 curriculum continuously encourages progressive expansion of
face-to-face classes this School Year 2022-2023. The SDO-Learning
Continuity and Recovery Plan framework guides schools in addressing
learning gaps due to the pandemic-related disruptions and discontinuity. The
LRCP focuses on the following key areas (1) Learning Remediation and
Intervention, (2) Socio-emotional function, mental health, and well-being, (3)
Professional development of teachers towards the continuous provision of 21st
century skills.

The SDO-LRCP captured in this framework capitalizes on improving


reading and numeracy skills, strengthening support programs for both
teachers and learners’ social emotional functions, health and well-being and
intensification of professional development of teachers as they are keys in the
achievement of 21st century skills. The data provides snapshots of the

assessment prevailing conditions in Early Language Literacy and Numeracy


(ELLN) and the Philippine Informal Reading Inventory (Phil-IRI) results.

To address the learning gaps, programs, projects, activities, and


strategies were conceptualized and strategically planned. Among these are
Mag-aaral Mo Pabasahin Mo, Enhancing Literacy through purposive Learning
Action Cells nurturing literacy and numeracy learning gaps of K to 3 Learners,
Cordless Care, Infectious Preventive Plan and intensified Technical Assistance
in the 67 schools distributed in 10 districts, training-workshops, seminars,
collaboration, and monitoring.

The Learning Recovery and Continuity Plan ensures that all learners are
engaged in more improved and meaningful learning experiences as schools
recover from backlogs and resume in-person classes. Hence, with SDO’s
mantra “We Serve We Care”, the focus is on the continuous improvement in
the teaching and learning delivery as well as the welfare of learners.

IV. Data Presentation

The graph below shows the total enrollment of kindergarten to grade 12


in both public and private schools in CAR for the three consecutive years
covering the COVID-19 pandemic period.

For the Schools Division of Baguio City, the overall enrollment trend in
the public and private schools for the past three (3) school years (2019-2020,
2020-2021 and 2021-2022) has slightly fluctuated across curricular offerings.
Meanwhile, there is a consistent increase in the enrollment for public Junior
HS and Senior HS while the elementary level has increased from SY 2019-
2020 to 2020-2021 and decreased minimally in SY 2021-2022. For private
schools, it is notable that all levels have a slight decrease in enrolment.
Overall, enrollment in SDO Baguio City slightly decreased by 0.07%
between SY 2020-2021 and SY 2021-2022 and had a slight turnaround of
0.04% in the third year. This is largely due to the transfer-out of learners from
private to public schools within and outside Baguio City. Reasons for transfer
out were due to financial concerns, change of residence, family issues, and
health concerns.

Enrolment of Public & Private Elementary Schools

In the elementary level, from public and private schools combined, the
highest enrollment is recorded in 2019 with a difference of 2,812 compared to
the 2020 data. This is due to the start of the pandemic in 2020 where some
learners opted not to enroll due to the health emergencies and financial
situation affecting their families. This could also be attributed to the migration
of families to the provinces resulting from loss of jobs.

Enrolment of Public & Private Junior High School

For JHS, the data implies that higher enrolment is recorded in 2019
with a difference of 392 compared to 2020. Learners opted not to enroll at the
start of the pandemic. The families of learners migrated to the provinces thus
have transferred to other Divisions/Regions.

Enrolment of Public & Private Senior High Schools

For Senior HS enrolment, the highest enrolment is recorded in 2019


with 3,736 variances compared to the succeeding school years. The decreased
enrollment in 2020 was because of the pandemic. The highest enrollment in

the 40 private schools offering Senior High and with the assistance of voucher
subsidy benefits is recorded.

Dropout Rate

Dropout Rate Summary for Public and Private Elementary School

The highest dropout rate could be seen in public JHS at 2.71% in SY


2020-2021. With the combined data, the junior high school level appears to
have the most dropout rate across school years 2019-2022.

Schools have observed that during the pandemic where distance


learning modality was maximized, the older learners have taken part time jobs
to help their families and have neglected their studies. This has contributed to
the high dropout rate in JHS. Another attribution could be the reality that
several learners in the junior high are dependent learners and could not cope
with the blended distance learning modality. This is added to the non-
availability of necessary gadgets to cope with online learning.

It was noted that the dropout rate is at its highest by 0.45% in 2020.
The increase is due to the transition from modular/distance learning mode of
learning where learners experienced difficulty. They are tagged as No Longer
Participating in Activities.

In 2020, there was an increase of 0.91%. It is due to the modular mode


of classes; some learners are hard-up in online classes and other related
reasons. They are considered No Longer Participating in activities.

Dropout Rate of Public & Private Senior High Schools

Fort Senior High School, there is a slight increase of 0.05% in SY 2019-


2020 and 2020-2021. A high dropout rate was remarkable in the private
schools at the onset of pandemic. The reasons are due to financial constraints,
individual factors, and school related factors.

FILIPINO

It could be gleaned from the data that there are slight differences in the
proficiency of learners. This implies that early language learners (G1-G10) have yet
the enthusiasm to explore uses of the language to obtain high proficiency. While
Junior HS learners might have difficulty understanding aspects of higher Filipino
language.

ENGLISH

Similar to the Filipino subject, English proficiency is also at its highest in G1-
G3. Remarkably though, in G4 - G10, the efforts to enhance the delivery of the most
essential competencies in English seemed sustained. This implies that proficiency is
not so significant compared with the other grade levels at 86-88 range. This could be
attributed to the difficulty in learning a second language.

MATHEMATICS
The G1-G3 implies that the early learner’s proficiency in Mathematics is less
average. Moreover, G4-6 learners obtained 86 levels of proficiency implying that they
are mostly proficient. On the other hand, G7-10 learners obtained 85 which is very
satisfactory. The rest remained at a satisfactory level where learners are close to
proficiency in learning Mathematics.

SCIENCE
The graph shows the proficiency level of learners in Science which is sustained
in school years 2020-2021 to 2021-2022. It could be noted that among G4-G10
learners, there is a slight improvement on their level proficiency in this subject across
the interpreted school years.

ARALING PANLIPUNAN
In school year 2021-2022, G1-3 obtained a grade of 89. Overall, there is an
improvement in the proficiency level of learners in Araling Panlipunan. Moreover, G4-
6 students obtained very satisfactory grades while G7-10 fell under satisfactory.

TLE/EPP
The graph shows the proficiency level of learners in EPP/TLE where G4-6
learners appear as mostly proficient in this subject. The G7-10 learners got 86 which
is lower in G4-6. It could be gleaned that there is a need to improve the proficiency
level of learners in this subject.

MAPEH
G1-3 learners obtained a proficiency level of 89 which is very satisfactory. G4-
6 learners obtained 87 while the proficiency level of G7-10 learners decreased
implying that there is a need for improvement.

SHS

Senior High School learners obtained an average grade of 85 in 2020-2021 in


the Filipino subject which is considered as very satisfactory. They have an average
grade of 90 in 2021-2022, which is classified as outstanding. Overall, SHS learners
had a big improvement in learning the Filipino subject.

As for English subjects, SHS learners obtained an average grade of 84 in 2020-


2021, which is considered satisfactory. Regarding Mathematics, SHS learners
obtained an average grade of 84 in 2020-2021, which is considered as satisfactory. As
for Science subjects, SHS learners obtained an average grade of 85 in 2020-2021,
which is considered as very satisfactory. On the other hand, SHS learners got an
average grade 92 in 2021-2022, which is classified as outstanding. For the
Social Science subject, SHS learners obtained an average grade of 84 in 2020-
2021, which is considered as satisfactory. Interestingly, SHS learners got an average
grade 90 in 2021-2022, which is classified as outstanding. Lastly, as regards to TVL
subjects, SHS learners obtained an average grade of 86 in 2020-2021, which is
considered as very satisfactory. Overall, SHS learners had a slight improvement in
learning the TVL subject.

In summary, SHS learners did their best to become better and more proficient in
learning different subject areas from 2020-2021 to 2021-2022 as all of the proficiency
levels in the various subjects have improved.

In School Year 2022-2023, schools have prepared for the gradual


transition to a full blast five-day in person classes as mandated in DepEd
Order 34 series 2022. This resulted in preparations and readiness in learning
modalities that they will implement.
The graph above shows that the most preferred learning modality from
Kindergarten, Grades 1 to 5, Grades 7 to 10, and non-graded is face-to-face
followed by blended modality both from public and private schools.
Surprisingly, Grade 6, Grade 11, and Grade 12 learners opted for blended
learning both in public and private schools.
While 96% of the 67 public schools has opted for the implementation of a
five-day in person classes, three schools namely Kias Elementary School, Rizal
National High School and Roxas National High School (Senior High School)
have to continue with blended learning modality due to constructions and
repairs inside the school, lack of classrooms and increased number of
learners.

VI. Monitoring and Evaluation


The Schools Division of Baguio City through the Curriculum Implementation Division and School Governance
Operations Division shall monitor the compliance of the 67 schools on the SDO-LRCP with the mechanisms and
standards particularly on health and safety protocols during the 5 days in person classes. In addition, the result of the
