The Leadership Code (Declaration Form) Regulations,
2016 (Under sections 4 and 38 of the Leadership Code Act,
2002)
In exercise of the powers conferred on the Minister responsible for ethics
and integrity by sections 4 and 38 of the Leadership Code Act, 2002,
and in consultation with the Inspector-General of Government, these
Regulations are made this 27th day of April, 2016.
1. Title and commencement.

(1) These Regulations may be cited as the Leadership Code


(Declaration Form) Regulations, 2016.
2016. (2) These Regulations shall come into force on the 1 st
day of June

2. Prescribed form.
The form specified in the Schedule is prescribed for the purpose
of declarations under section 4 of the Leadership Code Act, 2002.
3. Revocation of SI. No. 79 of 2003.
The Leadership Code (Declaration Form) Regulations, 2003 are revoked.

DECLARATION OF INCOME, ASSETS AND LIABILITIES

FORM The prescribed form has 10 sections as shown below—

Section 1 contains the personal details of the leader, his or her spouse, children
below 18 years and dependants;
Section 2 contains details of the leader’s accounts in both local and foreign banks or
other financial institutions, and accounts in both local and foreign banks and
other financial institutions of his or her spouse, children and dependants;
Section 3 contains details of the leader’s land within and outside Uganda, and
land of his or her spouse, children and dependants within and outside Uganda;
Section 4 contains details of the leader’s vehicles within and outside Uganda, and
vehicles of the spouse, children and dependants within and outside Uganda;
Section 5 contains details of the leader’s securities within and outside Uganda,
and securities of his or her spouse, children and dependants, within and outside
Uganda;
Section 6 contains details of the leader’s businesses within and outside
Uganda, and businesses of his or her spouse, children and dependants, within
and outside Uganda;
Section 7 contains details of the leader’s debtors, debtors of his/her or spouse,
children and dependants;
Section 8 contains details of the leader’s other assets within and outside
Uganda, and other assets of his or her spouse, children and dependants within
and outside Uganda;
Section 9 contains details of the leader’s liabilities and liabilities of his or her
spouse, children and dependants;
Section 10 contains details of the leader’s other income and benefits, and
other income and benefits of his or her spouse, children and dependants.

GUIDELINES ON HOW TO FILL THE DECLARATION OF INCOME,


ASSETS AND LIABILITIES FORM

NOTE: Leaders are advised to carefully read the User Manual for completion
of Declaration of Income, Assets and Liabilities before completing
this Form.
1. The form is web-based and accessible using an internet browser. It is
accessible on the Inspectorate of Government website: www.igg.go.ug.
2. All forms shall be filled and submitted electronically.

3. The leader shall be required to provide an email address and a reliable


mobile telephone contact to the Inspectorate of Government for
purposes of online declaration.
4. The User Manual can be accessed on the Inspectorate of Government
website: www.igg.go.ug.
5. Carefully read sections 4, 5 and 6 of the Leadership Code Act, 2002
before completing the Form.
6. Ensure that all required information and details are filled in
accordance with the instructions, before you submit the Form.
7. Declaration of spouse, children and dependant’s income, assets and
liabilities is required to be to the best of the leader’s knowledge.
8. The responsibility of completing and submitting the form, as instructed,
remains solely the responsibility of the leader.
9. The completed form should be submitted to the Inspector General within
three months after assumption of a leadership position, and thereafter
every two years during the month of March, as required by section 4 of
the Leadership Code Act, 2002.
10. Authentication procedure: A user is authenticated into the on-line
declaration system through a two-way authentication system. The
authentication system provides identification of users by means of
combination of two different components.

These components may be information the leader has such as the
Inspectorate of Government-Online Declarations (IG-ODS)
Number and password) or something the leader has or possesses,
in this case a leader’s mobile phone number. Upon successfully
changing the password a Login token will be sent to the leader’s
mobile phone number. A combination of the IG-ODS number,
password and token will be used to identify and authenticate the
leader at every login stage.
