Blaze Ready Complex: A Proposed Bureau of Fire Protection
Training Center And Regional Office to Enhanced Training
and Efficiency Through Sustainable Architecture
Introduction
Fire has been a component of the learning process since mankind first began
building structures out of wood rather than stone. In fact, these infernos have
been so regular throughout history that practically every major city in the globe
has been largely burned to the ground at some point. Some have, in fact, burnt
repeatedly. Fire is combustion or burning, in which highly reactive compounds
interact chemically with oxygen from the air to produce intense light, heat, and
smoke. Fire disasters can be accidental (caused by human error or
carelessness), providential (natural), or malicious (resulting from the crime of
arson). The "wilful malicious burning of property (as a building) especially with
criminal intent" is known legally as "arson."

Every day, the country's firemen face a variety of obstacles, including not only
fires but also natural and man-made disasters. However, in addition to external
challenges, the men and women of the Bureau of Fire Protection (BFP) suffer
internal issues. throughout addition to a lack of staff and equipment, the BFP
discovered that 304 municipalities throughout the country still lack fire stations
and fire trucks. Ninety-six of these communities are in Muslim Mindanao's
impoverished Bangsamoro Autonomous Region.
The province of Samar has the most areas without fire stations and fire trucks.
Almagro, Daram, Sto Nio, Tagapul-an, Talalora, and Zumarraga are among
them.
The towns of Biri, Lapinig, Rosario, San Vicente, and Victoria in Northern
Samar, and Lorente, Maydolong, and Mercedes in Eastern Samar, do not have
firefighting facilities.
Only the town of Pintuyan in Southern Leyte lacks a fire station, while only the
island town of Maripipi in Biliran province lacks one.
This study aims to determine the problems encountered by the bureau of Fire
Protection firefighters in the province of Pagbilao specifically, it sought to answer
the following questions?
1. what are the problems encountered by the Bureau of Fire Protection
firefighters in the province?
What is the degree of seriousness on the problems encountered by the
Bureau of Fire Protection
1. firefighters in term of Human Resources factors?
Research methodology
The Bureau of Fire Protection was established by R.A. This office is 6975. under the
Department of Interior and Local Government. It follows the principles of promoting
fire safety, prevention, suppression, and fire investigation, ensuring the provision of
emergency, medical, and rescue services, and improving active participation Public
participation is encouraged.
According to the BFP fires 2001 manual, the BFP shall establish efficient and
Firefighters who are responsive. Without the finest honesty, expertise, loyalty, and
responsibility Honesty, respect for human rights, and care for the safety of people
and propertyThe environment and national heritage are both important. Fires are
always caused by something. The most common cause of a fire is negligence,
abandoned cigarette, improper disposal of flammable materials managed or faulty
heating facilities, spontaneous combustion caused by storage
articles in poorly ventilated areas, explosions caused by petroleum chemicals, and
sunrays focusing on glasses that can function as a convex lens and lightings spark,
overheating, and electrical defects. (Fire Investigation and Arson Technique)

Location
Site Selection
Site Criteria
Listed below are the general and specific site characteristics that aided the
researcher in selecting the most suitable location for the proposed project. Choosing
a site is not easy; it should meet the requirement of the desired program.
1. Accessibility and Proximity – It is defined as easily reached or entered
physically, refers to the public transportation and refers to the closeness to users.
2. Availability – This term deals with presence of important utilities such as water
supply, power, and community lines, telephones, and drainage.
3. Flexibility – It is described with sufficient space and can adapt changes for
future expansion.
4. Environment – It is the key aspect in rehabilitating the people.
5. Geographical Location – It is the point of view in the area.
6. Topography – land character of the site.
7. Zoning – It should be permitted to be used as retreat facility
8. Views - Site design should maximize views of natural features and minimize views
of visitor and support facilities.
9. Natural Hazards - Development should be located with consideration of natural
hazards such as precipitous slopes, dangerous animals and plants, and hazardous
water areas.
Specific Criteria:
1. Site should be accessible to resident, visitors and guests
2. Site should be accessible along major or minor line of circulation
3. Site must have effective waterline, power supply, communication, facilities
and other essential utilities
4. Size, including ability to accommodate future expansion
5. Environmental issues and remediation requirements, if any
6. Relationship to surrounding proposed future land uses
7. Relationship to municipal planning initiatives
8. Real estate catalyst potential for the surroundings areas
9. Vehicular traffic patterns (both public and service)
10. Parking
11. Pedestrian circulation patterns/ease of pedestrian access
12. Utilities
13. Sustainability considerations
