Project Background (1/3)


1. Developed collaboratively by 7 Nations under the aegis of
Memorandum of Understanding (MOU)

a. Formerly governed by Project Definition MOU and MOU Sub-Phase One and Two of the
Design and Development (D&D) Phases of the NILE Project
2. NILE Nations currently conducting In-Service Support (ISS) under
MOU (effective Jul 2002) Amendment 3 (effective June 2007)
3. Spain replaced Netherlands as part of the NILE ISS Phase in 2004
a. Both phases had seven active participants
b. During the ISS Phase, Spain’s contribution was initially higher to compensate other
participants for previous D&D Phase contributions.
4. United States is Host Nation
5. NILE Nation representatives form Steering Committee (SC) which
governs the direction and future growth/distribution of Link 22

6. Objective
“Design a New Tactical Data Link System (Link 22) consisting of a
computer-to-computer digital data link among tactical data systems
equipped ships, submarines, aircraft and shore sites which will meet
the requirements of the NATO Staff Requirement, dated 9 March 1990”
a. Develop flexible and operational Beyond Line Of Sight (BLOS) means
to exchange Tactical Data amongst platforms and to obtain better
overall tactical connectivity and coordination

1. The Link 22 Guidebook is available


in three different versions:
a. Overview - available in the Public Domain
b. Overview and Operations - available to Approved 3PS Nations
c. Complete Guidebook - available to Approved & Contributing 3PS
Nations (i.e. after the payment of Levies and Maintenance Fees)
2. Sponsoring NILE Nations will be responsible
for the distribution to 3PS Nations

C&IWG Attendance Procedure / Website (1/2)


1. Any Nation can request attendance to the C&IWG
through a NILE Nation or the NILE PMO, but there
are different processes for approval:
a. NATO Nations Government / NATO Organization
i. Automatically approved by the NILE PMO after verification of the
requestor
b. Non-NATO Nation’s Government
i. Request will be forwarded to the NILE SC for approval or denial
ii. Notification of approval or denial will be communicated via the NILE
PMO or the NILE Nation that received the request
c. Contractor of a Nation not represented in the Link 22 C&IWG
i. If the contractor’s Nation is not yet represented by at least one Official
Rep, the request will automatically be denied

Link 22 Layered Architecture – TDS/DLP (1/2)


1. The Data Link Processor (DLP) is connected to, or
is part of the Tactical Data System (TDS), which is
also known as Host System; TDS/DLP is the main
operator interface
2. TDS/DLP processes the received Tactical
Messages and generates Tactical Messages for
transmission in accordance with the unit‘s
National Requirements
3. TDS/DLP must provide at least the Minimum
Implementation as described in STANAG 5522
4. TDS/DLP in use on a Data Forwarding Unit is
responsible for the forwarding of data between
Link 22 and other Tactical Data Links (e.g. Link 11,
Link 16)

5. TDS/DLP itself is part of the overall Layered
Communications Architecture, but not part of the
NILE Communication Equipment (NCE)
6. Only the interface between TDS/DLP and SNC is
part of the NCE and it is described by the DLP-
SNC IDD which is a NILE Configuration Item (CI)
7. The DLP-SNC IDD is provided by the NILE Project
for all NILE Nations
a. Third Party Sales (3PS) Nations have to acquire the document via a
Sponsoring NILE Nation
8. The procurement or development of TDS/ DLP is a
National Responsibility

1. The System Network Controller (SNC) is a software
application that must be used by all national
implementations, thus providing compatibility between
different platforms
2. The primary function of the SNC is to provide a basic end to
end message communications service between NILE Units
(NUs) which are members of a deployed NILE Super
Network
3. Another major functional area of the SNC is Management,
including (but not limited to)
a. Fault Management
b. Network Management and Control / Network and Monitoring Management
c. Relay and Routing Management
d. Super Network Directory / Late Network Entry

4. The SNC has no operator input interface as it is not needed
5. The SNC was developed as standard SW for all Link 22
Nations, using NILE Project Funding
6. Maintenance and Improvement of the SNC is within scope of
the current ISS Phase 2 Contract
7. The SNC Software is provided by the NILE Project for all
NILE Nations
a. 3PS Nations have to acquire the software via a Sponsoring NILE Nation
8. The SNC Hardware (HW) is usually a Personal Computer,
either running Windows XP or Linux operating systems
a. HW is not part of the SNC distribution
b. Acquisition of HW is therefore a National Responsibility

1. Link 22 offers secured communication via a COMSEC
device, which is also known as Link-Level COMSEC (LLC)
2. Currently in use is the KIV-21/LLC which uses the same
crypto chip (CDH) as Link 16

3. One LLC allows multiple Networks, e.g.


a. up to 4 HF Networks, or
b. 2 UHF Networks or
c. 1 UHF and 3 HF Networks
d. 2 HF and 2 UHF Networks (upgrade planned for July 2011 SNC SW Release)

4. A technical upgrade to the current LLC unit is
under way. Named the Modernized LLC (MLLC),
its procurement requires satisfying US National
Security Agency‘s (NSA) Crypto modernization
guidelines
5. Like the LLC, the MLLC will be commonly
developed
6. All Nations using Link 22 (either NILE Nations or
3PS Nations) have to acquire the LLC/MLLC via
US Foreign Military Sales (FMS) Case Procedure

1. The Signal Processing Controller (SPC) is, like LLC and
Radio Subsystems, part of Link 22 Media Segment
2. The primary function is to provide a delivery service for the
Network Packets on the appropriate channel
3. The SPC provides also Error Detection and Correction,
Signal Modulation/Demodulation and TRANSEC (EPM media
only)
4. A NILE Unit can operate on up to 4 NILE Networks; for each
Network one SPC channel is required
5. Direct user input is not required but a manufacturer may
provide a Human Machine Interface for monitoring and
diagnostic use
6. The SPCs were developed by different vendors with
Common SPC Specifications

7. The development is a National or Manufacturer‘s
Responsibility
8. Currently there are three manufacturer of SPCs, which all
support HF and UHF Fixed Frequency
a. DRS
b. Rockwell-Collins France
c. Telefunken Racoms
9. Frequency Hopping is supported either within a separate
SPC or embedded within the Radio Subsystem
10. An SPC can be acquired through one or more NILE Nation
vendors or can be developed by using the NILE
Specifications in conjunction with the related STANAGs

Equipment
1. Link 22 was designed to be able to reuse the Link 11 Fixed
Frequency HF and UHF Radios, if they include digital switching
time
2. To provide additional Transmission Security (TRANSEC), it was
also designed to use newer technology Frequency Hopping radios
3. The procurement or development of necessary Radio Equipment is
always a National Responsibility
a. For HF FF, old Link 11 Radios can generally be employed
b. For UHF FF, newer Link 11 Radios can generally be employed
c. For UHF EPM, SATURN capable radios can be employed
d. If a development is preferred , the Radios shall fulfill the appropriate NILE
Specifications in conjunction with the related STANAGs

1. Most of the NCE components need an accurate
time to control the timing of transmissions and
receptions
2. Although needed, the Time-of-Day (TOD) is not
part of the NCE
