Security Policy

General Principles.

 Personnel and Asset Security is fundamental to conduct of operations


 Security is everyone’s Responsibility, as such, required to report security-
related incidents without the fear of reprisal.

Policy Statement.

 PGPC’s commitment to a “secured” workplace/environment free from


threat of violence (TOV) and harassment

 Commitment to prevent loss or damage to assets and intangible


properties such as proprietary information, good name and
reputation
Security Policy

Security Guidelines.

 Ensures active participation in Security Awareness & Vigilance program

 Security Plans, Procedures and Measures are risk-based as assessed

 Security Management Plans are integrated into these systems: Emergency


Management, Business Continuity, Information Risk Management, and
other processes

 Full use of Risk Assessments are made when providing business support

 Respect for human rights is observed

 Initiates investigation and recommendation in case of security breaches

Access Control

 Ensures that only authorized personnel, who have a valid


reason related to business or operation, understand and
comply with facility access requirements.

 Access intends to ensure the safety and security of people


and assets.

 Implemented in all PGPC facilities, to all PGPC employees


and workforce and visitors within PGPC operational
control.

Facility Entry Requirement

All entrants shall comply the following:

 have a valid reason related to business or operation.


 understand and comply with the facility access requirements.
 entering restricted areas for the first time or entering with more than 3
months from last visit shall undergo an OE/HES orientation.
 present oneself to security officers at access point location
 bring a valid identity:
 company ID
 other identity cards

Facility Entry Requirement

 Not allowed to bring illegal weapons, alcoholic beverages, and illegal drugs
 Business partners and visitors bringing chemicals into PGPC operated facilities to
subject to review and screening by PGPC All facility entrants shall comply with
the PPE requirements.
 Observance of Motor Vehicle Safety requirements (e.g. wearing of seat belt etc.)
at all PGPC facilities
 Security shall check the baggage and/or vehicle prior to facility entry.

COVID-19 provisions –
 Wear face mask always
 Accomplish and submit the surveillance checklist upon daily reporting for work
 Undergo foot dip
 Observe social distancing
 Observe area zoning inside base camp, PSA, and satellite station
offices

Facility Exit Requirement

All employees, workforce and visitors shall:

 report to the guard at access point location.

 Provide guards with the trip ticket and/or material control


documents prior exit

 Security guard shall check person baggage and/or vehicle and


related document prior to facility exit

 Designated exit points for ALL vehicles at the basecamp is Gate 1

D&A policy states that PGPC or Business partner is


required to perform D&A on:

 Random tests
 Post Tests (after an Incident / Accident)

Workplace Violence
Policy Statement

PGPC’s stance in case of infractions:

• PGPC has zero-tolerance for violence and threats of violence (TOV).

• All reports of aggressive behavior or threats will be investigated.

• Employees who engage in violence or threats of violence will be subject


to appropriate action, up to and including termination of employment,
and criminal prosecution.

• Contractors or other persons who interact with the company, its


employees, contractors or visitors and who engage in violence or threats
of violence will be subject to appropriate action, including but not
limited to removal from the premises and possible criminal
prosecution.

Implications on Contractors

PGPC will apply the same standard on its contractors.


– Item #4 of the Policy Statement makes clear that PGPC has the same
expectations for contractors and those that they employ. In case of
reported infractions by contractor employees, PGPC would like to see
that:
1. The initial report must reach the attention of PGPC within 24 hours.
2. An investigation is promptly initiated.
3. Due process is observed in the conduct of the investigation.
4. Appropriate action is taken based on the findings.
5. PGPC is appropriately advised of the progress of the investigation and
final disposition in a timely manner.

Workplace Violence
Implications on Contractors

 PGPC acknowledges and respects that contractors have their own set of
rules and regulations, as well as sanctions for infractions committed.

 The Company, however, reserves the right to have contractors exclude or


bar from working in PGPC those of their employees who will be found guilty
of the infractions that are subject to dismissal under PGPC Rules and
Regulations.

 Such infractions include those related to workplace violence, as well as


others.

Threats to You and the Company

EXTERNAL

– Unusual phone calls asking about your worksite or home,


your schedule or that of a colleague, etc.
– Strangers taking pictures/videos of your plant, office or
home.
– Strangers striking up a conversation about your job;
– Beware of social engineering (manipulating people into
performing actions or divulging information, rather than by
breaking in or using technical cracking techniques)

What can be done?

1. PAY ATTENTION TO YOUR SURROUNDINGS


- practice vigilance.. to avoid getting at risk.
- the more aware we are of our surroundings as we go about our daily
routines, the more likely we are to be safe and secure.

2. REPORT ANY SUSPICIOUS PERSONS OR EVENTS


- stay alert to our surroundings and report suspicious persons, events and
circumstances to a supervisor, company security personnel or local law
enforcement.

HEIGHTEN AWARENESS AND VIGILANCE


– Be proactive, defined as acting in advance to deal with an expected
difficulty.
– Take responsibility for your personal security.
– Practice situational awareness.
– Be aware of what is the “normal’ setting for your environment.
– People taking pictures/video of a PGPC facility, or suspiciously taking
pictures/video (PGPC facility as background)
– Uploaded pictures/videos taken in a PGPC facility in social media (FB,
Twitter, etc)
– All of us are ‘information gatherers’.
In case of doubt or if you have concerns, report.

What can you do to contribute?

RECOGNIZE CHANGES
Be alert to the “presence of the abnormal and the absence of
the normal”:
– Unfamiliar vehicles parked in unusual places.
– People gathered or loitering where they do not belong.
– People dressed inappropriately for their activity.
– Unattended suspicious items.

Any situation or event that seems unusual – trust your instincts.

BE AWARE OF VULNERABILITIES
– Inoperative lights
– Unsecured doors or gates
– Doors or gates in state of disrepair
– Broken or cut locks
– Fencing in state of disrepair
– Overgrowth along the fence line
– CCTV cameras not functioning
– Intruders or unauthorized visitors (e.g., “tailgating”)

ECQ/GCQ set-up

1. Contractor Pass ID (new & renewal)


- 2pcs. 2X2 colored pictures (latest)
- BI or DOLE certification (foreigners)
- show copy of passport for identification purposes (foreigners)

2. Accomplished Contractor Pass Form


3. Conduct of Security Orientation by Authorized Trainer
4. Attendance sheet
- prepared and signed by Authorized Trainer and duly endorsed
by the Project Manager to the PGPC contract owner / project
owner
- Photograph or Snipshot/Screenshot of the orientation

5. Security Clearance for verification by PGPC
