Key Activity this week
 Conducting HSSE inspections for continual improvement on
HSSE&S issues on the project site with focus continuing on Work at
Height, Confined Space Entry, Fire Prevention, Lifting Operations,
Hot Work activities, Excavation and Pre- Comm / Comm activities.
 Supporting JGCS with Red Blind management at Unit Battery Limits
 Checking the storage and use of chemicals on site.
 Attending daily SIMOPS meetings.
 Continue involvement in Contractors morning HSSE site walk
rounds.
 Participating in PCSR’s and PSSR’s.
 Attending Weekly Red Blind coordination meeting.
 DONRE, MONRE and Environmental Police visited the site to 
Inspect the TETP.
 Assisting Contractor with making the site safe prior to the TET
National Holidays.
 Meeting held with NSRP HSSES concerning the HSE requirements
at RTP

after the RTP.

c. Contractor 3rd EoT claim on the Aromatics with a cost impact of
$8.5m USD and a schedule extension of two months to MC and IA.
d. Contractor 4th EoT claim on delays to SSM01/M02 and a schedule
extension of 3 months of time in addition to M44, taking MC to M47.
e. Contractor has issued a Claim for costs associated with “Sub-
standard Initial Soil Filling by Employer” totalling $36m USD.
f. Contractor has issued “Prolongation Costs” for delays to the CCB -
$129m USD and SSM01/M02 - $279m USD, totalling $408m USD.
g. Contractor has issued a Claim for costs associated with “Marine
Facilities” totalling $47.6m USD.

Area of Concern – JVD/JAPAN Process Engineering Action to Area of Concern

a. Process guarantee figures, including utility consumption, are uncertain a. IPMT / OPT is waiting for the 3 rd responses to ‘S-000-1223-0701V,
and require to be clarified with the Contractor. Contractor Performance Guarantees’ from JGCS. IPMT and JGCS
are still discussing the requirement of revision for Utility
Consumption Guarantee Value through Letters. IPMT has issued
Letter to JGCS that guarantee values should be based on our
interpretation of EPC Contract. IPMT expedited JGCS to respond
this Letter.

Warehouse.
 LDAR (Leak Detection and Repair) – mock-up of tag installation.
 MONRE additional online monitoring cost estimate –
received/reviewed quotation from Vendor (Mettler Toledo) and issued
draft cost estimate for review.
DCS SAT Status:
 Punch-list clearance ongoing where control system MAV SATs are
completed – system walk-arounds ongoing, remaining “B” punches
loaded to TOMAS
 Various Package Unit Control System (PUCS) Function Tests ongoing
 IPMT C&I engineering resources assisting IPMT Construction with
system joint walk-arounds
 Plan for MES integrated SAT:
- I&EMS complete and accepted by NSRP IT.
Note: IPMT C&I team continue to work with OPT to resolve what
instrumentation require 3rd party authority calibration and verification (as
per Circular 23/2013/TT-BKHCN).

b. INALK Compressor 028-K-201 gear damaged due to corrosion

are not yet mechanically completed across the site.
d. Three ITT Gould pumps (040-P-612, 041-P-612 & 041-P-615B) in
NHDS/PENEX have alignment defects allegedly due factory
assembly

a. JGC (Z1) is expediting A punch killing to achieve system MC’s
SK (Z2) is expediting A punch killing to achieve system MC’s
GS (Z3) is expediting pre-commissioning works in A700
GS (Z3) has substantially completed Offsite Tankage walk arounds and
is expediting A punch killing.
JGCS has incentivised subcontractors to work through Tet Holidays
b. New gear ETA site is 18 February. Two shift operation of reassembly,
alignment & lube oil flushing is planned through until end February
c. C600 water and sewerage system piping pressure test completed &
Commissioning will follow achievement of System MC’s
d. One pump (041-P-612) is repaired, returned and installed. Two pumps
require new parts and will be repaired later in February.
e. IPMT to discuss with NSRP Management for solution to ensure work to
on Coc Mountain is completed before 2017 wet season.
f. Vendor is proceeding to supply replacement bearings for three

may be required to support efficient port operations
i. Corrosion found in Kobelco compressors (013-K-101A&B)
j. Crude Tank # 7 requires repair painting after coating deterioration
during storage of crude pipeline hydrostatic test water. Duration of
painting works may extend into M45
k. FM200 installation and mechanical completion by end of May 2017.

 U-110 Utility Boilers: Vibration issues on FD/ID Fans being addressed with
new carbon wear rings & realignments,
 U-110: Boiler # 3 steam blow continues, targets not acceptable to date. IDF
fan has not done solo run test yet. Vendor is concentrating on Boiler # 1
 U110: Boiler # 2: SCR (Selective Catalyst Reduction) loaded
 U-110: Boiler # 1; Solo runs completed, MRT targeted complete this week

 U-112 GTG: GTG # 1 operating below 152 NOx, GTG # 2 exhaust used for
steam production HRSG # 2.
 U-112 HRSG: HRSG # 2 @ 51 bar & producing 50-55 ton HPS/hr
 U-113 Steam Turbine Generators: STG # 4-3-2-1 MRT & over speed trip
tests completed. STG # 5 continues with control oil flushing, Turning gear
test on STG # 5 suspect turbine condensate lines back flushed to each STG
 U-122 Nitrogen: Liquid N2 production ongoing building level
