Procuring healthy and sustainable food – Manual by
WHO (World Health Organisation), European Region
On 5 October 2022, the World Health
Organisation, European Region, published
a manual with guidance on the public
procurement of healthy and sustainable
food. According to the WHO, non-
communicable diseases (NDCs) are
responsible for 90% of all deaths in the
European Region. Furthermore, over
59% of adults as well as an increasing
proportion of children in the Region can be
classified as overweight or obese. Public
food procurement influences both food
consumption and food production patterns,
and thus plays an important role in healthy
food system transformations.
The purpose of this report is to support
stakeholders in designing and implementing
food procurement initiatives that facilitate
food purchases from smallholder farmers.
It provides insights on:
• how food procurement can improve
smallholder livelihoods, food security
and nutrition outcomes,
• the main challenges involved in procuring
food from smallholder farmers,

smallholder participation in public food
procurement,
• how synergies with other initiatives
can strengthen the impact of public
food procurement.
The report is divided into two parts. Part 1
outlines a typical tender process and identifies
the relevant actors involved. Part 2 covers
the ecological criteria and methodological
assessments that can be incorporated into
tenders for food supply and related services.
This section will be continually updated in an
online version as additional good examples
continuously emerge on how to work with
various green initiatives.

Interview
new ways of thinking, which can be both
fun and challenging. Winning the Procura+
Award for the best circular procurement of
the year makes me feel proud and happy,
and receiving the prize in Brussels at the
Procura+ seminar is a memory for life.
So, on a personal level, this meant a lot!
For the city of Malmö, winning the award
shows both the city itself and others that
we are working in the right direction.
