Office of the President NATIONAL HOUSING AUTHORITY “BALAT NHA Memorandum Circular No. 2020 - __064 SUBJECT: REVISED GUIDELINES TO MEMO CIRCULAR NO. 2019-041: GUIDELINES FOR THE IMPLEMENTATION OF THE HOUSING ASSISTANCE PROGRAM FOR FORMER REBELS This Memorandum Circular is hereby issued to revise Memorandum Circular No. 2019-041 prescribing the Guidelines for the Implementation of The Housing Assistance Program for Former Rebels. The Housing Assistance Program for Former Rebels is a comprehensive program which requires a strong collaboration between the Authority and different concemed units. As such, the revised guidelines aim to address the request of Local Government Units to be involved in the implementation of the said program, and also to address the issue on inadequate land for housing construction. Allowing partnership between National Housing Authority, Local Government Units (LGUs) and other concerned Government Agencies, wherein resources and expertise shall be shared, will attain an efficient and effective delivery of housing benefits for qualified Former Rebels. | OBJECTIVES Under MC No. 2019-041 "GUIDELINES FOR THE IMPLEMENTATION OF THE HOUSING ASSISTANCE PROGRAM FOR FORMER REBELS’, three options were given to a qualified beneficiary, to wit a. Option A : Availment of a Converted Unit in any of the Five (5) Existing AFP-PNP Housing Projects re-allocated to the FR Housing Program; b. Option B: Cash Assistance in the amount of Php450,000.00 for the construction of a housing unit in a location chosen by the FR; and c. Option C: Cash Assistance up to a maximum of Php100,000.00 for the Repair/Rehabilitation/Improvement of Existing Housing Unit owned by the FR Hence, this Memorandum Circular is being issued to revise the abovementioned guidelines and to provide the following, a. Updated List of Projects under Option A of MC No. 2019-041 b. Modes of Implementation under Option B Eligibility Criteria d. Revised Documentary Requirements Quezon Memorial Elliptical Road, Diliman, Quezon City 1100 Trunkline No. (02) 790-0800; www.nha.gov.ph Supplemental Guidelines To Memo Circular No, 2019-041: Guidelines For The Implementation Of The Housing Assistance Program For Former Rebels Page 20f3 Il, HOUSING PROJECTS UNDER OPTION A The following is the updated list of Existing AFP-PNP Housing Projects re- allocated to the FR Housing, which being offered under Option A of MC 2019- 041 as of November 2020; to wit: Existing AFP-PNP Housing Projects Region ie Ville Bukidnon Region 10 b. CDO Midland Valley Homes Misamis Oriental c. Freedom Residences, Region 11 Tagum City, Davao de! Norte Ill, MODES OF IMPLEMENTATION To strengthen the partnership between the Authority, Local Government Units (LGUs) and other concerned Government Agencies, the Authority allows the LGUs to offer their land and other resources as their share in the program. Hence, the following general guidelines must be observed in the implementation of housing assistance under Option B of MC 2019-041 3.1. The guidelines of MC 2018-030 "Updated Guidelines for the Implementation of RAP-LGU' shall be adopted in the implementation, whether the Mode of Implementation is NHA-administered or LGU-administered. Likewise, it will follow similar guidelines for the Eligibility Crit and the Downloading of Funds for housing assistance to the LGUs 3.2 Amount of Assistance is Four Hundred Fifty Thousand Pesos Php 450,000.00 for each qualified former rebel 3.3 The assistance shall be collectively allocated for housing construction and land development, and other land related costs, such as but not limited to, licenses and permits. The amount of assistance to the LGUs is equivalent to the number of qualified Former Rebels who opt to avail assistance under Option B. IV. ELIGIBILITY CRITERIA To be eligible under the program, the FR must satisfy all of the following revised conditions’ 4.1. Former rebel who have surfaced from 01 July 2016 until termination of the E- CLIP 4.2 Must be duly certified by the Joint AFP-PNP Intelligence Committee (JAPIC) ‘Supplemental Guidelines To Memo Circular No. 2019-041: Guidelines For The Implementation OF The Housing Assistance Program For Farmer Rebels Page 3 of 3 4.3 For Option A: Must agree to be permanently residing in the updated existing AFP-PNP Housing re-allocated to the FR Housing Projects. For Option B: FR/Spouse/child may be the owner of the land OR if not the ‘owner, must provide a Duly Notarized Authorization Letter to use the land signed by the owner; 4.4 Must not be a beneficiary of any government or non-government housing program, except those FRs availing Option C V. DOCUMENTARY REQUIREMENTS All qualified beneficiaries who opt to avail the housing assistance program for former rebels, shall need to submit the revised required documents under Annex A -Revised Documentary Requirements. VI. MONITORING As part of monitoring system, to ensure and to avoid any possible duplication of housing assistance from those who individually availed the housing assistance, NHA through its existing Pre-Qualification (PQ) process, shall also validate the names of qualified FR beneficiaries who availed the assistance under this Memorandum Circular. Vil. PROJECT DISENGAGEMENT NHA's engagement in the housing project shall end after issuance of Certificate of Completion and Certificate of Award to the Former Rebels and/or after the signing of the Deed of Donation and Acceptance in favor of the LGU. Vill. OTHER ARRANGEMENTS FOR PROJECT IMPLEMENTATION All other arrangements with LGUs or other Government Entities not covered by this Circular but consistent with the intent of the program, shall be separately presented for the approval of the NHA General Manager. IX. REPEALING CLAUSE Provisions of Memorandum Circular No. 2019-041 and other related issuances which are inconsistent with this Memorandum Circular are hereby modified accordingly. X.
