NOTE BY SECRETARY:
Based on experience gained by Railways and RDSO, several guidelines have been issued vide
RDSO’s TAN no. STS/E/TAN/3003 for precautions in monsoon. TAN No. STS/E/TAN/3004 for use
of Hot Standby Configuration, TAN no. STS/E/TAN/3006 for earthing and bonding scheme for EI,
and TAN STS/E/TAN/3007 for use of embedded industrial computer, after several discussions in
RDSO and Railway Board with Zonal Railways.
RDSO Spec. No. RDSO/SPN/192/2005 for Electronic Interlocking has been reviewed based upon
these discussions and guidelines issued and a draft revised Specification no.
RDSO/SPN/192/2012 (Draft) has been prepared for adoption. In this draft major changes are as
below:

I. Background
Presently, Electronic Interlocking (EI) is being used on IR as centralized system wherein all
the parts and modules of EI are placed in centralized room and through interface relays
signalling gears are connected with relay room similar to conventional panel/RRI system.
However, EI also offer a facility to be used in distributed mode wherein Object Controllers
(OCs)/dumb EI terminals can be placed near to the signalling gears. These OCs (Dumb EI
terminals) can be connected to centralize EI with redundant optical fibre and network
switches.
II. History
Presently, out of roughly 500 stations commissioned with EI over IR, approximately 56
stations have been commissioned in distributed mode but mainly with distribution of
interlocking logic also in the EI systems provided in remote locations. During recent failures
at Adityapur, Muri, Krishnanagar and at Nallapadu, it has been noticed that due to
distribution of logic in these EIs placed at remote locations complete station undergoes in
total shut down. It is also evident from the configuration of distributed EIs that reduction in
cable requirement shall be very significant.
III. Discussion
RDSO has issued guidelines vide letter no. STS/L/SSI dated 05.06.2009 regarding
configuration of deployment of EI over IRs. Further comments were invited from CSTEs
vide RDSO’s letter no. STS/L/SSI dated 11.09.2012 for use of EI in distributed mode.

The dual BPAC scheme was given by RDSO vide letter no. STS/E/AC/Digital/Genl/ dtd. 27/7/2011.
This scheme is meant for use of dual SSDAC in BPAC applications. This scheme is designed for
improving reliability of BPAC working by having redundant axle counters systems working in
parallel. Vital relays of the two systems are then taken in parallel to generate final vital relay which
is used in the interlocking. There is provision of auto reset feature and each system can reset the
other faulty system automatically after a time gap of 10 seconds.
The recommendations/comments on the agenda item sent by Railways are tabulated and enclosed
for deliberations in the meeting.

periods by open line supervisors and officers. This testing not only involves the functional part of
interlocking but more importantly safety aspects in interlocking. Practically this leads to testing of

connected, to test this, blocks of substantial durations are required, and in present era of heavy
traffic they are seldom possible.
Southern railway has taken an initiative by carrying out integrity testing of Interlockings of

A considerable no. of signal failures due to blowing of signalling fuses have been observed which
affect train traffic. In a view to reduce the down time and to observe the status of various fuses, a
new specification for Fuse Auto Changeover System has been developed after an Expression of
Interest was invited by RDSO for development of this new specification. The system has one
standby fuse for every signalling fuse. The standby fuse automatically comes in signalling circuit in
case the main fuse is blown. Provision for status monitoring both for main as well as standby fuse
has been done in the system. Remote audio visual extension of alarm is also extended for
immediate attention of the maintenance personnel. Provision for sending SMS separately for main
and standby fuse blown events to designated GSM numbers is also made.

letter No. STS/E/Cable Laying Practices dated 12.9.2011 requested Railways to send their
suggestions along with the practices adopted by them. Based on the feedback obtained from the
Zonal Railways, RDSO had finally issued the guidelines for Signalling Cable Laying vide letter No.
STS/E/Cable Laying Practices dated 31.10.2011. The guidelines broadly include the following:
1. Planning for cables, routes, laying of cables underground, above ground, track crossing, road
crossing, bridges/culverts, near to sleeper, entry of cable at relay room, cabin, location boxes
etc., termination, testing, and supervision.
3. Necessary drawings.
In light of above, it was decided to include this item as one of the agenda items for discussion in 82nd
SSC & after deliberations/discussion thereon by SSC members along with changes as considered

Western Railway has suggested development of point machines based on new technologies like
in-sleeper point machines and hydraulic point machines. Some improvements like epoxy coating of
the point motors and development of IP67 compliant point motors have also been suggested. The

Schemes for interlocked LC gates for RE, Non RE and IBS has been provided in the specification
RDSO/SPN/165/2012 of IPS. These schemes are based on the 110V DC bus arrangement which
are bigger and costlier .To reduce the size and cost one UPS based scheme for LC gates has also
been proposed vide this office letter dt 09.02.12. This scheme was approved by Railway Board for
field trial vide letter no. 2005/Sig/SGF/12(IPS) Vol-I dt 26.03.12. Further, one more cost effective
scheme of 24V DC bus based Mini IPS was discussed with approved vendors of IPS during
meeting. The prototype model of Mini IPS is under development for the gates where load is around
500VA.
