RECOMMENDED LIST OF CRITICAL EQUIPMENT FOR WASTEWATER ABATEMENT AND CONTROL

Part 1 Wastewater Treatment System


Industrial effluent and produced water treatment facilities located onshore

General statement:
1. Wastewater treatment system must be operated based on its design intent. For Malaysia, refer
to Environmental Quality (Industrial Effluent) Regulations, 2009 and its Guidance Document for
Design and Operation of IETS (DOE-IETS-9) and Guidance Document for Performance Monitoring
System of IETS (DOE-IETS-1).
2. Equipment and parts related to diversion system is rated as critical equipment (e.g. analyser,
control valve).
3. Any equipment with redundancies is not identified as critical equipment (n+1, 2x100%, 3x50%).
Equipment with 2x50% is not considered as redundant.
4. Oil separation system is rated as critical equipment, if it the only treatment system with no
redundancy (e.g. refinery, upstream facilities onshore).
5. Sludge treatment system is rated as critical equipment since it is not directly impacting the final
discharge quality.
6. The unit processes and parts discussed are recommended & non-exhaustive list. OPUs shall
decide the critical equipment based on the MCF 3.6 criteria and specific to their operations.
7. OPUs shall create an inventory of the critical equipment unique to their operation.

Collection System
Treatment Unit Parts Why the part is critical?

Collection pit Level switch Prevent LOPC. Level switch starts the transfer
pump. Failure of both Level Switch and Transfer
Transfer pump Pump will cause LOPC.
Analyser for critical Early detection of effluent inlet quality to prevent
parameters shock-load to IETS.
Skim tank Level switch Prevent LOPC. Level switch starts the transfer
(onshore) for pump. Failure of both Level Switch and Transfer

Secondary Treatment System

Aeration basin *Aerator This device supplies air (oxygen) to biomass for
respiration and oxidation of contaminant.
*Blower This device supplies air (oxygen) to biomass for
respiration and oxidation of contaminant.
*Return activated sludge This device returns settled biomass (in clarifier),
pump back into the aeration basin.
Analyser - DO This device monitors sufficient air (oxygen) is
supplied to biomass.
Dosing pump - nutrients This device delivers nutrient (chemicals) to the
biomass.
Anoxic basin Mixer This device prevents anaerobic condition in basin.

Dosing pump – carbon This device delivers food (chemicals) to the


source biomass.
SBR Diffuser This device supplies air (oxygen) to biomass for
respiration and oxidation of contaminant.
Floating decanter This device decants (remove) clarified effluent
from the tank.
De-sludging pump This device withdraws (remove) excess biomass
from tank.
Clarifier Drive system (motor, gear This device moves the arm rake for sludge
box) for arm rake skimming and removal.

Sludge transfer pump This device withdraws (remove) sludge from the
clarifier unit.
