SUPREME ELEMENTARY LEARNER GOVERNMENT ELECTIONS

FOR SCHOOL YEAR 2023-2024

To: Supreme Elementary Learner Government Candidates

Class Advisers / All Other Concerned Teachers

1. As stated in Article II Section XIII of the 1987 Philippine Constitution, the

state recognizes the primary role of the youth in nation-building. The
Department of Education on the other hand acknowledges the important
functions and responsibilities of student organizations in public
elementary and secondary schools in the country. In accordance, Loma de
Gato Elementary school will conduct the Supreme Elementary Learner
Government Elections for School Year 2023-2024.

2. The objectives of this activity are to:

a. recognize the leadership skills of the pupils;
b. exercise the voting rights of pupils and;
c. elect the members of the Supreme Elementary Learner Government
(SELG)

3. To oversee the election and other election-related activities, the Learner

Government Commission on Elections and Appointments shall be
created.
4. The Activity Completion Report of this activity shall be submitted by
Verzon R. Rubio on June 14, 2023.

In accordance with the existing DepEd policies, the LG COMEA shall have
the following duties and responsibilities:
1. Enforce and administer all rules and regulations relative to the conduct of
fair, honest, credible, systematic elections and appointments;
2. decide on the election modality to be used considering the preference of
learners;
3. administer the conduct of fair, honest, credible, systematic elections and
appointments;
4. prepare and distribute the necessary LC COMEA election forms, appointment
forms and other election materials before, during, and after the elections;
5. approve or disqualify a candidate;
6. validate the electoral and appointment proceedings and results;
7. act on and resolve all complaints related to the elections and appointment
processes;
8. conduct the proclamation of the new set of learner government officers;
9. keep and secure all pertinent elections and appointment documents.

LODGES SELG Campaign and Election Guidelines

1. Only the pupils from Grades 2-5 are allowed to run for any position in the
Supreme Elementary Learner Government except for the position of Grade
Level Representatives, the position determines the grade level of the candidate.
The voters who will elect the members of the SELG are also the pupils from
Grades 2-5.

2. The school level election shall adapt to the party system. Each party will have
a designated temporary SPG adviser that will guide the candidates during the
campaign. The following teachers shall serve as temporary SPG advisers.

3. The campaign period is from June 5 -8, 2023. The school allows the candidates
to engage in face-to-face campaigns. However, each party may only engage in
a classroom campaign limited to fifteen (15) minutes.

4. All campaign materials must be regulated and approved by the LG COMEA

prior to posting, dissemination and publication. The designated posting
area for campaign materials shall ONLY be on the steel matting fences
surrounding LODGES multi-purpose court. The candidates who posted
their campaign materials shall also be responsible for removing the said
paraphernalia after the elections.

5. The school shall adapt the manual mode of election. On the day of the
election, each class adviser from Grades 2-5 shall assist the voters to
cast their votes manually and explain to the voters the proper way of
casting votes on the election ballots. Voting shall start at 6:00AM and end
at 5:00PM on June 9, 2023.

6. Winners will be announced on June 13, 2023, during the Flag Ceremony and
the list of the Elected Supreme Elementary Learner Government will be
posted on the official Facebook page of the school.
