Some people think that people should be given right to use fresh water as

they like. Others believe governments should control toughly over the use of
fresh water. Discuss both views and give your own opinion.

Writing

While it is considered by some that people should be able to access fresh


water freely, others think that authorities ought to place restrictions on the usage of
fresh water. Although there is a case to be made on both sides of the debate, it is of
the writer’s opinion that there ought to be restrictions on water use.

Proponents of the idea that water should be used by humans as they please
point to several arguments. First of all, water is a basic human necessity. Aside
from food, fresh water plays an integral part in maintaining people’s wellbeing and
promote the developments of the human body. Therefore, if humans were not
allowed to use an adequate amount of water to perform basic activities such as
hydrating themselves, cleaning and cooking, their basic human rights would be
violated. Furthermore, ensuring that people have enough water to use is the
responsibility of the governments, not individuals. Administrative offices must
seek for methods to alleviate current water issues instead of putting the blame on
common citizens. For example, government officials could allocate taxpayers’
money to build new water processing plants and improve existing sewage systems,
allowing them to supply and recycle water effective so as to meet current needs
without affecting people’s lives.

On the other hand, implementing regulations on water consumption


possess many positive aspects. To begin with, water is not an unlimited resource,
so making it freely available may lead to the depletion of fresh water. As a matter
of fact, in impoverished regions around the world, lack of drinkable water has been
a pressing problem in recent years due to global warming, pollution and droughts.
Consequently, controlling the amount of water one can use could contribute greatly
to prevent further exhaustion of this scarce resource. For instance, setting a
maximum limit for water access or severely punishing those who overuse water
would raise people’s awareness of the dire consequences of abusing water
resources.
In conclusion, although water is a common necessity, I hold the belief that
the government ought to manage and regulate the water supply in order to
encourage efficient water usage and avoid the disastrous effects of water shortages.
