Why do assessment instruments need to be moderated before use? (AC2.3)

Moderation ensures learners are assessed in a consistent, accurate and well-designed manner.
It ensures all assessors who assess a particular unit standard or qualification, are using comparable assessment
methods and are making similar and consistent judgments about learners' performance.
Moderation ensures that assessment of the outcomes described in National
Qualifications Framework standards or qualifications is fair, valid and reliable.

Moderation is thus quality assurance.

A moderator ensures that an assessor followed the procedures prescribed and arrives at a well-founded
decision as to the competency of a learner
