under Annual Plan 2016-17. [Job No. 31C-WB-2016-17/417]”
The Ministry of Road Transport & Highways through [through N.H. Wing of P. W. (Roads) Directorate] is engaged in
the development of National Highways and as part of this endeavour, it has been decided to undertake RFP for “Up-
gradation of NH-31C with a minimum of 2-lane with Paved shoulder configuration starting from km 105.00 to km
145.632 (total length 40.632 km) in the district of Jalpaiguri, on EPC mode in the state of West Bengal under Annual
Plan 2016-17” through an Engineering, Procurement and Construction (EPC) Contract.
The State Public Works (Roads) Directorate represented by Chief Engineer (National Highways), Govt. of West
Bengal acting through Superintending Engineer, National Highway Circle No. III, P.W. (Roads) Directorate, Govt.
of West Bengal now invites bids from eligible contractors for the following project:

18.04.2017 to 08.06.2017 up to 17.00 hrs. IST. Bid must be submitted online only at the tender portal
https://wbtenders.gov.in on or before 08.06.2017 up to 17.00 hours IST. Bids received online shall be opened on
12.06.2017 at 16.00 hours IST.

Bid through any other mode shall not be entertained. However, hard copy of Technical Bid (as submitted through
online), Bid Security (in original), Document Fee (in original), Power of Attorney (in original), Joint Bidding
Agreement (in original) and / or any other specified documents shall be submitted physically by the Bidder on or before
12.06.2017 (up to 14.00 hours IST). Please note that the Authority reserves right to accept or reject any of the Bids
without assigning any reason whatsoever.

The Pre-Proposal Conference shall be held at the office of the Superintending Engineer, N.H. Circle–III, Near Balason
bridge, Matigara, Siliguri-10, on 12.05.2017 at 16.00 hrs.

Subsequent corrigendum / addendum if required shall only be available at the tender portal https://wbtenders.gov.in .
