JOB SPECIFICATION FOR SITE ASSEMBLY OF COLUMNS (HORIZONTAL ASSEMBLY)

1. Fabricator shall fabricate the column sections meeting all the requirements called out
in the specifications, codes, standards, drawings and other special conditions
stipulated in the MR.

2. Section length shall be decided based on transportation feasibility so that all work is
done at Fabricator's shop including PWHT of sections and only minimum closing
circumferential seams are done at site.

3. Fabricator shall trial assemble the column sections at shop, match mark, provide
alignment/fitment cleats, spiders at open end sections to maintain circularity, etc.,
before dispatch of column sections to site.

4. While transportation, equipment sections shall be supported properly with adequate


supports of proper design so that no damage occurs to any component.

5. Fabricator shall carry out complete route survey taking into account the overall
dimensions of column sections from fabricator works to plant location and also from
the plant gate to erection site within the plant. It is the responsibility of the bidder to
take approval from various statutory bodies such as

Electricity Board
Railways
P.W.D.
Local Authorities
Mercantile Marine Deptt.
Irrigation authorities
Environment authorities

for the movement of the consignment.

6. Owner shall provide plain and leveled ground around the unit for site activities.
Fabricator shall perform necessary activities like strengthening and compaction as
may be required for assembly and hydrotest of columns.

7. Fabricator shall complete all balance activities i.e. closing seam, all NDT, local
PWHT, hydrotest etc. and complete the column at site in all respects as per drawing.

8. Fabricator shall erect stationary shed for all site activities. In addition a temporary
movable shed shall also be provided by fabricator to ensure protection from wind and
rain for all site activities like welding, stress relieving etc. In addition, fabricator shall
provide proper storage for all critical equipments, machinery, tools & tackles,
consumables etc.

9. Based on the schedule and quantum of site activities, fabricator shall provide all
resources such as welders, fitters, markers, supervisors, QA/QC personnel, NDT
personnel, NDT equipments, welding materials, all tools & tackles, baking
ovens/portable ovens for electrodes, saw machines etc. All welding shall be carried
out by qualified welders with approved procedures. NDT personnel shall be qualified
to ASNT level-II. Qualified welding inspectors from approved body shall be employed.

10. Assembly of column sections shall not be undertaken without the use of power
rollers. Fabricator shall mobilize crane(s) of adequate capacity to handle column

sections for site assembly. Fabricator shall provide power rollers of adequate capacity
and numbers for carrying out the job at site. The rollers shall be properly placed so
that equipment is not damaged while fabrication / hydrotest. In addition, supply of
idlers of adequate capacity and number is the responsibility of the fabricator. All
power rollers and idlers shall be kept on compacted ground/hard stand as necessary
and shall be properly levelled before rollers are kept.

11. Lifting lug / trunions / tailing lug shall be provided on the column sections for
assembly including lifting arrangement for the erection of the completed equipment.

12. Power, shall be made available on chargeable basis within refinery premises by
Owner at single point within approx. 300 meters from construction point / place
allocated to fabricator.

13. Plain water for hydrotest of column at site shall be made available to fabricator on
chargeable basis. Fabricator shall carry out necessary treatment and testing of water
as required to meet applicable specifications and report shall be submitted to Owner /
EIL for review. Testing of water shall be carried out by a reputed laboratory. After
hydrotesting, disposal of water is in the scope of the fabricator and the same shall be
carried out as per the requirements of the Engineer-in-Charge. Complete column
shall be dried and cleaned after hydrotest as per instructions of engineer-in-charge.

14. Pumps for hydrostatic test shall be of adequate capacity so that filling and
pressurizing is being carried out to the required conditions. While draining water,
adequate care shall be taken to avoid any damage to the equipment. All top nozzles
shall be kept open and the draining shall be so regulated that occurrence of vacuum
and subsequent damage is avoided.

15. Fabricator shall keep the column / column section well ventilated and well illuminated
during all activities inside the column. For this purpose suitable exhaust, air purge
connections and low voltage connection shall be provided.

It is recommended that X-ray technique shall be employed for all radiographic


examinations.

16. All safety requirements of the plant as dictated by the operation group of the client
shall be adhered to by fabricator. All necessary safety equipments required shall be
arranged by fabricator / contractor. Fabricator / contractor shall provide dedicated
safety engineer throughout the contract period.

17. The site work shall be carried either by the vendor himself or by any of the following
site agencies:

1. M/s. VTV
2. M/s. Petron
3. M/s. E.C.C.
