PROCUREMENT & EXPENDITURE OFFICER

Job Overview

The Youth Enterprise Revolving Fund (YERF) is inviting qualifying candidates for the
position of a Procurement & Expenditure Officer. The successful candidate should be
a self-driven and self-motivated individual who is passionate about adding value to
the lives of the young people in the Country.

Main purpose of Role

The main role of the Procurement & Expenditure Officer is to facilitate the
implementation of cost-effective procurement measures, manage contracts and
SLAs, and ensure compliance with national statutes and the Fund’s Finance and
Procurement Policies and Procedures. This position reports to the Finance Manager.

Main Functions and Responsibilities

• To facilitate the processing of purchase requisitions, purchase orders, and


ensure goods/services are received timely and according to specification.
• To facilitate the sourcing and engagement of reliable and compliant vendors
for the Fund.
• To handle all YERF procurement processes and ensure compliance and strict
adherence to national procurement statutes as well as the Fund’s
procurement and finance policies and procedures.
• To prepare Tender Documents, Requests for Proposals and Requests for
Quotations for submission to relevant stakeholders.
• To perform procurement risk assessments and practise due diligence on
potentially risky contracts.
• To participate in the review of procurement and finance policies and propose
relevant amendments where required.
• To coordinate Evaluation Committee meetings and perform secretarial duties
to the Fund’s Tender Board.
• To prepare, review, and negotiate contracts and Service Level Agreements
with clients, vendors, and partners. Be responsible for overall contracts
management.
• To provide guidance on the Public Procurement Act 2011 as and when
required.
• To capture creditors invoices and transactions into procurement system.
• To ensure suppliers are paid according to set terms and timelines.
• To oversee storekeeping of supplies and inventory control.
• To be responsible for petty cash administration.
• To manage all the Fund’s assets and maintain an up-to-date fixed asset
register.
• To oversee logistics, fleet and other administrative tasks as required.
• To keep abreast with the latest developments in the field and be open to
learning new things.
• Any other tasks which may be assigned from time to time.

Qualification, Experience and Attributes

• Bachelor’s degree in Accounting, Finance, Supply Chain Management, or


equivalent from a recognised institution.
• CIPS qualification an added advantage.
• Minimum 3 years relevant experience in finance, procurement, and
administration functions.
• Experience and exposure to public procurement an added advantage.
• Experience in Sage 200 and E-Procurement System.
• Experience and exposure to microfinance and/or loans management and
reporting environment an added advantage.
• Demonstrated experience in general Procurement or Supply chain
management.
• Strong interpersonal skills and the ability to interface with all levels within the
organisation.
• Strong presentation skills (Use of power point, etc).
• Ability to handle private, sensitive, confidential information appropriately.
• Ability to prioritise a wide range of workload while maintaining attention to
detail.
• High integrity, strong result orientation, drive for excellence and takes initiative.
• High energy, pro-active and service minded.
• Organizational skills and the ability to work independently.
• Hands on attitude and willing to help flexibly if required.
• Excellent communication skills - both written and verbal
