Center And Regional Office to Enhanced Training and Efficiency
Through Sustainable Architecture

Introduction

Fire has been a component of the learning process since mankind first began building
structures out of wood rather than stone. In fact, these infernos have been so regular
throughout history that practically every major city in the globe has been largely burned
to the ground at some point. Some have, in fact, burnt repeatedly. Fire is combustion or
burning, in which highly reactive compounds interact chemically with oxygen from the air
to produce intense light, heat, and smoke. Fire disasters can be accidental (caused by
human error or carelessness), providential (natural), or malicious (resulting from the crime
of arson). The "wilful malicious burning of property (as a building) especially with criminal
intent" is known legally as "arson."

Most municipal governments provide fire protection as one of their core community
services. A full-time, professional fire department provides fire protection in larger cities.
Fire prevention is one of the basic activities performed by these departments. The
prevention of fires can result from many factors other than fire department efforts.
However, as used here, fire prevention is the set of activities performed by fire department
personnel for the purpose of preventing the occurrence of fires and reducing the potential
severity of fires.

The Bureau of Fire Protection is an agency of the Department of the Interior and Local
Government (DILG) in charge of enforcing national firefighting and prevention policies, as
well as enforcing the Philippine Fire Code (PD 1185), which has been repealed and
replaced by the New Fire Code of the Philippines (RA 9514). The BFP, formerly known
as the Integrated National Police Fire Service, is in charge of administering and managing
municipal and city fire and emergency services throughout the country. The BFP also
runs fire prevention programs in order to reduce the number of fires in our country.
Everyone is responsible for fire safety and prevention, so we must all know how to perform
these things. It is critical to have a fundamental understanding of how a fire occurs and
behaves within a structure. The Bureau of Fire Protection has workers on duty 24 hours
a day, seven days a week. Fire is one of those natural disasters that cannot be predicted;
it can occur at any time of day or night, which is why we have the BFP. But, before they
take any action, there are a number of preparations that must be made, one of which is
to prepare the firefighting apparatus.

The Philippine Bureau of Fire Protection (BFP) is a government body tasked with
suppressing and preventing the spread of destructive fires, enforcing related laws, and
providing emergency medical and rescue services.

THE BUREAU OF FIRE PROTECTION (BFP) requires more satellite training centers to
continuously train aspirant firefighters. Currently, the BFP has 4,000 applicants who have
yet to undergo training because some regions lack training centers. If there are no satellite
training centers, the numbers will grow, according to Baruelo.

Every day, the country's firemen face a variety of obstacles, including not only fires but
also natural and man-made disasters.However, in addition to external challenges, the
men and women of the Bureau of Fire Protection (BFP) suffer internal issues. throughout
addition to a lack of staff and equipment, the BFP discovered that 304 municipalities
throughout the country still lack fire stations and fire trucks. Ninety-six of these
communities are in Muslim Mindanao's impoverished Bangsamoro Autonomous Region.

least 16 municipalities in Eastern Visayas still lack firefighting infrastructure and staff.

In a press conference, Chief Supt. Adel Bautista, director of BFP 8 (Eastern Visayas),
stated that the programming of fire station building construction and equipment
acquisition each local government unit (LGU) is dependent on the national headquarters.

The province of Samar has the most areas without fire stations and fire trucks. Almagro,
Daram, Sto Nio, Tagapul-an, Talalora, and Zumarraga are among them.

The towns of Biri, Lapinig, Rosario, San Vicente, and Victoria in Northern Samar, and
Lorente, Maydolong, and Mercedes in Eastern Samar, do not have firefighting facilities.
Only the town of Pintuyan in Southern Leyte lacks a fire station, while only the island town
of Maripipi in Biliran province lacks one.

Significance of the Study

This study's goal is to help the community in particular prevention and suppression of all
destructive fires in buildings, homes, and other structures, forests, land-based vehicles and
equipment, ships or vessels docked at piers or wharves or anchored in significant seaports,
petroleum industry installations, and wildlife is the responsibility of the Bureau of Fire
Protection (BFP). The findings of this study could be helpful in formulating suggestions for
the Bureau of fire protection training facility and regional office in Pagbilao ,Quezon.

Scope and Delimitation

The study's focus will be on designing Bureau of fire protection training facility / regional
office and incorporating sustainable architecture into facility planning and design. It will also
look at new architectural designs, space planning, and the behavioral circulation of trainees
and officers.

Statement of the Problem


This study aims to determine the problems encountered by the bureau of Fire Protection
firefighters in the province of Pagbilao specifically, it sought to answer the following
questions?
1. what are the problems encountered by the Bureau of Fire Protection firefighters in
the province?
2. What is the degree of seriousness on the problems encountered by the Bureau of
Fire Protection firefighters in term of Human Resources factors?

Research methodology

The range of architectural options and technologies used in today's sustainable architecture.
Due to the difficulty of the task, conducting an in-depth analysis of the technological
innovations utilized in these structures calls for a special technique. Thus, the following
components of a research methodology were created:

• Gathering information on the most recent technologies utilized in resilient


structures today and compiling images and documentation;
• • An analysis of the collected data based on the literature, addressing the
problem of advanced technology used in finished constructions generally.
• • Using technology that was significantly more advanced than that employed in
earlier projects, conducting architectural studies of selected Bureau Fire of
protection training facility and Regional Office buildings in line with the building
code.
