Introduction

The purpose of this paper is to examine the hiring policies in the permanent executive in
the jurisdiction of Toronto. The permanent executive and the public sector will be used
synonymously. United Nations states that good governance has 8 characteristics: participatory,
consensus oriented, accountable transparent, responsive, effective and efficient, equitable and
inclusive and follows the rule of law. This paper will focus on equitability and inclusivity.
Equitability and inclusivity will be measured by census data.

Definitions used in the proposal

Good governance, The UN Model: principles and practices that “…ensure their political, social
and economic priorities are based on broad consensus in society and that the voices of the
poorest and most vulnerable are heard in decision making over the allocation of development
resources” (1/ module 1 slides).

Equity: different communities often may not have the same access to the resources or
opportunities as others, meaning that some lack the opportunities to thrive. Equity refers to
meeting the needs of different communities and providing them with what is needed for all
members of the community to have equal outcomes (2).
Equality: Equality is the state of being equal. When it comes to communities and individuals,
equality is when the same opportunities or resources are available regardless of rase, gender,
age, sexual orientation, physical ability, or socioeconomic status. Regardless of any
differentiating factor, all individuals should have equal access in order to thrive (2)
Diversity: diversity is the varied representation of individuals within a community. A diverse
community includes individuals who come from varying social or ethnic backgrounds, have
different lived experiences and identities (3).
Inclusivity: inclusivity thrives to create an environment where anyone, regardless of their
differences, have a space where everyone may feel safe and welcome. The goal of inclusivity is
to make the world more accessible to all (4).

Hiring Policy

The City of Toronto Act, 2006 (COTA, 2006) is a significant legislative source that directly impacts
the City's hiring policies. This act provides the City with the legal right to establish, dissolve, and
modify its boards and delegate powers and responsibilities to these entities. According to COTA,
2006, it is necessary for the city to implement a code of conduct for board members and to
guarantee the responsibility and openness of its boards using the supervision of the City's
Accountability Officers. In addition, the Code of Corporate Governance for Organizations of
Trinidad and Tobago (COTA) in 2006 delineates the stipulations about board meetings,
maintenance of records, compensation, and reimbursement of board members.
The City also maintains an Employment Equity Policy that demonstrates its dedication to
promoting employment equity and actively encourages individuals from Aboriginal
backgrounds, individuals with disabilities, members of visible minority groups, and women to
submit their applications. According to the policy, the City will enact employment equity
initiatives to identify and remove obstacles within its employment systems, policies, and
practices. Additionally, the policy mandates that the City monitor and provide reports on its
advancements in attaining employment equity objectives.
The employment rules and pronouncements of the City are universally applicable to all of its
boards unless explicitly stated otherwise or exempted by legislation or bylaw. The term "board"
is subject to varying definitions within COTA, 2006. These definitions encompass local boards,
which may be classified as either restricted or extended, city boards, and corporations under
the supervision of the City or a local board, as per the restricted definition, among other
variations. Several examples of boards in Toronto include the Toronto Public Library Board, the
Toronto Transit Commission, and the Toronto Community Housing Corporation.
