AN ORDER RE-ORGANIZING THE BARANGAY DEVELOPMENT COUNCIL (BDC) OF BARANGAY

CANAWAY, KITCHARAO, AGUSAN DEL NORTE.

WHEREAS, Title VI, Section 106 of RA 7160, mandated that each local government unit
shall have a comprehensive multi-sectoral development plan to be initiated by its development
council approved by its sanggunian. For this purpose, the development council at barangay
level, shall assist the corresponding Sanggunian in setting the direction of economic and social
development efforts within its territorial jurisdiction;

WHEREAS, the Local Development Council is the planning body of the LGU to identify.
Prioritized programs, projects and activities in accordance to the availability of local and
external resource;

NOW THEREFORE, I CHARLEMIN P. MORALES, Punong Barangay of Barangay Canaway,

Kitcharao, Agusan del Norte, by virtue of the powers vested in me, by law, do hereby
promulgate the following order:

Section 1 : Organization
 The organization is to be known as the Barangay Development Council (BDC) of
Kitcharao, Agusan del Norte;

Section 2 : Composition
 The Organized Barangay Development Council of Barangay Canaway, Kitcharao,
Agusan del Norte, shall be composed of the following :

Section 4 : The Barangay Development Council (BDC) Technical Working Group (TWG)

Section 5 : Roles/ Responsibilities Function:

a. The Barangay Development Council shall perform the following roles and
responsibilities:

1. Formulate long term, medium term and annual socio – economic o

development plan policies;
2. Formulate medium term and annual public investment program;
3. Evaluate and prioritize socio-economic development program and
project;
4. Formulate local investment incentives to promote the inflow and of
private investment capital.
5. Coordinate, monitor and evaluate the implementation of
development programs and projects; and
6. Perform such other function as many as provided by law or
competent authority.

b. Executive Committee Functions

1. Ensure that the decision of the BDC are faithfully carried out and
implemented;
2. Act on matters that need immediate attention and action of the BDC;
 3. Formulates policies, plans and programs based on the objective
prioritize set by the BDC; and
4. Take final action on matters that may be authorized by the BDC
except the approval of barangay development plans.

c. Sectoral and Functional Committee Functions

1. Provide the BDC with data and information essential to the

formulation of plans, programs and activities;
2. Defines sectoral of functional objectves, set targets and identify
programs, projects and activities for the particular sector and
functions
3. Collate and analyze information and statistics and conduct related
studies;
4. Conduct public hearing on vital issues affecting the sector or
functions;
5. Coordinate planning, programming and implementation of programs
and projects and activities within each sector;
6. Monitor and evaluate programs and projects; and
7. Perform such other functions as may be assigned by the BDC.

Section 6 : Secretariat
 There is hereby constituted a Secretariat in the Barangay Development Council
who is responsible for providing technical support, documentation of
proceedings, preparation of reports and such other assistance as may be
required in the discharge of its functions.

 Composition: The composition of the Secretariat of the Barangay Development

Council are the following;

Section 7 : Effectivity
 This Executive Order shall take effect immediately.

