1.0 BACKGROUND

The Federal Government of Nigeria (FGN) commissioned the United Nations Environmental Program
(UNEP) to conduct an independent environmental assessment of Ogoniland in 2006. The UNEP report
'Environmental Assessment of Ogoniland', was submitted to the FGN in August 2011. The report had
recommendations for the Nigerian Government, Oil companies (with operational interest in Ogoniland)
and the Ogoni community. One of the key recommendations is for the Government to establish a body
with the mandate to oversee the implementation of the UNEP report. The Hydrocarbon Pollution
Remediation Project (HYPREP) was therefore established in July 2012 under the Ministry of Petroleum
as the vehicle for implementing the UNEP report recommendations, but the initial efforts by HYPREP
were less than successful thus the organization soon became moribund.

In June 2016, the FGN flagged off the Ogoniland Clean-up Campaign at Patrick Waterside, Bodo. A
restructured HYPREP was established under the Federal Ministry of Environment (FMEnv) with a
governance structure comprising of the Governing Council (GC), Board of Trustees (BOT), and Project
Coordination Office (PCO) as stipulated in the Gazette.

As recommended in the UNEP report, the initial scope of projects and programs to be implemented by
HYPREP are to cover the following key areas:

· Environmental Remediation: Clean-up of the hydrocarbon impacted sites, restoration of


artisanal refining sites and any other identified polluted sites in the report including the clean-up
of contaminated land, treatment of contaminated sediments, decontamination of groundwater,
treatment of surface water, restoration of swamplands, mangrove restoration and rehabilitation,
surveillance, and monitoring during and following clean-up operations in Ogoniland.

· Potable Water Supply: Provision of safe and alternative drinking water for communities whose
water sources were contaminated by hydrocarbon pollution and the rehabilitation of selected
existing water supply schemes amongst the eight (8) Emergency Measures that warranted
immediate action.

· Alternative Livelihoods: Sustainable alternative livelihood programs for the Ogonis particularly
those engaged in artisanal refining and oil bunkering, as well as other initiatives to address the
socioeconomic impacts of oil pollution.

· Public Health Assessments: Investigations and evaluations of the nature, scope, and scale of
impacts of hydrocarbon pollution on the health of the Ogoni people, and programs to monitor,
mitigate and remedy the impact.

2.0 REMEDIATION WORKS
2.1 STATUS OF ON-GOING REMEDIATION WORKS AT PHASE 1 BATCH 1 SITES
Nineteen (19) of the 21 Lots in Phase 1 Batch 1 Remediation works have been completed successfully
including the securing of regulatory close-out by the National Oil Spill Detection and Response Agency
(NOSDRA). The remaining two (2) Lots have completed site works and are at different stages of
completion of close-out processes. These include Lot 011 (undergoing a six-month regulatory
monitoring) and 016 (awaiting results from regulatory close-out sampling).

Detailed information of remediation work performance status of the outstanding Two (2) Lots in Batch
1 is summarized in Table 1.1 below:

2.2 STATUS OF ON-GOING REMEDIATION WORKS OF PHASE 1 BATCH 2 SITES

Seven (7) lots in this Batch have completed the NOSDRA Close-out / Certification processes
successfully. They are Lots 026 (B.Dere/Gio, Gokana/Tai L.G.A), Lot 028 (Bara Alue, Tai LGA), Lot
042 (Korokoro Well 4, Korokoro Tai LGA), Lot 044 (Ngofa –Aleto, Eleme L.G.A), Lot 046 (Nsioken
Akpajo, Eleme LGA), Lots 056 and 057 (New Elelenwo, Akpajo, Eleme LGA).
Fifteen (15) Lots have pending corrections following exceedances from the Closeout results recently
released by NOSDRA. These are Lots 023, 024, 031, 033 &034 -B.Dere/Gio, Gokana/Tai L.G.A; Lot
027 -Bara Alue, Tai LGA; Lots 029 & 030 - Aabue Korokoro Flow Station, Tai L.G.A.; Lots 043 & 045 -
Ngofa –Aleto, Eleme L.G.A; Lots 047, 048, 050, 053 and 054 at Okuluebu 2, Ogale, Eleme L.G.A.
One (1) lot (Lot 022) is currently undergoing a six-month regulatory monitoring
Three (3) lots (Lot 025 at B. Dere/Gio, Gokana/Tai L.G.A) as well as Lots 049 and 051 in Okuluebu 2,
Ogale, Eleme L.G.A.), are awaiting results from regulatory (NOSDRA/NUPRC) Closeout/certification
sampling.
One (1) other Lot (Lot 055 Okuluebu 2, Ogale, Eleme L.G.A.) have completed active remediation works
and is awaiting NOSDRA Close-out/Certification sampling.

Remediation works are still on-going at different stages at the remaining Two (2) Lots which are Lots
052 (Okuluebu 2, Ogale Eleme LGA) and Lot 032 (B-Dere/Gio, Gokana/Tai LGA).

The year started with Twenty (20) contractors from both Phase1 Batch 1 and 2 still in active remediation
works in various phases, of which some of these Lots (023, 027, 029, 033, 046, 050, 053, 054 and 057)
participated in the Batch 6 NOSDRA External Certification and Close-Out Sampling done in May/June
2022 and Results sent by NOSDRA having Lots 046 and 057 Cleared and Certified and Lots 023, 027,
029, 033, 050, 053, and 054 having values in some points exceeding RBCA values of 1000mg/kg.
Tremendous progress has been made by the outstanding Contractors (Lots 013, 011, 016, 022, 025, 031,
049, 052, 051 and 055) in their remediation works, with a total of Eight (8) Lots (011, 013, 016, 022, 025,
031, 049 and 051) out of the stated Nine (9) Lots participated in the Batch 7 NOSDRA External
Certification/Close-Out and so far, results sent by NOSDRA having Lot 013 Cleared and certified and
Lots 011,022, and 031 having values in some points exceeding RBCA values of 1000mg/kg.

2.4.1 BATCH 7 NOSDRA EXTERNAL CERTIFICATION/CLOSE
-OUT SAMPLING.
The Batch 7 NOSDRA External Certification and Close-Out sampling commenced in August involving
both Phase 1 Batch 1 and 2 Remediation contractors and was finalized in September 2022.
The Close-Out Activity led to the end of remediation works for the Phase 1 Batch 1 Contractors with the
outstanding Contractors from Lots 011 (Mogho/Bodo, Gokana LGA), 013 (Nweekol Zorbuke, Gokana
LGA) and 016(Buemene Koro-Koro, Tai LGA) and also Phase 1 Batch 2 Contractors Lots 022, 025 and
031 (B-Dere/Gio, Gokana) and 049, 051 (Okuleubu Ogale, Eleme LGA).

2.5 SITE CHARACTERIZATION AND DELINEATION OF IMPACTED SITES

HYPREP had in 2020 done reconnaissance survey (Preliminary Site Environmental Assessment) on

impacted sites without UNEP site specific facts sheets. As a result of the survey, over a hundred and

twenty sites were scoped and recommended for further investigation. However, fifteen (15)

Medium/Complex Risk Sites were selected by the Assessment Team for characterization and

delineation. Site characterisation and delineation is carried out to determine specific geologic and

hydrologic characteristics of the sites, determine the extent of contamination, potential threat to the

environment and users, as well as the possible remedial actions that may be required. This activity is

conducted in line with the HYPREP's SOP on Site Assessment.

Site characterisation and delineation starts with Electrical Resistivity Tomography (ERT) modelling by

our ERT Team. Electric resistivity tomography (ERT) is a near-surface geophysical tool for ground

investigations that helps to reveal ground features and map the soil structure. It works by using electrical

current that is injected into the ground through short steel (electrodes) distributed along a straight line,

and the resistance values between the injection points measured. When processed, a two-dimensional

resistivity profile of the ground is derived and displayed graphical on the Tomogram. This gives a guide

for the distribution of auger points and borehole for soil and groundwater sampling.

Hand augers are used for drilling and profiling the soil for physical observation of soil and groundwater

where necessary. As the soil is drilled to collect samples, they are immediately probed for the soil profile

– soil type, colour, texture, structure, depth to groundwater, depth to Hydrocarbon contamination etc.

Physical observations (olfactory and sheen test) are also carried out on soil sample. All these are logged

(recorded) on the Sampling Log Sheet. Samples are collected and stored in the ice packed cooler and

transferred to the laboratory for analysis.

2.6 SHORELINE CLEAN-UP AND MANGROVE RESTORATION

HYPREP, on its mandate to remediate and restore the shoreline inter-tidal areas in Ogoniland, has

completed the Pre-Shoreline Clean-up Assessment Technique (Pre-SCAT) of two communities namely

B-Dere and K-Dere, while field activities are yet to be concluded in Kpor, Goi, Mogho and Bodo

Communities all in Gokana LGA, Rivers State.

The HYPREP Pre-SCAT Team has assessed a total of 549 grids (200m X 200m) covering an area of

2,196 hectares. The assessed grids are along shorelines, channels, mud flats and degraded mangrove

platforms.

Table 2.10 below shows the breakdown of coastal Communities and the number of assessed grids respectively.

2.6.1: SHORELINE CLEANU-UP STAKEHOLDERS SENSITIZATION AND AWARENESS
WORKSHOP

On the 27 of September, 2022, HYPREP organized an Awareness and Sensitization Workshop for
Stakeholders of the upcoming Shoreline Clean-up and Mangrove Restoration program. The
Stakeholders included the Leadership of Ogoni Coastal Communities, Ogoni Traditional Rulers, Youth
Groups, Government Regulatory Agencies, KAGOTE, Civil Society and Non-Governmental
Organizations, Ogoni Elected Representatives and the Academia. The event was held at the
Gberesaakoo Hall, Gokana Local Government Area Council Secretariat, Kpor.
At the event, the Project Coordinator announced the plan of HYPREP to commence the remediation of
hydrocarbon impacted shoreline inter tidal areas in Ogoniland. He highlighted the benefits of the
shoreline remediation, which included job creation, training and certification of Community personnel
with internationally recognized Certificates, restoration of the aquatic livelihood sources of the coastal
Communities, amongst others.
Additionally, one of the Guests from the Academia, Professor John Onwuteaka enlightened the target
beneficiary Communities of a vast array of global opportunities in carbon and biodiversity credits as
sustainable short- and long-term benefits associated with the clean-up and restoration of the degraded
mangrove ecosystem.

3.0 HEALTH, SAFETY AND ENVIRONMENT (HSE) SEPTEMBER MONTHLY
REPORT

3.1 HEALTH AND SAFETY


The Project HSE team carried out site compliance monitoring, inspections, HSE induction and training
in the month of August, 2022. Other activities carried out include
· Update of the HSE plan (Ongoing)
· Development of new HSE documents
· Awareness campaign on good HSE culture
· Setting-up of the HYPREP Sick Bay
· Participation in M and E's activity KPI Review and update.
· Issuance of permit to work to active remediation contractors.
· Issuance of PPEs to staff.

The health and safety statistics stated below are based on routine HSE site supervisions and inspections
carried out on all active HYPREP sites (2 Remediation and 5 water sites) within the four (4) local
government areas in Ogoniland (Khana, Gokana, Tai & Eleme) in the month of September.

3.2.1 HAZARD IDENTIFICATION AND REPORTING (HIR)

3.3 LOOK-AHEAD
In October 2022, the HSE team would review, update the HSE plan, develop and cascade the Life
Saving Rules(LSR) to HYPREP staff, create more HSE documents, issue PPEs to operational staff,
conduct HSE induction trainings, conduct health surveillance, undertake HSE inspections on all
HYPREP active sites to monitor contractors HSE compliance, upgrading and installation of more fire
alarm systems in the building, do regular testing of emergency response preparedness in-view of its
effective operation, attend contractors monthly HSE meetings and HSE campaigns as maybe required.

4.0 PROVISION OF POTABLE WATER
The task of providing potable water to the people of Ogoniland is progressing on a daily basis, with
effective supervision by the Potable Water Unit of HYPREP.
In further pursuant of this HYPREP mandate, rehabilitated water facilities and the freshly constructed
ones are gradually approaching completion across various communities of the four (4) Local
Government Areas (LGAs) in Ogoniland.
Officers of the Potable Water unit, Lot contractors and stakeholders within the communities have
combined efforts in overseeing these construction of water facilities to ensure timely delivery to the
people.
The status of work done on sites covering Bori/kpean; Barako/B-Dere; Terabor; Korokoro/Nonwa;
Alesa; Agbonchia, Alode, Aleto and Ebubu/Nsisioken/Ogale communities are highlighted in the report
below.
4.1 LOT 1: ALESA ELEME
Operational activities and maintenance of the newly rehabilitated Alesa Headworks are currently
ongoing. The Alesa station currently supplies drinking water to Alesa, Alode, Agbonchia, Aleto and part
of Ogale communities, on a daily basis.

4.3 LOT 3: TERABOR/BIARA, GOKANA LGA


Rehabilitation of the Terabor Station and new booster station at Biara is above 81.5% general
completion rate, with the service quarters and treatment house fully renovated. The major activity at
here is the reticulation network which has covered 6 communities, out of the total 8.

4.4 LOT 4: BARAKO/B-DERE GOKANA
The newly constructed stations, at Barako and B-Dere communities, Gokana are at a general completion
of 93%. The completed works include the installation of overhead and ground tanks, construction of
Staff quarters, treatment houses, etc.

4.5 LOT 5: KOROKORO/NONWA TAI


The Korokoro and Nonwa stations are at a general completion rate of over 81.5%. The installation of
elevated and ground tanks has been completed while construction of filter systems, setting up of
treatment house are currently ongoing.

5.0 LIVELIHOOD PROGRAM REPORT
5.1 INTRODUCTION
The Livelihood Unit Report for September 2022 covers the activities of the Livelihood unit within the
reporting period. This includes but is not limited to commencement of sorting for specialized training
applicants, submission of Livelihood unit exit plan for the cassava processing factory, etc.

5.2 LIVELIHOOD ACTIVITIES FOR SEPTEMBER


1. Contact Certified E-Test Centres for examination app development proposal.
2. Commence sorting/ selection for qualified specialized training applicants.
3. Adopt generated questions for the Literacy support aptitude test.
4. Engage consultant for business assessment of the (60) Small and Medium Enterprises.
5. Contact selected school authorities for Environmental clubs across the Four (4) LGAs.
6. Submit Livelihood unit exit plan for the cassava processing factory.
7. Needs Assessment/ Vocational Skill Trainings for Five Thousand (5000) Ogoni people.

6.0 Centre of Excellence for Environmental Restoration (NCEER)
6.1 Introduction
The National Centre of Excellence for Environment Restoration (NCEER) is one of the
recommendations of UNEP in the Ogoni Environmental Assessment Report. This centre will serve as
the repository and depository of all experiences and knowledge gained through the Ogoni
Environmental Restoration Project.
The centre has different components, research, demonstration (ICSMC) and the entrepreneurship area.
The research will serve to train high-man-power knowledge in areas of environmental pollution
management, remediation, and restoration. The demonstration area (Integrated Contaminated Soil
Management Centre) will be used to demonstrate various environmental restoration strategies and to
showcase new knowledges in environmental management. The entrepreneurship centre as will used
for knowledge incubation and training in various sets relevant to the environment and industrial
processes.
In the period under review, the following activities were carried out.

6.2 Kick-off Meeting


A kick-off meeting was held with the contractor (Craneburg Construction Company Limited) handling
the design of the September 9, 2022. The meeting amongst others streamlined the scope for the design
of the NCEER.

6.3 Enumeration of Crops
The enumeration of crops on the donated land at Wiibegara along Bori-Kono Road, Wiiyaakara, Khana
LGA was carried out from September 12 to 29, 2022. The process was to capture but crops, economic
trees planted on the site and their owners.

6.4 Supervision of Liaison Offices
Supervision of HYPREP liaison offices across the two outstanding LGAs was carried out in the period
under review. Tai LGA liaison office is at the furnishing stage while at Gokana LGA office construction
is ongoing.

7.0 PROCUREMENT
The Procurement Unit successfully carried out the under-listed activities;
I. Finalization of Report on Financial Evaluation of documents for Remediation of Simple
Hydrocarbon Impacted Sites in Ogoniland;
II. Undertaking of Due Diligence on Contractors for Remediation of Simple Hydrocarbon
Impacted Sites in Ogoniland and submission of Report;
III. Evaluation of Prequalification bids and submission of Report on Construction of Center of
Excellence for Environmental Restoration (CoEER) along with an Integrated Contaminated
Soil Management Center (ICSMC); and
IV. Issuance of Request for Proposal (RfP) to short listed bidders for Engagement of
Consultants/Service Providers for Livelihood Sundry Trainings, opening of the bids and
commencement of the evaluation process.
