EXECUTIVE ORDER No. 02


Series of 2022

AN ORDER ESTABLISHING AND DESIGNATING A VAW DESK OFFICER IN


BARANGAY CANAWAY, MUNICIPALITY OF KITCHARAO, AGUSAN DEL NORTE

WHEREAS, Joint Memorandum Circular No. 2012-2 dated December 9, 2010 provides
the Guidelines in the Establishment of a Violence Against Women (VAW) Desk in every
Barangay;

WHEREAS, Republic Act (RA) 9710, otherwise known as the Magna Carta of women,
is a comprehensive women’s human rights law that seeks to eliminate discrimination against
women by recognizing protecting, fulfilling and promoting t e rights of Pilipino women,
especially those in the marginalized sectors.

NOW, THEREFORE, I, Hon. Charlemin P. Morales Punong Barangay of Barangay


Canaway, Municipality of Kitcharao by virtue of the powers vested in me by law, do hereby
order:

SECTION 1. Establishment of VAW Desk in the barangay. There is hereby establish


a VAW Desk which should be located within the barangay hall or near it, in Barangay Canaway,
Kitcharao, Agusan del Norte.

SECTION II. Functions of the Barangay VAW Desk.

1. Respond to gender-based violence cases brought to the barangay;


2. Record the number of gender-based violence handled by the barangay and submit a
quarterly report on all cases of VAW to the DILG City/Municipality Field Office and
the City/Municipal Social Welfare Development Office (C/MSDWDO):
3. Keep VAW case confidential and secured, and ensure that only authorized personnel
can access it:
4. Assist victims of VAW in securing Barangay Protection Order (BPO) and access
necessary services;
5. Develop the barangay’s gender-responsive plan in addressing gender-based violence,
including support services, capacity building and referral system;

6. Coordinate with and refer cases to government agencies, non-government


organization (NGO’s), institutions, and other service providers as necessary;
7. Address other forms of abuse committed against women, especially senior citizens,
women with disabilities and other marginalized groups;
8. Lead advocacies on the elimination of VAW in the community; and
9. Perform other related functions as may be assigned.

SECTION III. Designation of a VAW Desk Person. The Designated VAW Desk Officer is
Ms. Shiela Mae B. Bermudez, Barangay Clerk of Barangay Canaway, this municipality.

SECTION IV. Duties of the VAW Desk Officer.

1. Maintain a data base of all VAW cases reported in the barangay;


2. Take particular note of the profiles of cases such as the following:
a. Rape;
b. Acts of Lasciviousness;
c. Trafficking of women and girl-children;
d. Abuses of women by their intimate partners; and
e. Other forms of VAW.
3. Proper gathering and recordkeeping of database of the profiles and needs of the reported
VAW victims in the barangay.

Other Duties of the VAW Desk Officer:

1. Attend cases conferences called by the social worker to check whether the remedies and
services needed by the victim-survivor have been delivered:
2. If security permits, the VAW Desk Officer may also join the social worker in conducting
home visits to assess the progress or condition of the client.

SECTION V. Funding Support and Equipment. The Office of the VAW Desk Officer shall
be provided with the following:

A. Furniture – such as tables, chairs, filing cabinet or storage area and sofa bed, folding bed
or mat;
B. Equipment – such as :
b. 1 computer for logging in and monitoring of VAW Cases,
b. 2 camera to be used in documenting cases of violence, especially in capturing physical
proofs;
b. 3 electric fan on or air conditioning unit, if possible;
b. 4 Television; and
b. 5 Tape or voice recorded

SECTION VI. Effectivity. This order shall take effect immediately.
