12. BREATHING APPARATUS SET WITH SPARE CYLINDERS.
1. GENERAL:
The self contained, Positive pressure and open circuit air breathing apparatus shall be certified for use
by the fire fighters for use by the fire fighters for 45 minutes total working duration.
2. TECHNICAL SPECIFICATION:
a) Back Plate and Body Harness: This shall be made of non - metallic, antistatic, impact, chemical &
fire resistant material and orthopaedic ally designed and manufactured in conformity to EN/ DIN/
US/BIS 10245 PART II standards and certified for use by the fire fighters, It shall facilitate mounting
of air cylinder through cam lock. The body harness shall be wearer friendly and safe for carrying load
while all buckles shall be quick release type.
b)Pressure reducer: This shall be so designed so as to meet the air demand for two users
simultaneously at a stable pressure on the outlet with inlet pressure varying from 300 bars to 20 bars
and shall confirm to provisions in pr EN 137-2002 class II.
c) Face Mask: The shall be reverted edge seal type and made of flame resistant material confirming
to EN 136. The reflex seal on the outer mask shall be so designed so as to facemask to reduce dead
space, speech transmitter for clear voice reproduction and a wide angle panoramic vision visor made
of Polycarbonate material and shall e self - de- misting type. The head straps shall be easy to tighten
and quick to release.
d) Demand valve: The lung operated demand valve design shall either be titling diaphragm type or
piston type. This shall be provided on the facemask and connected o the pressure reducer with the
help of rubber hose through quick connector. The demand valve shall be rated for minimum 500 Lpm
airflow and shall activate with the first breath.
e) Pressure gauge: This shall be bourdon pressure gauge with luminescent dial with reassure making
in bar and encased in fire resistant rubber cover. The gauge shall be connected to pressure reducer
through non-metallic rubber hose.
f) Hoses: The low pressure hoses shall be flexible and non-kinking type and suitably reinforced to
with stand 30 bar air pressure while the high - Pressure hoses shall either be flexible or rigid metallic
tube suitably secured to the back plate so as not to obstruct the movement of the wearer.

g) Warning Whistle: This shall be fitted either on the back plate or provided along with the pressure
gauge assembly and shall be automatic in operation giving audible alarm of minimum 90 dB

intensity at 1 meter distance of low cylinder pressure in the range of 50+ 5 Bar.
h) 'Y' manifold for additional connections: This set shall have provision through suitably placed '
Y' manifold to facilitate receiving air from a different source and supplying air for additional
facemask.
i) Air Cylinder: This shall be corrosion and impact resistant and made of light alloy fully wrapped.
The size of the cylinder shall be such that it can hold sufficient quantity of air [Not less than 1800
litres] for providing 45 minutes total working duration when charged at 300 bars pressure. The
cylinder shall be provided with cross flow valve and EN 144+2 compliant. The cylinder shall be duly
approved by the Chief Controller Explosive Nagpur and shall be capable of with standing a minimum
hydraulic testing pressure of 450 bars.
j) Weight "The weight of the ready to use set shall not be more than 12.5 kgs.
3. APPROVAL: The complete set shall have relevant EN or equivalent approval approval and
certificate to this effect shall be furnished along with the offer.

The apparatus shall be made of stainless steel with provision for pressuring the vessel by a pump
for vehicle built into the system. A lanve eith a scrubber, a brush, a scraper and an adjustable
nozzle shall be provided for working at a safe distance from the contaminated surface. There
shall be a pressure gauge for indicating the pressure inside the apparatus. The shoulder strap shll

20 Guarantee Manufactures have 44 to stand guarantee for five years from
the date of manufacture of DAP when stored, in factory
packing in store houses for all non metallic parts and 10
years for all metallic parts.
21 Warranty The stores supplied against the contract shall be deemed to
bear warranty for all the contractor against defective
design, material workmanship and performance for a
period of 1 year from the date of receipt of each
consignment of DAP of the consignee end during the
period, if any of the stores supplied is found defective, the
same shall be replaced by the contractor free of cost at
consignee end and as soon as possible in any case not laer
than six months from the date of intimation received
by him.

16. A- LEVEL SUIT
01 Suit should be gas tight, to provide protection against Gasses, Vapours, Aerosol and liquid
(CWAs and TICs) hazardous chemicals and Biological warfare Agents.
02 The suit should be one piece fully ENCAPSULATION TYPE 1a / Level”A” gas tight suit
covering both the wearer and the breathing apparatus. It should be overall suit, designed to
enclose the wearer’s completer body and SCBA.
03 Head area should be large enough to accommodate a SCBA face piece and to be able to allow
user to wear a hard cap or firemen’s helmet, with a provision to attach communication set.
4. Suit must be provided with an intrinsically safe, fireproof, hands-free Radio set/Walky-Talky (
VHF/UHF) inside the suit for communication during operation.
05 The suit should contain a SCBA with a lightweight carbon steel/Aluminum cylinder with capacity
to allow continuous work for not less than 45 minutes. It should be able to give out alarm 15
minutes prior to exhaustion of air in the cylinder.
a. It should have minimum 15 years’ service life and 3 to 5 years hydrostatic testing cycle.

6. The suit should have extra connection for supplementary air through line supply, Suit should
have Integrated ventilation system through one way valve.
7. The suit to be made up to polyamide Fabric Tychem TK or equivalent. The material will be high
visibility fluorescent orange color.
8. A long gas tight zipper should be fitted to the suit which enables easy donning and doffing. The
Zipper should be shrouded by two outer flaps which must be fastened together by means of a
velcro strip when suit is in use.
9. All seems to be double sealed hermetically both from inside and outside.
10. The gloves to be lined ( outer gloves with inner lining compatible with the suit material, with
outer layer of Neoprene for extra protection. The gloves to be fitted by means of locking cuff
mechanism, 2 Spare Pairs of Gloves shall be supplied with each suit.
11. The boots to be permanently sealed to the suit. The boot to be highly chemically resistant providing
a degree of protection against mechanical hazard.. Safety boots with steel toe cap and mid sole.

12. The visor to be double glazed permitting clear undistorted vision that will withstand chemical
permeation for the substances listed in the European standard EN464: 1994 for more than 480
minutes : the mechanical strength of the visor should conform to EN146:1991. The visor to be
impact resistant. The visor to provide a wide view of vision.
13. The suit to be supplied with adjustable internal support belt to enable wearers of varying sixe for
comfortable use.
14. The suits to be available in S/M/L/XL sixe depending on the order.
15. The suit to be light in weight & comfortable to wear.
16. Each suit to be supplied in a suitable rigid box/case to store it when not in use and should have
shelf life of minimum five years.

17. The suit should comply with EN464:1994 for protective clothing suit should conform to EN943-1
for ( gastight type 1a/Level A), en943-2 FOR ( Emergency teams), EN 1073-2 for radioactive
particles, EN 14126 for infective agents and EN 1149-5 for electrostatic properties .
18. The suit should have more than 8hrs (480 minutes) breakthrough time against the given
chemicals as per Appx. – “A”.

DESCRIPTION
The water poison detection kit shall be housed in an aluminium container having regent bottles
and impregnated filter papers strips essential glassware and miscellaneous items properly
cushioned to withstand transport hazards.

PACKING Each kit shall be wrapped in a polythene blister bag thickness
accompanied with 50gm silica get pouch and packed in corrugated
PVC packing. Bulk packing shall be of 10 pieces per box in a
corrugated PVC packing.
GUARANTEE Manufacures have to stand guarantee for five years from the date of
manufacture of WPDK except for consumable for which guarantee
shall be two years, while storing in factory packages at store house.
WARRANTY The store supplied against the contract shall be deemed to bear
warranty for all the contractor against defective design, material
workmanship and performance for a period of 1 year from the date of
receipt of each consignment of DAP of the consignee end and during
the period, if any of the stores supplied is found defective, the same
shall be replaced by the contractor free of cost at consignees end and
as soon as possible, in any case not later than six months from the date
of intimation received by him.

The human Life Detection System will be used by Rescue Workers to determine, without risking
lives by entering; whether anyone is trapped inside a burning or collapsed building. It should help
to locate trapped or marooned victims in a disaster area, Reducing both search times and danger to
rescuers and to find lost or injured people faster in hostile terrain, bad weather, collapsed trenches,
even underwater. The system should have the discrimination capability for detecting only living
human beings and not decease humans or living animals. The principle of working is based on the
equipment's capability of detecting living human beings by detecting the distinctive electro-
magnetic field created by their heartbeat. This is achieved by use of the special hand held
equipment.
Required Capabilities and specifications
The instrument should be in full compliance with following specifications:-
It should be capable of passively detecting the presence of living humans behind thick barriers such
as concrete walls, steel gates, trees, and 500 meters in the open air. It should be capable of
passively detecting the non-uniform electric fields of living humans. It should not detect animal
life.
Field of view:
Horizontal plane: at least -2 to + 2 degreesVertically plane:
At least - 60 to + 60 degrees in open air.
At least - 40 to + 40 degrees in composite structure .

32. VICTIM LOCATION UNIT WITH BREACHING SYSTEM
VICTIM LOCATING CAMERA
Specification
Purpose
Victim location systems to be acquired are designed for location and rescue of victims trapped
under debris during natural calamities or in mine collapses or confined space disasters. They
enable insertion below the debris of a telescopic probe which mounts, at its head, a sensitive
articulable video camera, supported by appropriate illumination, whose images can be viewed by
the operator and other rescue personnel on remote display monitors. The system also integrates a
two – way audio system which can pick up life sounds from the victim and also permits the
passage of spoken instructions or assurances to him from the rescue team. Since a rigid telescopic
probe has limitations on how far it can be inserted, the camera, light and sound system can also
be mounted on one end of a cable which can be used to reach greater depths.
The required Breaching System is a heavy duty drill used for making an entry hole for the probe
of the victim location system through debris at the disaster site, or other overlaying material
required to be breached to enable the search camera to access underlying void spaces. It should
allow rescue teams to breach most common construction materials with only one system. It coring
bits, carbide tipped diamond studded should be able to bore through wood, nails, sheet metal and
roofing materials and reinforced concrete. The system Should have a collar for attachment of
coring bits as well as for cooling water tobe delivered to the spinning carbide tipped diamond
studded bits when used.

PURPOSE The Hand Held Gas Detector (HHGDs) is meant for use by the First Responder in
making quick assessment of availability of flammable/ combustible gases and oxygen
concentrations and life threatening concentrations of the poisonous/ irritant/ toxic vapors/ gases
in the operational area and shall be designed to facilitate display of data on LCD screen along
with simple button operation.

WARRANTY CLAUSE
SN SUBJECT
1. The seller warrants that the goods supplied under this contract conform the technical
specifications prescribed and shall perform according to the said Technical specifications
2. The Seller warrants for a period of 24 months from the date of acceptance of stores by Joint
Receipt Inspection Team or date of installation and commissioning whichever is later, that
the goods/stores supplied under the contract and each component used in the manufacturer
there of shall be free from all types of defects /failures.
3. If within the period of warranty, the goods are reported by the Buyer to have failed to
perform as per the specifications. The seller shall either replace or rectify the same free of
charge, maximum within 45 days of notification or such defect received by the Seller,
provided that the goods are used and maintained by the Buyer as per instructions contained
in the Operating Manual. Warranty of the equipment would be extended by such duration
record of the down time would be maintained by user in log book. Spares required for
warranty repairs shall be provided by seller at the time of deliveries. The seller also
undertakes to diagnose, test, adjust, calibrate and repair/replace the goods/equipment arising
due to accidents by neglect or misuse by the operator or damage due to transportation of the
goods during the warranty period, at the cost mutually agreed to between the Buyer and the
Seller.
4. Seller hereby warrants that necessary service and repair back up during the warranty period
of the equipment shall be provided by the seller and he will ensure that the downtime is
within 5% of the warranty period.
5. If particular equipment /goods fails frequently and/or, the cumulative down time exceeds
20% of the warranty period, the complete equipment shall be replaced free of cost by the
Seller within a stipulated period of 4 days of receipt of the notification from the Buyer.
Warranty of the replaced equipment would start from the date of acceptance by the buyer
/date of installation and commissioning.
6. In case the complete delivery of Engineering Support Package is delayed beyond the period
stipulated in this contract, then the seller undertakes that the warranty period for the goods
/stores shall be extended to that extent.
Service Life:- Service life of the equipment/Skid loader should be minimum 10 years. Firm
should agree to ensure the supply of spares during the service life of the equipment /skid

(a) The requirement of Self Contained Underwater Air Breathing Apparatus (SCUBA) is to enable a diver
to breathe underwater using this set up to a depth of 35 meters. The equipment is required for
undertaking a diving operation in lakes/rivers/reservoirs/open water (sea) and to assist the diver to
undertake the task in a safe and hazard-free manner.
(b) The SCUBA set should indicate the reserve air pressure and should also supply air for inflation of the
Buoyancy Jacket (Buoyancy Control Device) for emergency ascent to the surface. The equipment is
required to supply continuous compensated air to a diver at the depth he is diving.
Regulation/Standards.
The Self Contained Underwater Air Breathing Apparatus (SCUBA) should comply to certification as per
EN250:2014 (for testing & marking of Respiratory Equipment) or equivalent Standards (EN 16972:2020,
EN 13274-2:2019, EN13274-7:2019, EN148-1:2018, EN 14594:2018).

The equipment should be capable of being used by any diver underwater during a diving operation.
The role of each item should be as per characteristics enumerated along with the description/ main features.
PART II
92. Introduction. Self-Contained Underwater Air Breathing Apparatus (SCUBA) is used to enable a
diver to dive up to depths of 35mts. As the name suggests the equipment is self-contained in terms of air
supply for the diver and has an inbuilt capacity to regulate air pressure in accordance with the depth of
dive.
93. General. The characteristics of each sub-assembly of Self Contained Underwater Air Breathing
Apparatus (SCUBA) are as follow: -
(a) Full Facemask. The facemask should be with breathing valve assembly and have a positive
pressure (of at least 01 Mili Bar) inside. The mask should have provision to integrate with
‘Underwater Communication System’ (DUCS as well as WUCS) and should fit on the divers face
without any ingress of water. The straps should hold the mask in place even in strong current (2 -
3 knots).

(b) Octopus Assembly. An additional mouth piece with associated demand valve should be
provided for use in emergency in case air supply to facemask fails or for use by the buddy diver.
(c) Cylinder Pack assembly. Compressed air cylinder pack with neck fitting of control valve
should be provided and pressure gauge should be mentioned along with cylinder pack
assembly.
(d) Harness The Harness basic structure should be comfortable to wear and should have provision
for mounting air cylinders and other accessories on the set. Harness to have adjustable straps and
belt so as to make a snug fit and ensure hands free movement of the diver.
(e) Regulator Assembly A pressure compensated regulator unit should be with first stage reducer
assembly to convert cylinder HP pressure to low pressure.
(f) Buoyancy Control Device (BCD). A BCD associated to the set shall be fitted with inflation
option through main cylinders, separate cylinder and mouthpiece. Deflation should be through
a corrugated hose fastened with a Velcro in a direction that does not disturb the diver. Emergency
whistle and pockets/ recess for detachable weight should be available. Additional demand valve
with ergonomic safe grip mouthpiece for use by diver / buddy in an emergency should be inbuilt
in the BCD. The BCD should have a suitable arrangement for fitment of cylinders in case the
harness in not being used.
(g) Tool Kit. The diving set test and tool kit for the periodical maintenance and testing of the Divers
Harness
94. Environmental Conditions. The entire equipment should be suited for Indian Weather Conditions
and not require any environment control for stowage.

(a) Specified hub for maintenance. All the items should afford easy for a specified hub for maintenance,
by replacement of consumable spare parts or by way of replacement with new items. The supplier/
OEM are required to recommend a list of onsite spares. The equipment should be supplied along with
special tool kit and test equipment as required for the same.
(b) Product Support. The OEM/ supplier should support each item of the equipment supplied, for a period
of its life span. Any obsolescence of the component/ spare/ item need to be intimated by the firm, well
in time, to enable stocking of spares by the NDRF. The firm should also recommend/ offer suitable
substitutes/ replacement for such components. In addition, up-gradation/ modification to the equipment,
resulting in enhancement in the performance should be intimated and offered to the NDRF. The firm
should also indicate their willingness to undertake AMC/ periodic maintenance (which would be separate
contract on expiry of the warranty period) either directly or their authorized Reps in India.

(a) The requirement of diving accessories is to provide safety to a Diver while undertaking a diving
operation and to assist the diver to undertake the task in a safe and hazard-free manner.
(b) A diver is required to be comfortable in swimming underwater after donning this equipment along
with a diving set so that he does not lose energy to struggle in water.

2. Declaration of Conformity. The boat builder shall build the boat in accordance with the requirements
brought out in this specification and provide a ‘Declaration on Conformity’ with each boat. The declaration
should also contain details of all test methodologies and test results, results of laboratory analyses, factory
tests on the completed hull, as well as report on the water trials of completed boats. Boat builder shall also
submit compliance matrix indicating Para-wise compliance of this specification along with technical bid.

The boat shall be built under supervision of IRS Class and all the inspections, test and trials are to be carried out
in accordance with class rules and regulations for High speed crafts, Light crafts in GRP / composite construction.
10. Materials
(a) All the materials, workmanship and finish shall be as per international boat building standards and to the
satisfaction of NDRF /IRS. Necessary test reports & specifications of the raw materials/fittings etc. used in the
construction of the boat shall be produced by the Builder.
(b) All the GRP raw materials and hull fittings are to be procured only from classification society approved
manufacturers. Greatest care is to be taken that laminating methods as well as procedures such as bonding and
overlapping conform to practices laid down by classification society
(c) All steel deck fittings shall be of Stainless Steel grade AISI 316. Material test certificates shall be provided
to Inspecting Agency. All forged fittings and the castings shall conform to relevant recognized International/ IS
standards specified in the class rules. The finish of all fittings should be of excellent quality. Stainless Steel (AISI
316) backing plates shall be provided for all deck fittings.
(d) Necessary test reports & specifications of the raw materials/fittings etc used in the construction of the boat
shall be approved by Classification society.
(e) The names and addresses of the firms from whom it is proposed to order/subcontract for various
material/fittings are to be made available to the Inspecting Authority/NDRF and Inspecting Agency, during
inspection. Complete details of the source of each fittings including contact details shall be indicated in Boat
Manual.
(a) The Builder is to keep in mind continuously the fact that, economy of weight and space is of utmost
importance. An actual and accurate weight record of hull structure, fittings, machinery, equipment, accessories
etc shall be forwarded to NDRF/ Class Society along with detail weight, stability and trim calculations through
Inspecting agency after verification.
(b)The lines-plan and off-set tables extracted from the proven/ offered hull design are to be faired to full scale in
mould loft or using suitable Ship Design software. The faired offsets shall be used for the manufacture of plug
after approval from classification society and plug inspection to be witnessed by IRS.
12 Basic GRP Laminate, Tests
Hull and other structural members of the boat shall be manufactured as per the Structural Drawings and Lay-Up
Scheme approved by IRS Classification Society. Glass reinforcement shall be low alkali E type glass and the resin
shall be of unsaturated isopthalic polyester type and shall meet the test requirements as mentioned in latestISO/
BS/ equivalent specifications specified in the relevant class rules. The sample laminate drawn from the hull shall
be tested at a Classification Society/NABL accredited laboratory to relevant standards in presence of Class
surveyor.
13 Inflatable Collar
(a) Inflatable collar of 450 to 500 mm in diameter made of Hypalon (outer layers) and neoprene fabric (inner
layers) composite with1500 GSM and 1670 D-Tex as per ISO 15732, IRS type approved is to be provided. The
inflatable collar shall be subdivided into five in number separate airtight compartments. Each of these
compartments shall be individually inflatable /deflatable, and fitted with air filling and relief valve. The five
compartments of the collar are to be formed by six stern facing conical diaphragms, bonded to the inner surface
of the collar skin. The four internal diaphragms shall be moulded to a minimum of 25mm diameter ends

whereas two end diaphragms at the stern (1 each side) shall be moulded to a minimum of 75 mm diameter ends.
End cones are to be suitably stiffened to take impact during astern motion. The tube shall be fitted with heavy-
duty abrasion cladding on the outboard side all around the boat. The Collar should have an additional fendering
layer at locations likely to encounter repeated bashing/rubbing and stepping by personnel and crew.
(b) The collar shall be attached to the hull using Primary and secondary securing arrangement. The primary
arrangement should ensure rigid connection of the inflatable collar to the hull and ensure water tightness between
the collar and hull. However the arrangement should be such that the collar can be disconnected when required
for necessary repairs. Secondary arrangement of securing collar to the boat should be of suitable number of
polyester webbing reinforced straps on to the hull. The securing arrangement should be approved by the
Classification Society as per the class requirements.
(c) The collar shall serve the dual purpose of providing necessary soft fendering action against impact/abrasion
and additional buoyancy to the boat. A heavy duty cladding work shall be made all around the collar.
14. Mandatory Fitment on the Collar.
The collar should be suitably fitted out to withstand the wear and tear due to usage. Towards this, the collar shall
be provided with rubbing strake (rub strip/wear strip) of vinyl /urethane, 8 inch wide (203mm) with raised ribs.
These rubbing strips should be doubled, tripled, quadrupled, etc. to fully protect outside surface of collar in critical
wear areas. Life lines should be attached to the collar D-rings, grommet strips, or fabric loops. Anti-skid coating
of black urethane with anti-slip features should be provided at essential areas.
15. Additional Hull Fittings on Inflatable Collar.
A removable 12mm braided black polypropylene rope covering shall be provided all around the collar as standard
fitment additional to life lines. A drogue type closing fairlead (Material: AISI 316) shall be bonded to the bow
section of the collar. Twelve molded handholds shall be bonded to the upper surfaces of the collar. Additionally,
following items/ fittings also shall be fitted on hull/ Bulwark at suitable location:-
a. 2 Paddle blade pockets.
b. 1 Sea anchor bucket
c. 2 Paddle handle pockets

(b) The construction and fitment of console should comply with latest and relevant IP/ IEC standards as specified
in the class rules. All electrical installations, instrumentations and batteries shall be housed inside the console as
per marine standards. The coxswain shall operate the boat from a seated position. The field of vision from the
main helm position shall conform to the requirements of ISO 11591.
(c) A locker space shall be provided under the console with weatherproof inspection hatches for access to the
batteries and for general stowage of foot operated air pump, loose gear etc.
(d) A navigational compass of reputed make shall be fitted on top of the console in a suitable position for the
coxswain use.
18. Deck
(a) The deck shall be of integral closed hull-deck assembly constructed as per classification society rules with
PVC/PUF foam encapsulated FRP construction. A heavy duty washable Anti-Skid Mat of marine standard be
fastened/ pasted on top of deck floor. An ‘Engine well/ Bilge Sump’ shall be made below the OBM mount.
Additionally, a watertight ‘Battery Compartment’ shall be made beneath deck, if batteries cannot be housed
inside command console.
19. Transom
The transom shall be constructed as integral closed hull-deck-transom assembly with OBM mount. Transom
attachment to the boat shall be designed to withstand, the maximum stresses arising from the output power and
torque of the OBM specified by the manufacturer and the weight of such OBM in sea states upto 5. The height of
the transom should be adequate so as to prevent ingress of water from stern during astern motion.
20. Painting
External surfaces of the boat shall not be painted but the gel coat shall be pigmented with reddish orange highly
visible color
All GRP surfaces inside the hull shall be coated with a layer of tissue mat and coated with gel coat pigmented to
orange.
21. Equipment & Fittings
(a) The boat shall be supplied with Standard Equipment and Fittings as per listing given down below and other
additional equipment/fittings mentioned in this specification. All equipment/fittings shall be of reputed make
designed for marine use.
22 Anchor. A CQR anchor weighing 18 lbs shall be stowed on the foredeck. The anchor shall be connected to a
27m of 12 mm dia Nylon rope, stowed on special hinged horns.
23 Bollards and Fairleads. A drogue type closing fairlead shall be bonded to the bow section of the collar.
Appropriate sized bollards made of Stainless Steel AISI 316 shall be fitted to the centre of the forward deck (one
no.) and at the stern (Two nos.). One pair of appropriate sized fairleads made of Stainless Steel AISI 316 shall be
secured to the transom, one to either side of the OBM transom housing.
24 Seating. The helmsman seat shall be for three persons and padded, raised back pillion type. The seating
arrangement with suitable foot holding straps should be provided for balance 06 more persons onboard.
25 Grab rails and Foot straps. Every seat position shall be provided with suitably located handholds
and foot straps. A stainless steel grab rail shall be positioned along fore and aft centerline of the crew seating,
further two grab rails shall be mounted on the console, at forward and at sides.
26. Mast and Navigation Lights. A mast–head light and a combined sidelights for Port and starboard of relevant
IP standards shall be mounted on a Goal Post Mast (SS 316) fitted at an appropriate location. A stern light shall
be fitted as far aft as possible.
27 Life Saving/Rescue. The following lifesaving equipment shall be provided (All stowed in a wooden
box, secured to Deck at suitable position):-
One throwing quoits, complete with buoyant line.
One first aid kit.

28. A manually operated fire extinguisher shall be secured on the side of the helmsman seat.
29. A boat hook shall be provided made of white cedar with Stainless Steel (AISI 316) end hook.
30. All fittings/ items/equipment mentioned in this specification, whether it is fabricated by means of ‘Yard
Supply’ items, or it is procured/ imported from Classification Society approved manufacturers, they should be
of marine quality and the builder is to provide the details regarding source of procurement and the confirmation
of it meeting marine quality requirement along with technical bid.
31. Cradle. One Cradle of Admiralty pattern shall be supplied with the boat
32. Machinery Requirement
(a) The builder shall be responsible for installation of the main propulsion units in accordance with classification
society rules and regulations of High Speed, Light Craft fitted with outboard engines in GRP composite
construction promulgated by IRS Classification Society and meeting the recommendations of engine OEM.
(b) Engine. The boat shall be powered by a standard outboard motor of 40 HP 4 Stroke “M/s Yamaha” OR “M/s
Mariner” OR “M/s Mercury” make or any reputed Brand having service support set-up in India. The OBM shall
be provided with fresh water flushing arrangement & power trim & tilt arrangement. The following aspects are
mandatory for starting/ stopping of engine:-
a. Starting.
i. Both remote and local manual starting arrangements should be provided.
ii.Where there is only electric start, there must be a dual-redundancy starting system with
cross connection. An electric starting system could provide cross-connection to an
appropriately specified secondary battery. This battery need not be dedicated, but must
remain charged at all times.
iii. An over-ride capability must be present, if the Engine stop cord/ switch is accidentally
operated, resulting in engine shut down at a critical moment, such as in big surf.
b. Stopping. Instrumentation of OBM should include an “Emergency Stop switch’ and
a Deadman Switch’.
Engine OBS: Following Engine OBS to be provided.

(c) Fuel System.
The engine shall draw fuel from fixed fuel tank of sufficient capacity to meet the endurance requirements
specified in this specification.
The fuel tank shall be constructed of Stainless Steel (AISI 316) and of the size to meet the specified endurance.
The tank shall be fitted beneath the deck. The tank shall be provided with cover plate for cleaning. A calibrated
dipstick shall also be provided which shall be stowed on top of this tank. Fuel water separator to be provided
between fuel tank and OBM.
(c) NUC and Special Ops Lights - both supplied through a common
circuit breaker of suitable rating to the
NUC and SO sockets for
temporary lighting.
42. Identification Tallies. Identification tallies in English engraved on quality melamine plastic laminates
shall be fitted adjacent to following:-
a. Principal electrical outlets.
b. Switches at console
c. Instruments at console.
43. All electrical equipment/fittings are to be of class approved/ COTS. Navigational lights to be fitted are
to be IMO / MMD certified / cleared.
44. Lifting Arrangement
(a) The boat shall be fitted with/ suitable four point lifting arrangement. A four-leg polyester
webbing sling to be supplied along with the boat. The sling is to be shackled to these slinging points
by bow screw shackles. The bolts of these shackles shall be moussed to prevent them working loose.
The sling shall have a safe working load of 1.5 tonnes and an in-use life of two years without any
load testing requirement during this period, from the date of supply. The sling is designed to place
the RIB horizontally in the water. The builder should provide load test certificate for the sling set to
twice the Safe Working Load.
45. Strong Points. All Strong points designed and fitted for towing, anchoring, mooring etc. shall be
fastened permanently to its position and tested with reference to ISO 15084, Small craft – Anchoring mooring
and towing, strong points (or relevant standards promulgated by any classification society).
46. Drawing & Documents
Once the order has been placed for the boats, the firm could progress with ordering of long lead items,
equipment, machinery and fittings. But no construction shall commence until the drawings and
documentations are scrutinized and approved by Classification Society IRS for its compliance with class
rules and the requirements of this specification
47. As Fitted Drawings/Documents. On successful completion of all tests/trials and prior to the delivery of
the boat, the builder shall supply all the drawings approved by classification society, and in addition, supply
following instruction and maintenance manuals of all fitted equipment to NDRF/Inspecting
agency/Consignee.

One set of technical documents of OBM, its associated accessories and pumps be forwarded to NDRF
prior to the PDI. The technical documents/manuals should include the following:-

50. Report of Tests and Trials. All tests and trials carried out by the IRS are to be compiled into a book
form and a copy of same is to be forwarded to the consignee along with the boat with a copy to NDRF.
51. Tests & Trials
A programme of tests and trials as per Class requirements shall be prepared by the Builder. On completion
of each test and trials detailed reports of the tests and trials carried out are to be forwarded to NDRF duly
endorsed by IRS.
On satisfactory completion of the trials, detailed reports in bound copy shall be forwarded by the Builder to
NDRF for every boat separately. Reports shall also include proposals (if any) to improve the performance of
the boat and if these are minor in nature, the Builder shall carryout such modifications at no extra cost.
Authority for re-ordering trials rests with NDRF if satisfactory results are not achieved and the Builder
shall comply with such directives as and when issued within the contracted delivery period.
52. Training
Boat builder should provide free training on operation and first line / second line maintenance to two
officers and six other ranks. Training shall be conducted with infrastructure by OEMs at the location of
consignee specified by NDRF and should be in English Language. Training may be conducted in
conjunction with boat construction and acceptance trials.
53. Warranty
The boat(s) supplied against this specification be deemed to bear a warranty of the boat builder against
defective material, equipment, machinery, workmanship and performance for a period of 24 months from
the date of receipt of boat by the consignee. If during this period the boat, its material, machinery or
equipment supplied are found by the consignee or ultimate consignee to be defective/substandard, the
same shall be replaced/repaired within a period of 15 days from reporting, free of charges at site
(anywhere in India) by the boat builder. In case the reported warrantee defect is not rectified within 15
days, the total delay caused in rectification will be added to the Warrantee period.
54. Product Support
All the equipment and machinery fitted onboard should have indigenous product supportability by the
OEM or its authorized reps for a minimum period of 12 years from the date of supply of the boat. The
certificate of the same from the OEM shall be attached along with the technical bid.

99. INFLATABLE MOTOR RESCUE BOAT SMALL WITH OBM ( 10 seated)
1. SCOPE:
This specification relates to the detailed requirements for the design, construction, tests & trials, documentation
and warranty of 4.5m Inflatable Boats, intended for NDRF.
2. FUNCTIONS:

3.2 The craft shall be built of Buoyancy Tube made of Composite Fabric consisting of Hypalon (outer layers) and
Neoprene (inner layers) of 1670 Dtex or equivalent, inspected by IRS as per ISO 15372. The bottom floor of the
boat shall be made of the same fabric as buoyancy tube. Reinforcement of the boat shall be provided using
rubberized strips of Hypalon (outer layer) and Neoprene fabric (inner layer). The stern of the boat formed by a
transom shall be made of Marine Plywood on which OBM can be mounted.
5.9 Special attention shall be paid to the attachment of the floor to the buoyancy tube to ensure that the resulting
joint is water tight. Special care is also to be taken that the floor is perfectly taut and smooth and has no
puckers, when the craft is assembled and ready for use.
Self-Bailers/Drain Valves
5.10 Two self-bailers akin to NRV shall be located on the lowermost part of the transom board near the rear end
fitment of the keel close to the center line. The same shall be provided with a flexible flap to overcome
pressure on the NRV in following seas. The self-bailers shall automatically remove water from the craft at
higher speeds.
Transom
5.11 The transom board shall be fitted and securely bonded to the buoyancy tube and the floor so as to provide a
water tight joint. The Transom shall be designed for use with 30 HP OBM. The transom shall be made of
marine plywood coated with FRP/GRP of appropriate thickness and to be suitably fitted out with engine
mount made of marine grade Aluminum alloy plate and chafing patch. Hypalon coated fabric shall be
pasted on the surface area of the transom to prevent it from damage as well as loosening from the tube body.
Separate strip of suitable size shall be provided on the bottom of the transom to minimize chance of damage.
Details regarding craft identification No. etc. shall be engraved on a builder’s plate fitted on the inner side
of the transom on starboard side. Towing rings, cleat and ‘U’ bracket shall be provided as per approved
drawing.
Floor Boards.
5.12 The Floor boards shall be made of High Strength Tempered Anodized marine grade Aluminum alloy with a
non-skid finish. These boards (Four/Five pieces) shall be interconnected together to form a rigid platform.
The forward/bow piece of floorboard may be made of marine plywood (IS 710) coated with FRP lamination.
Alternatively, Floorboard can be made of High Strength Tempered Anodized marine grade Aluminum alloy
roll-up floor with a non skid finish on top to form a rigid platform.
Keel
5.13 The boat shall be provided with inflatable keel of suitable size to provide the rigidity & stability during
operation of boat.
Stowage Pockets.
5.14 Minimum One Stowage pockets shall be attached to the buoyancy tube in the forward in board side. The
stowage pockets provided shall be capable of holding dynamic weight of 6 Kgs. Holes are to be provided
at the bottom of the pocket to drain water (Size 340mm x 280mm x 90mm).
Rubbing Strips..
5.15 Following single piece Rubbing Strips of moulded neoprene rubber of 2” width (where not mentioned) and
extending along the entire length shall be attached to the buoyancy tube for the protection of the craft:-
(a) Bow rubbing strip 4”.
(b) Outer anti chafing strip 100mm wide on both sides.
(c) Anti-Chafing Strip under Keel.
(d) Two Beaching Strips 100 mm wide under buoyancy tubes.
(e) Chafing patch for coxswain’s position
Carrying Handles.
5.16 Minimum Four Carrying handles shall be provided, two on each side and one front lifting handle. The handles
shall be suitably reinforced to take a weight of 300 kgs all together. The handles shall be of Moulded Neoprene
Rubber bonded to the buoyancy tubes.
Towing Fittings and Securing Arrangements.
5.17 Following Towing fittings shall be provided. Towing fittings shall consist of suitably sized D Shackle of SS
AISI 316(to pass towing rope) securely attached to fabric reinforcing patches bonded to the buoyancy
tube.
(a) Towing/ Lifting fittings, forward – One on either side of the craft, below the buoyancy tube at the
beginning forward curve in the buoyancy tube.
(b) Towing fittings, aft – One on either side on the transom, shall be used if craft is employed for towing
purposes.
(c) Load Test. The towing arrangement shall be load tested as per ISO 6185-3.
Oars & Oar Securing Assemblies.
5.18 Two nos. of oars to be provided. Oars shall be positioned parallel/30º to the vertical when secured inside
the inboard side of buoyancy tubes. Adequate securing arrangement shall be provided so that the oars are
intact.
Adhesive
6.2 The adhesive shall be Neoprene based contact adhesive of good quality and to be suitable for service in
tropical environments as per specification. The adhesive shall consist of a dispersion of polychloroprene in
a low boiling point solvent and may have additions of resins to promote building tack. The adhesive shall
consist of 2 components, Part 1 and Part 2, Part I being the basic neoprene dispersion and part 2, the
accelerator (hardener).
6.3 The adhesive should be approved by Classification Society for use on inflatable and meeting the minimum
requirements specified in ISO 6185-3 (2014).
6.4 Alternate adhesive superior in properties are also acceptable subject to type approval of Classification
Society as per ISO 6185-3(2014).

8. PRODUCTION.
8.1 Manufacturing of the craft should be as per the detailed drawings approved by Indian Register of Shipping
(IRS) and meeting the requirements mentioned in this specification. The production processes should also
be approved and supervised by the IRS.
Tolerance
8.2 General tolerances on all dimensions shall be ±1.5 mm unless otherwise specified in this specification or
approved by Classification Society. The exceptions to this general limit shall be in respect of stuck-on
components length of webbing and cordage, and the overall dimensions of components etc; these items shall
be given a sliding scale tolerance which increases in accordance with the magnitude of dimensions.
Production Damages
8.3 Any Production damage irrespective of size shall be repaired by complete part / panel replacement only. The
replacement is to undertaken by the contractor free of charge at the consignee place as soon as possible and
in any case not later than one month from the date of receipt of intimation.
8.4 No patch repair is permitted on buoyancy tube/ floor. In case of production damages only part/ Panel
Replacement shall be permitted.
8.5 Where a part panel replacement is necessary, the following parameters shall apply:
(i) On the buoyancy tubes, not more than one part panel replacement will be permitted on each craft.
(ii) On the floor not more than one part panel replacement will be permitted on each craft
9. RECORDS
9.1 The builder shall develop and maintain records that demonstrate the effective operation of his quality control
system and shall make these records available for review of the Inspecting agency. Inspection records shall
include explicit identification of the material, part sub-assembly, equipment, sub-system or system, the
nature and number of observations made, the number and type of deficiencies found the quantities approved
or rejected and the nature of the corrective action taken, as appropriate. Records shall be retained until
disposal is directed by the Inspector. The contractor shall furnish a copy of any record to the Inspector, on
request.
10. DRAWING & DOCUMENTS
10.1 Within one month of placement of order the builder shall submit the design and manufacturing drawings for
the approval of the Classification society. Construction of the craft is to commence only after the approval
of all drawings by Class. Drawing approval should include approval of Classification Society for component
level detailed production drawing required for manufacturing the craft.
10.2 As Fitted Drawings/Documents. On successful completion of all tests/trials and prior to the delivery of the
specific boat, the Builder shall supply to consignee two sets each of the following as fitted /as made drawings
and documents with the craft.

10.3 The builder shall also supply soft copy of all the As Fitted /As Made drawings to the consignee.
11. INSPECTION.
11.1 The inspection authority for the boats will be Indian Register of Shipping (IRS). The complete inspection of
the craft as mentioned at Para 4 of this specification will be undertaken by Classification Society as per
approved QAP. Towards this builder will submit the draft QAP for the approval of Classification Society,
within one month of placement of order.
11.2 The cost of conducting tests and the material required for the purpose are to be borne by the builder. The
suitable OBM (30 HP) and POL for conducting trials shall be provided by the builder at the site of trials.
In case the builder premises does not have river front, the builder should transport the first craft to suitable
location in India (mainland) specified by the order placing authority.
12. USER ACCEPTANCE OF FIRST CRAFT OF EVERY ORDER
On successful completion and clearance post clearance from Classification Society, the first boat of the every
order will be subjected to extensive user trials covering all functional requirements as well as test & trials brought
out in this Specification. The trials shall be conducted jointly by Classification Society and Customer nominated
team. Deficiencies observed by the trial team w.r.t the requirements stipulated in this specification should be
liquidated by the builder at no extra cost. Subsequent crafts of the order shall be cleared by inspecting agency only
after liquidation of all deficiencies observed during user acceptance trials of first craft.
13. WARRANTY CLAUSE
13.1 The inflatable crafts supplied shall bear a warranty of the contractor, against defective material, workmanship
and performance for a period of 24 months from the date of receipt of the consignment of the stores. During
this period if any of the stores supplied found defective the same shall be replaced by the contractor free of
charge at the consignee place as soon as possible and in any case not later than one month from date of
receipt of intimation by the contractor. Delay in replacement /repair beyond one month shall invite penalty
@ 0.5% per week or part thereof of the cost of goods/stores/parts/assembly in question. In addition Inflatable
crafts should have manufacturers /builders warrantee for 05 years for the fabric used and 24 months for the
adhesion at joints, under normal exploitation
Dimensions
18.5 The dimensions of the craft shall be measured with the craft inflated and completely rigged.
18.6. The diameter of the buoyancy chambers shall be taken at 3 points along each parallel side. The width shall
be measured at the transom and at a point midship. The internal lengths shall be measured between a pump
line from inner one of the buoyancy tube to the bottom end of transom along the floorboards.
Air Inflation Tests
18.7 The under mentioned tests shall be carried out of the craft when completed with all fittings. During the tests
draughts shall be guarded against and the temperature shall be kept as constant as possible throughout the
test.
18.7.1 For every 1° Centigrade (1 degree Fahrenheit) rise above the temperature at commencement of
the test, 0.004 bar (0.058 PSI or 1.5 inch of water) is subtracted from the final pressure reading
and for every 1° Centigrade (1 degree Fahrenheit) fall in temperature 0.004 bar (0.058 PSI) shall
be added to the final pressure reading. If the temperature variation during the period of the test is
greater than 3.0° C the test is invalid and a further test shall be made under more constant
temperature conditions. Accurate thermometer readings shall be taken.
Inflation Test
Preliminary Inflation Tests
18.8 The whole of the buoyancy tube shall be inflated 1.2 times of nominal pressure defined by manufacturer
(but min. 2 PSI (55 inches of water) to pre-stretch the boat and left for 30 minutes. The pressure at the end
of this test shall not be noted, but craft examined for undue stretch or distortion.
Air tightness Pressure Test
18.9 The whole of the buoyancy tube shall be inflated to nominal pressure defined by manufacturer (but min.
0.14 kg/cm2 or 2 PSI) and left for 24 hrs., the pressure drop after correction for temp. change shall not be
greater than 20% in any compartment.
Bulkhead/Overpressure Test
18.10 Each Chamber of the buoyancy tube shall to be inflated to 1.5 times of nominal pressure defined by
manufacturer (but min. 3 PSI) with all other chambers remaining deflated and left for 30 minutes. No
damage or rupture shall occur. Fall in pressure corrected for change in temperature shall not to exceed
0.012 Kg/cm2 or 4.5 inch of water column.
18.11 The tests stipulated in 18.12 to 18.15 below shall be carried out in calm conditions in smooth water. Service
Floor Boards with additional 10 Kg weight shall be used for the tests.
Floatation Test
18.12 Each craft shall be inflated and assembled complete with keelson and bottom boards. It shall be floated in
water. A load of 825 Kg shall be distributed evenly over the floor boards and the craft left floating for 30
minutes. No leakage of water is to occur. Any defects found at the conclusion of this test shall be made
good by the builder.
Free Board
18.13 The free board of the vessel when floating fully inflated in calm water and loaded with a test load of 825
Kg. shall not be less than 1/6th the diameter of the main buoyancy tube, forming a side of the vessel, such
free board being measured at mid length of the vessel.
Assembly/ De-assembly
18.14 It shall be proven that the craft can be assembled and de-assembled as per standard procedures.
Deflation
18.15 Deflation tests shall be carried to prove that the craft can be successfully deflated.
Swamp & Stability Examination
18.16 Swamp & stability check to be carried out as per ISO 6185-3.
Damage Test
18.17 The craft shall be capable of supporting 825 kgs with any two alternate compartments deflated.
Power Trials
18.18 Power trials with the outboard engine (30 HP OBM) shall be conducted under various loads (light load &
full load min.) along with turing circle, maneuverability trials, crash stop and performance of the boat shall
be satisfactory during trials.
Towing Tests
18.19 (a) The boat shall be tested in the manner described below.
(b) Embark the maximum number of persons reckoned and position them uniformly within the seated
area.
(c) Tow the boat by its towing point at a speed of not less than 4 knots, allowing a tow line length of 3
boat length.
(d) Carryout manoeuvres for not less than 15 min.
(e) The boat shall be closely examined at the end of the test period for any structural failure in the form
of fracture, tear etc. on any part of the hull or boat component, such as deck or thwarts, and including
any boundary interface such as floor/hull.
(f) The point of attachment of the tow line shall remain secure during the period of the test.
(g) Evidence of any of the referred-to structural failures shall be regarded as failure of the boat.
Righting Test
18.20 The capsized craft shall be capable of being righted by two men with an average weight of 82.5 Kg each.
For this test if two men each weighing 82.5 Kg are not available, then 3 men whose total weight does not
exceed 250 kgs may be used. During this test, the craft shall be in its light condition with no engine and
or other equipment fitted in the craft.
Rowing test for Oars
18.21 It shall be proved that the craft loaded with 825 can be oar propelled. The craft shall be turned, brought
alongside etc. The test shall be conducted over a distance of 300 meter in light load & full load condition
of attachment to tube shall be examined for any damage.

19. TEST SCHEDULE FOR PRODUCTION CRAFTS.

20. COMPLETION
20.1 The craft shall be completed in all respects to the satisfaction of the Inspector. All items of equipment to be
checked. The craft shall be assembled on the shop floor and a check is to be carried out that the parts fit
properly.
20.2 On completion of all tests and examinations the hull and bottom boards, etc. shall be packed into their
valises, before dispatch.

1.0 Scope:
This specification relates to the detailed technical requirements of 30 HP Four Stroke
Outboard Motor (OBM) intended to be used on 4.5m Inflatable Boats of NDRF.
2.0 FUNCTIONS
The 30 HP Four Stroke Outboard Motor (OBM) is intended to be used on 4.5m Inflatable
Boats, which shall perform the following tasks :-
(a) Search & Rescue during floods
(b) Transport men and material
3.0 Requirements
3.1 The make & model of OBM shall be of reputed make. OBM make should have indigenous
product support throughout India.
3.2 OBM shall be compatible (throttle response throughout its speed range, shaft length, propeller
etc.) with 4.5m Inflatable Boats of NDRF and can be quickly attached to boat whenever
required.
3.3 The Outboard motor shall be of four strokes, three cylinders in-line gasoline engine with
suitable propeller.
3.4 The OBM should be capable of developing 30 HP.
3.5 The OBM shall have electronic fuel injection system.
3.6 The engine cooling system shall be water cooled with thermostat.
3.7 The OBM shall be provided with tiller handle for steering.
3.8 The OBM shall be provided with manual trim & tilt.
3.9 The exhaust shall be through propeller.
3.10 The lubrication system shall be wet sump.
3.11 The OBM shall be ultra-low emission ratings.
3.12 The length of the shaft of OBM shall be compatible with transom height of 4.5m Inflatable
Boats of NDRF (Long shaft).
3.13 The engine and drive line shall be fitted in enclosed housing to protect from water.
3.14 OBM shall be manual starting capability.
3.15 OBM shall have forward, neutral & reverse gear shifting arrangement.
3.16 The OBM shall be provided with OEM supplied standard fuel tank along with suitable
accessories such as connecting fuel hoses, male & female adopter.
3.16 OBM shall be provided with owner’s manual & service manual.
3.17 OEM recommended standard spares are to be provided.

5.1 The unit shall be suitably packed to withstand the hazards of rail / road transit and with a view
to avoid any damage during transit and safe arrival at consignee’s address.
6.0 TEST & TRIALS
6.1 Verification of OEM documents/certificate w.r.t. to engine model, sr. no., capacity, product
description, emission rating etc. including owner’s manual & service manual.
6.2 Visual examination of each OBM.

1. This specification has been prepared by the Controller ate of quality Assurance (Engineering Equipment),
Aundh Camp, Pune-411027 on behalf of Director General Quality Assurance, Ministry of Defence, New
Delhi.
2. This specification has been prepared to lay down general requirements. This would be used to guide
manufacture/quality Assurance/Inspection used for Boat Assault Universal Type 1A.
3. This specification consists of 27 page.
4. This specification shall be used for tender enquiry, procurement , manufacture and quality assurance proposes
of the equipment covered in the specification.
5. This specification is restricted document and therefore should not be communicated to anyone who is not
authorized to receive it.
6. This specification with accompaniments should be returned to issuing /purchasing authority on completion
of tender formalities or completion of supply order.
7. The Controller, CQAE, Aundh Camp, Pune-411027 is the authority holding sealed particulars ( AHSP) and
doubt, regarding any statement covered by this specification shall be referred to the AHSP who will clarity
the same. In case of any anomaly the AHSP’s decision on technical requirement shall be final and binding
on the supplier. Any legal or contractual conation shall be final and binding on the supplier. Any legal or
contractual conation shall be referred to the contract placing authority.
8. The quality Assurance Authority for the item covered in this specification is the CONTROLLER, CQAE,
PUNE-411027 and quality assurance officer of the area concerned will be the Senior Quality Assurance
Officer (SQAO) or Senior Quality Assurance Establishment ( Engineering Equipment’s) located at Mumbai,
Kolkata, Chennai, New Delhi or an officer nominated by him. SQAO shall carry out bulk quality assurance
of the item.
9. Clause by clause reference of this specification should be confirmed in writing along with tender enquiry
documents/quotation otherwise the tender documents are liable to be refected due to incomplete/inadquate
details.
10. No deviation for stipulated parameter of specification/drawing will be accepted without the concurrence in
writing by AHSP and no request will be entertained directly from sub-contractor, if any. The main contractor
shall remain responsible for the quality of the product.
11. The contractor shall extend to the defence QA authority or his authorized representative all reasonable
facilities for QA and testing of the equipment including gauges free of cost. In order to ensure that the stores

ordered are produced strictly as per this governing specification the QA authority or this dispatch stage at the
manufacture’s works at all times during the currency of the contract. If the need is felt he will also have free
access to procurement document including books of accounts. In case any sub orders are placed on sub
contractors the prior approval of sub contractors by AHSP shall be obtained and copies of sub contract shall
be provided to AHSP and the SQAO of the area concerned. All inspection and test facilities shall be provided
free of cost for the sub contracted items.
12. Advance or pilot samples, if any stipulated in the contract are required to be submitted to the inspection
authority of CQAE Pune-411027 on door delivery free transportation/handling cost within stipulated delivery
period for testing and approval before undertaking bulk manufacture of item and bulk manufacture if
undertaken by the contractor, prior to approval of advance /pilot sample will be of the risk and cost of the
supplier/contractor. The bulk suppliers will be affected strictly as per the approved advance/pilot sample
including any improvement /modification suggested during approval of the advance/pilot sample.
13. Stage inspection will be carried out right from raw material stage to dispatch of the stores and such stage
inspection shall not be construed as absolving the contractor of his responsibility in carrying out a
comprehensive pre-inspection on his own part and stage inspection by defence QA agency i.e. without any
prejudice to the right to reject the complete/offered article manufactured from such stage inspected
components/sub-assemblies/assemblies, if found not conforming to specified requirements.
14. Any defects as notified during inspection by QA agency shall not be rectified /repaired without prior approval
of the defence QA agency.
15. The manufacturer/contractor is required to incorporate latest technology state of the on manufacturing
procedures and test methods in turning out the product in meeting the requirements of reliability,
serviceability, interchangeability and durability of the product.
16. The warning/safety aspects of the store have to be kept as per standard practice Guidance in manufacture of
the store shall be taken from patent or samples, if any available with the defence authorities.
17. Copies of any national or international or any other specifications, instructions or guidelines stipulated in
this specification for reference shall be obtained from the publishers of the respective documents. The latest
version of these documents shall be applicable.
18. This specification shall be used for the sole purpose of manufacturing and supplying the store to the defence
indenter against a specific contract only and not for any other purpose whatsoever.
19. The manufacturer/suppliers are required to provide all necessary technical information to fully identify the
item. This information is required for defence codification purposes only and in no way jeopardize the
commercial interest of the suppliers. Non-compliance of this requirement by contractor is likely to render his

iii. Reference to this specification in relation to any Indian standard/any other
specification/drawing in any tender enquiry/supply orders/acceptance of tenders means the
paper particulars (above documents) shall be latest one and the current edition at the date of
such tender/contract/AT/SO.
TECHNICAL REQUIREMENT/END USE
3.1 General Description.
3.1.1 Boat assault universal type (BAUT) 1A is used for ferrying of 16 fully armed personnel and
2 operating crew for assault or able to transport a cargoof 1400 Kg at a free board of 310mm. It
is also used for evacuation of causalities. Heavier loads up to 2300 kg can be transported with a
free board of 200 mm provided the condition of water current permits. Two boats can be coupled
together stern to stem thereby forming a single boat of double carrying capacity.
3.1.2. The boat is made out aluminium alloy sheets with reveted construction and is nearly flat
bottomed with trapezoidal hull wich ends in a slightly uptumed bow structural rigidity to the boat
is given by providing corrugations to the bottom sheet stiffeners to the side speets and a floor seat
beams which are tilled with buoyancy material. The floor seat beams, apart from acting seats for
the Personnel, provides a reserve buoyancy of over 100 kg and render the boat practically
unsinkable. Brackets assembly to the boat. Housing for the storage of repair kit is provided in the
third floor seat beam from bow side.
3.1.3. The boat can be propelled manually with 8 oars/paddles or by an OBM of 34kw rating
(supply of OBM is not included in the scope of this specification which can be fitted either at bow
end or at stem end.

03.2.1 Splash Panel Set:The splash panel Set is fittedto the bowof the boat when heavily loaded boats
are required to be operated in heavy water currents to prevent water splashing into the boat. It is
made out of aluminium alloy sheets and is fitted with rubber pads. The complete set consists of
three panels as given beloow:
03.2.1.1 Splash Panel Centre: It is made of aluminium alloy sheets and is trapezoidal in shape. It is 2148
mm length, 581 mm height and weights 20 kg. It is provided with 3 clamps to fit on the boat. It
is fitted with rubber pad at the bottom to prevent entry of the water through the gap between the
bottom of .
03.2.1.2 Splash Panel Port: It is made of aluminium alloy sheets and is triangular in shape. It is 2150 mm
log, 430 mm high and weight 13 kg. It is provided with two clamps for fitting on the port side of
the boat.
03.02.1.3 Splash Panel starboard: It is identical to splash panel p that the clamps are fitted in opposite
side.

04.1 All the raw materials used for manufacture of boat Assault Universal Type 1 A should be as
specified in the drawings mentioned vide clause 02.3 of this specification and as given
hereunder, unless otherwise specified in the relevant drawings. Test certificates of materials
from recognized laboratories shall be obtained showing physical and chemical properties of all
the items. All materials wherein speciaton/drawing no,s are not indicated shall be of the best
quality available in the market and shall preferably having BIS markings.
04.1.1 Aluminium Alloy Sheets, Strips and Plates : Aluminium alloy sheets and strips shall conform
to IS: 737 designatin 53000-H2 Aluminium alloy plates shall conform to IS: 736 designation
53000-H2.
04.1.2 Aluminium Alloy Revets: Aluminium alloy revets shall conform to IS: 740 designation
53000-O
04.1.3 Aluminium alloy tubing: Aluminium alloy tubing shall conform to IS: 1285 type 64430-WP.
04.1.4 Carbon forging steel:Carbon steel for forging deck coupling shall conform to class
IIofIS:1875.
04.1.5 Stainless steel plates, sheets & strips : Stainless steel plates, sheets & strips shall conform to
Gde. 304 S1 or S2 to IS: 6911 in annealed condition.
04.1.6 Stainless steel bars, rods and Pins : Stainless steel bars, rods and pins shall conform to AISI
type 304 annealed only.
04.1.7 Structural steel: Structural steel shall conform to IS:2062 Gde Fe 410 WC.
04.1.8 Steel pins:Steel used for pins shall conform to IS: 1570 (Pt-II) 20 C8 or 40C8 cold folled or
cold drawn.
04.01.9 Steel side ling & pin deck coupling: Steel used for these items shall conform to BS: 970, EN24,
S R, U V or W depending on th ruling section being used for manufacture of above compenents.

04.1.10 Spring steel:Spring steel sheets and strips for bracket, Row lock, clamp Row lock and clamp
chain shall conform to IS:2507 designation C-98 hardened and tempered.
04.1.11 Buoyance Material : The buoyancy material shall be expended polystyrene of density 35
Kg/m3 conforming to IS:4671 Type ‘N’. The average material prepared for final insertion under
the floor beam seat shall be 35 Kg/m3 with a tolerance of -5% to +10%.
04.1.12 Timber: Timber used shall be teak. It shall be of good quality, clear, grown properly air dried
and thoroughly seasoned grown to form where required free from injurious knots, gaps,
pronounced shakes or other defects and entirety to the satisfaction if the inspection authority.
Such items as sawn timbers which show the grain running off the timber shall be rejected by the
inspection authority and special care shall be taken to the running of the grain of the wood used.
04.1.13 Sealing tape: Sealing tape shall have a nominal thickness of 0.5mm. Sealing tape shall be used
between all metal surfaces joined by rivets or bolts whose heads are exposed to the wetted
surface. Only one thickness of sealing tape shall be used. only width of the sealing tape shall be
used per seam, except in cases where seam width is more than 38mm. The sealing tape shall be
applied without stretching or tearing and shall cover the entire contact surface. Surfaces to be
taped shall be cleaned and treated in accordance with the procedure given at clause 05.3of this
specification.
04.1.14 Sealing compound: Sealing compound shall be an oil resistant elastomeric base and shall
consist of two parts. One part shall be applied as a viscous paste that will cure to a tough, rubbery
state upon the addition of the accelerator, the second part. Alternatively, the sealing compound
used shall be of the best commercial quality, preferably poly-sulphide liquid polymer ( synthetic
rubber compund). It shall pass the founctional tests mentioned in appendix’’A to this
specifcation. Each lot of the sealing compund should be tested by this method. The method of
application of the sealing compund shall be as given at clause 05.4 of this specification.
04.1.15 Welding Electordes: Welding electrodes shall be compatible with the material welding
electrode for aluminium alloy shall conform to IS:1278 Designation NG-6.
04.1.16 Chain MS: The chain used for securing Pin, Deck coupling and Row locks shall be of approved
quality conforming to specification No. IND/GS/1323/Least) plain type havingweight of 0.108
Kg/m and shall be glavanized.
04.1.17 Luminous paint : The luminous paint used for marking deck coupling shall be of the best
commercial quality
04.1.18 Rubber: The rubber pads and cock, rubber shall be made from synthetic natural rubber
material conform to IS: 5192 typeB Gde-2.
04.1.19 Sealant: The sealant provided in the repair kit shall be of the best commercial quality.
04.1.20 Pop Rivet, Blind, Aluminium Alloy, Snap Head: Material used for these revets shall
conform to IS: 740 designation NR-5-0 Drawing No. ISK -0790 andISK -0792.
04.1.21 Snap Head Rivet:Material used for these rivets shall conform to IS:740 designation NR-5-0.
The rivets shall be as per IS:2907.

04.1.22 Nylon: Material used for pressure injection moulding of Cap Detachable Nylon pin and pivot
shall be Nylon 66 manufacture by M/s ICI, UK in sealed containers having a density of 1.14+
0.04 G/CC and a melting point of 250 C to 260 C.
05.1 Hull : The construction of Hull shall be as per relevant drawings indicated at clause 02.2 to this
specification. All forming and bonding process shall be done without application of heat. Hull
line shall be full sixe and shall be accurately flared. Templates shall be used to check conformity
to the Hull fabricating jig with the lines to check the flaring of important parts of the Hull. The
alignment of the fabricating jig shall be checked after errection to ensure full bearing of all
faying surfaces with the skin. The electrodes used for welding shall be as stated at clause
04.1.15.
05.2 RIVETTED CONNECTIONS: Rivet holes shall be drilled or reamed to porper size except that
rivet holes may be punched in sub assemblies when positive means to prevent driffing are
employed. Counter sinking shall be performed with positive limit stops fitted to the tool. If used
below the water line, the holes shall be drilled to provide interference fits for hone filling type
rivet pins. Rivetting and backing tool shall be of proper sixes and shape to drive and for the
specified heads. Automatic or squeeze type riveters will be permitted for driving rivets in sub
assemblies provided the pressure employed does not cause undue distortion of the materials.
Aluminium rivet driving shall be completed in one operation. Length of shank shall be sufficient
to fil the hole and fully form the head. Rivet heads shall be full. concentric with rivets holes and
full contact with the surface of the member. Rivets with faulty heads. Under size driven points
with incomplete on the mattle or revets otherwise defective shall be revmoved and replaced .
Defective rivets shall be removed by drilling out with a drill smaller in diameter than the rivt
and chipping with claw type rivet chisel. Where an enlargement of a rivet hole accurs, the hole
shall be reamed to a true circle and a proper larger size rivet be driven. Rivets within 75mm of
weld shall be driven after completion of weld. Scribe lines shall not be used or locating rivets.
05.3 Sealing tape : Sealingtape shall be applied onlyafter pre-treatment of faying surfaces with etch
primer. Seam sealers such as two components eprov adhesive may be used to stop the seam leaks
provided the leakage is not are to rivetting or other defects. In case of seam leaks which are
inaccessible for rivetting and wilding, a sealer consisting of fine aluminium powder suspended
in two component epoxy or metal binding resin may be used to seal water leaks,
The surface should be thoroughly cleaned and dried to remove grease, burrs and other
contamination. Apply the sealing compound liberally and pressed using wooden spatula. The
sealing compound should then be applied on the tape and again pressed with spatula to ensure
proper impregnation into the tape. The second aluminium alloy surface to be joined should then
be kept over the tape . Rivetting should be carried out only after a lapese of 5 to 10 minutes
after the solvent has eaporates, Alternatively, The sealing tape should be dipped in the sealing
compound and then placed between the surfaces to be rivetted.

05.5 Welding: The surface of parts to be welded shall be free from rust, scale, Paint grease and other
foreign matter. The supplier shall be responsible for proper edge preparation and clamping. Prior
to welding, oxide film or surface shall be removed by solvent or by wire brushing. Welds shall
transmit stress without permanent deformation of failure when the parts connected by the welds
are subjected to proof service loading. Aluminium welding shall be done by inert gas ( argon)
shielded are method, using welding rods as recommended for the alloys being welded to obtain
maximum strength and crack resistance of the weld.
05.6 Bonding of synthetic Rubber to Metal : Metal surfaces shall be sanded smooth and cleaned
free from paint, scales, rust and contaminates. Metal, wood and rubber bending surfaces shall be
wiped clean with a solvent and allowed to dry. One brush coat of adhesive shall be applied to
each surface. It shall be allowed to dry for one hour or until non-tacky when a second coatof
adhesive has become tacky or had dried for not less than 15 minutees. The rubber strips shall
be applied and rolled down and the metal or wood surface contact pressure shall be applied as
required for not less than 12 hours. Adhesive shall be epoxy resin.
06.1 The dimensions of all components, sub assemblies, assemblies of boat assault universal type
1A shall be as per relevant drawings mentioned of clause of clause 02.2 to this specification.
06.2 Tolerances as per IS: 4897 for unmachined dimenson(casting) and as per IS: 2102 medium
grade for machined dimensions shall be maintained unless otherwise specified in the relevant
drawing.
07.1 Workmanship: The stores shall have satisfactory workmanship, It shall be free from burrs from
machined process and ail sharp edges to be rounded off for ease of handling. The surface of all
finished members shall be smooth and free from kinks. Burrs, scribe lines and scraiches. Use of
punches or any other tools which scratches for marking of aluminium plates/sheets/extrusion is
strictly prohibited, only soft marking pencils shall be used for this purpose. The store shall be
free from casting defects and rolling defects.
07.2 Cleaning : The boat hull and other parts of the equipment including set of splash pane is shall
be cleaned and treated as stated herein. All surfaces shall be washed with mineral spirits and
shall then be swabbed hot solution of 10% chromic acid. Parts inaccessible for painting after
assembly with hull including underside of floor seat beams and footwalks shall be cleaned.
Treated and painted before installation. Cleaning/treating shall be done as described below.
07.2.1 Aluminium and Aluminium alloy surfaces : Aluminium and aluminium alloy surfaces shall
be thoroughly cleaned to remove all the traces of oil grase, dirt or other foreign substances. This
shall be followed by 3 to 5 min immersion or pressure spray in a hot solution of 10% chromic
acid after which the surfaces shall be checked at regular intervals to ensure that the solution is
maintained at the specified strength.
07.2.2 Steel side ling, pin deck coupling, steel pins, Hardware and Hardware items such as bolts,
cap screws, washers, pins springs and other steel components :-these items should cadmium
platedto a thickness of 13 microns (minimum) as per grade ‘A’ to IS:1572, unless otherwise
specified in the relevant drawings.

07.3 Treatment before painting: Aluminium, aluminium alloys and ferrous metal surfaces to be
painted shall be treated with Etch primer ( wash primer) conforming to IS:5666 as soon as
possible after cleaning. Any previously cleaned surface found rust or other contamination shall
be recleaned prior to treatment. Etch primer shall not be applied to any painted or wet surface
or in rainy weather. The wash primer is intended for use on clean metal surfaces of oil types as
a treatment prior to application of the primer system to increase the adhesion of the primer. The
pre treatment should be coated with primer as soon as possible. The dry film thickness should
be about 0.3 mil to 0.5 mil. The resion compound should be well stirred and then all of the acid
component should be added slowly with stirred. The pre treatment is then ready for use. if the
resin component is gelled or thickened, do not add the acid component as on unsatisfactory
product will result. The gelation is a temporary condition resulting from cold storage and can be
corrected by placing the resin component in a heated room or in a warm bath until if liquefies.
The pre treatment is most effective when freshly mixed and must be used within 8 hours offer
the addition of acid component. The acid component is not a thinner.
It is a necessary activator and must be used exactly as required.
07.4 Primer Coating: One coat of paint ready kixed, universal, zinc chrome priming (synthetic)
conforming to IS: 1874 shall be applied to all metallic surfaces.
07.5 Finish paint: After drying the primer coat, two coats of paint, ready mixed finishing, general
purpose syntheti, OG shade conforming to IS: 136-7 shall be opplied to surfaces except the
walking surface of the gunwale footwalks and doubler plate fixed to the stern transom which
shall be applied with two coats of paint RFU finishing Non slip, Dect Brushing Dark Admiralty
Gray conforming to ISS-8010-02, Each coat of paint shall be dried and hard before
the mext coat is applied.
07.6 Fungus and water resistance treatment to wood : Dressed timber shall be dipped, sprayed
or brushed with composition wood preseivative to specifiction no.IND/SL/0062 and allowed to
dry for alleast 24 hours.
08. PRE-INSPECTION BY MANUFACTURER :
08.1 Manufacturers shall carry out pre-inspection of item thoroughly and satisfy himself that stores
are meeting all the requirement of this speficiation and relevant drawings before offering to
inspecting officer.
08.2 Manufacturer shall submit pre inspection reports to the quality assurance authority/quality
assurance officer alongwith the call letter for QA check.
09 QUALITY ASSURANCE CHECK
09.1 All materials and finished parts shall be subject to QA check by the inspecting officer before
dispatch. The contractor shall provide the inspecting officer withtow copies of allsub orders for
materials and for parts of work sub-confracted He shall also quote alll specification requiremnets
in tender eqquiries or while placing sub-orders and should clearly specify in the sub-order that
QA check will be arranged by Controller, Controllerate of quality Assurance Engg. Eqpt Aungh
Camp, Pune-411027 or his authorised representative. The contractor shall offer at his own
expenses to the inspection authority/inspecting officer all reasonable facilities for carring out
inspection of stores. The contractor is also requried to provide free of cost one set of all
inspection gauges as per relevant drawing duly inspected by inspecting officer. The gauges, on
completion of contract, shall be handed over to the SQAE(E) of the concerned area
for their retention.
09.2 QUALITY ASSURANCE CHECK OF ADVANCE SAMPLE. The quality Assurance check
for advance sample of boat Assault Universal type 1A shall be carried out as per this
specification and test schedule attached with this specification by inspection authority i.e.
controller CQAE, Aundh Camp , Pune-411027 . The inspection authority can, however, carry
out any further tests; it considered necessary, so as to ensure that the store conforms to the

specified requirements.
09.2.1 The firm shall submit two nos of advance samples of acceptable quality, complete in all respect
including, one set of gauges, accessories and draft literatures, to the controller CQAE. Aundh
Camp, Pune-411027 for evaluation and testing. The firm shall also provide test pieces of raw
material insixe and shape as per specification IS: 1608 and IS: 1598 in sufficient quantities and
with same degree of heat treatment for resting chemical and mechanical
properties
09.2.2 The advance samples shall also be occompanied with pre-inspection reports for dimensional and
weighment check, test certificate for raw material and bought out items, other parameter
including periormance requirement , details of gauge calibration etc as per relevant drawings.

09.2.3 The technical evaluation of advance samples may take 4 to 5 weeks from the date of receipt of
advance samples af CQAE,Pune. The samples may be retained for guidance with the SQAE(E)
of the area concerned, if accepted.
09.2.4 The Contractor shall undertake the bulk production only, after receipt of acceptance of
advance samples/bulk production clearance (BPC) from the Inspection Authority ( AHSP).
09.3 QUALITY ASSURANCE CHECK : BULK SUPPLIES
09.3.1 The quality Assurance check shall be carried out by concerned SQAO for bulk production at
manufacturer’s premises as mentoned in S/O / AT
09.3.2 It is mandatory on part of manufacturer to submit pre-inspection report while tendering the
bulk stores for QA check.
09.3.3 The bulk production QA check shall be carried out strictly as per test schedule No.
CQAE/TS/1456 attached to this specification.
10. TEST FACILITIES
10.1 The manufacturer shall provide all test facilities free of cost for carrying out QA check. In
order to conduct smooth QA check, manufacturer shall provide the following test facilities at
their premises:-
10.1.1 A still water tank of minimum size 6m lengthx3m widthx1m depth to accommodate the baot
infully submerged condition for leak tests.
10.1.2 Variable dead weights ( static weights) of minimu 2000 Kg and other facilities for load tests.
10.1.3 Couplings of boats and class 5 rafts.
10.1.4 Jeep with arrangements for loading of jeep.
10.1.5 Measuring instruments required for dimensional and weightment checks.
10.1.6 OBM, 34 kw with 510 mm transom height and consumables, place ( river/lake etc) and other
facilities for performance checks.
10.1.7 Inspection gauges as per relevant drawings, duly approved by inspection authority.
10.1.8 Arrangement for measurement of boat speed during performance checks preferably with GPS.
10.1.9 Any other inspection facilities required for carrying out checks as per test schedule to this
specification.

11.2 Further, each boat shall be marked with a 2 part serial number consisting of the year built and
the boat number, Example ( 2003.1) . The serial number shall be stenciled on the prot and
starboard sides near the bow in arabic figures of 35 mm high.
12 PACKING & MARKING
12.1 Component parts such as pin deck coupling, bolts, nuts, washers and repair kit with toools and
literaturs shall be placed in the box provided in the rhird floor seat beam from bow end and the
box opening shall be properly secured to prevent their loss. Row locks shall be properly secured
to the boat as shown in the drawings. Items like oars, paddles, boat hooks, bailers,
wheel chocks and bridging spikes shall be properly packed to avaid damage intransit.

13. LITERATURE
13.1 Three copies of under mentoned draft literature in defence format, duly printed, shall be
forwarded to the inspection authority i.e. CQAE Aundh Camp Pune-411027 for vetting
alongwith advance sample.
13.1.1 User hand book
User hand book covering the operation maintenance instruction and repair of the equipment as
per specimen defence service format obtainable from CQAE Pune-411207.
13.1.2 Idenfification part list pertaining to the equipment shall be as per defence format obtainable from
CQAE, Pune-411027. Details like main assembly/component, part no nomenclature of item
overall dimensions /soize details of material details of specification reference drawing no
alongwith suitable sketches and price list of all items covered in the IPL shall also be
indicated.
13.2 Number of copies of literature required as indicated in the tender enquiry/or acceptance of tender
shall be supplied only offer draft copies have been accepted by inspection authority and opproval
for bulk printing has been obtained. All the lierature shall be bound in durable
waterproof laminated cover.
13.3 In addition to the above, 4 copies each of the printed literatures shall be supplied to the
controller, CQAE, Pune-411027 duly approved by the inspecting officer.
13.4 Required for condification ( Defence standardization) purpose, certails of sub-assembly,
assembly and all bought out/commercial items shall be provided by the manufacturer.
14. WARRANTY
14.1 The boat assult universal type 1A covered by this specification shall bear warranty of contractor
against any defect in material, workmanship, finish and performance for a period of 12 months
from the date of receipt of stores of Consignee’s end. The contractor shall be responsible to
rectify c replace the stores if found to be dfective by Consignee/user within the warranty period
mentioned above. The stores rectified/replaced shall be deemed to bear a
futher warranty for a period of 12 months from the date of such replacement/rectification.
15. SUGGESTION FOR IMPROVEMENT
15.1 The user of this specification, if finds any need for improvement/amendment to this
specification from the technical/commercial point of view may communicate his sugestion in

4. PERFORMANCE CHECKS

METHOD OF TESTING SEALING COMPOUND.
The sealing compound to be teated should be subjected to the following functional teste.
(a) Leakoro of noss test:
(i). Three rivetted test pieces are fabricated as folling cut a circular sheet 70 mm dia out of A1 alloy
53000HZ 1:6 mm thick sheet drill 12 nos sholes, each 4.5 mm dia with pitch between rivets as
shown in the sketch(Refer sheet ‘A’ in sketch below). Take another sheet, 150 mm150 mmx
1.6 mm thick of A1., alloy 53000 HZ drill 12 non holes 4.5 mm dia with the pitch 9 (Refer
sheet “B’ in sketch below) as for the circular sheet.
Place sealing tape (dipped in or liberally coated by Geal in compoiund being tested depending
upon the method adopted actual fabrication of boat) between the two sheets “A’ and ‘B’ and
riveta and rivetting dolly (refer sketch below).Ensure proper formating of rivet heads. Three such
test pieces should be prepared.
ii.Allow the three test pieces prepared as above to age at room temperature for 72 hrs. After 72 hrs
of ageing, one test piecdshould be tested by subjecting it to 100 cma of water column head
inwaterproofness test apparatus (for low pressure for 76 mm diameter disk desoribed inBS:903Part
G-5) for a austained period of one hour. If there is no leakage of water aither from the seems or
around the rivet heads, the test piece is sonsidered to have passed this test. If this test piece fails,
the remaining two test apecirans should be passed this test if both these apecimens are
found to be satisfactory as per the above test procedure.
(b) Compatibility for applicationon A1 Alloy.
Sealing compound under testing is applied directly on three pieces of A1 alloy 53000 HZ
sheet. These are eranised resally after 72nhrs of againg at room temperature. If there is no sign of
adverae oheanieal reacties between the sealing compound and any f the A1 Alloy sheets, the
sample sealing compound is considered to here passed this test.
(c) Ageing Test. Repeat tests (a) and (b) above after 20 days 9 from the date of fabrication of test
pieces) or againg at room temperature. If the sample passes these tests, it is considered to have
passed this test also.
2. If the sample of sealing compound passes tests mentioned in paras 1(a), (b) and (c) above, the
same is considered as acceptable.

0.9 Clause by clause reference of this specification should be confirmed in writing along with tender
enquiry documents/quotation otherwise the tender documents are liable to be rejected for
incomplete/inadequate details.
0.10 No deviation for stipulated parameter of specification/drawing will be accepted without the
convurrence in writing the AHSP and no request will be entered directly from sub-contractor, if
any . the main contractor shall remain responsible for the quality of the product.
0.11 The contractor shall extend to the Defence QA authority or his authorized representative all
reasonable facilities for QA and testing of the equipment including gauges at free of cost. In order
to ensure that the stores ordered are produced strictly as per this governing specification, the QA
Authority or his authorised representative will be provided free access from raw material to
dispatch stage at the manufacturer’s works at all times during the currency of the contract. In case
sub orders are placed on sub-contractors, the prior approval of sub-contractors by AHSP hsall be
obtained and copies of sub contract shall be provided to AHSP and QAO of the area concerned.
All inspection and test facilities shall be provided free of cost for the sub contracted
items.
0.12 Advance or pilot samples, if any, stipulated in the contract are required to be submitted to the
inspection authority at CQAE, Pune-411027 on door delivery on free transportation/handling cost
within stipulated delivery period for testing and approval before undertaking bulk manufacture of
item. Bulk manufacture, if undertaken by the contractor prior to approval of advance/pilot sample
will be at the risk and cost of the supplier/manufacturer/contractor. The bulk supplies will be
affected strictly as per approved advance/pilot sample including any
improvement/modificationsuggested during approval of the advance/pilot sample.
0.13 Stage inspection will be carried out right from raw material stage to despatch of the stores and such
stage inspection shall not be constructed as absolving the contractor of his responsibility in carrying
out a comprehensive pre-inspection on his own part and stage inspection by defence QA Agency.
i.e. without any prejudice to the right to reject the complete/offered article/ manufacutred from
such stage inspected components/sub-assemblles/assemblles, if found not
conforming to specified requirements.
0.14 Any of this defects as noticed during inspection by QA agency shall not be rectified/repaired
without prior approval of the defence QA Agency.
0.15 The manufacturer/contractor is required to incorporate latest technology state of the art
manufacturing procedures and test methods in truning out the product in meeting the
requirements of reliability, serviceability, Interchangeability and durability of the product.
0.16 The qarning/safety aspects of the store has to be kept as per standard practice. Guidance in
manufacture of the store shall be taken from patent of samples, if any available with the defence
authorities .
0.17 Copies of any national or international or any other specifications, instructions or guides
stipulated in this specification for reference shall be obtained from the publishers of the
respective documents. The latest version of these documents shall be applicable.
0.18 This specification shall be used for the sole purpose of manufacturing and supplying the store to
the defence indentor against a specific contract only and not for any other purpose whatsoever.
0.19 The manufacture/supplies are required to provide all necessary technical information to fully
identity the item. This information is required for defence codfication purposes only and in no way
jeopardize the commercial interest of the suppliers. Non compliance of this requirement by
contractor is likely to render his bid for supplying defence equipment being rejected.
0.20 Not withstanding above it is at the discretion of controller to accept any change/deviation, in any
of the parameters mentioned above, before finalization of the contract.
1.0 SCOPE
This specification covers the required technical features of out board motors 50 HP tiller handle
with rope start and with swivel bracket for mounting OBMs on boats. This specification provies
guidance to contractors/suppliers, manufacturers, quality assurance agencies and
stockists/indentors etc.
2.0 END USE
2.1 The out board motors 50 HP tiller handle with rope start and with swivel bracket is intended to be
used for propulsion of boats and light fafts existing in Army especially for storm boats, for
construction and ferry of military bridges, ferry of class 40 rafts etc, and also during flood relief
operations as aid to vicil authority. The OBM shall be used in various terrains of out country with
diverse silty, himid or sultry conditions prevalling at rivers canals & costal areas.
2.2 The performance shall not get degraded in high surface conditions even with wave height of
appx. one metre.

3. CLIMATIC/SITE CONDITIONS
The equipment shall be so designed and manufactured as to be able to be stored and to perform at
its rated capacity, when used in different climatic conditions as given below:-

of operating at their rated capacity and of storage in rainy and saline weather and should have
reasonable protection against deterioration caused by these factors.

5.0 MATERIALS
5.1 All materials and components used for the manufacture of the equipment shall be of standard
quality and shall conform to latest relevant ISO standard or relevant specification of country of
origin and shall be capable of withstanding extreme climatic conditions.
5.2 Minimum range and variety of components shall be used specially in case of fasteners.

5.4 The contractor shall submit the list of materials and component along with relevant specification,
test report and sources of supply proposed to be used for fabrication, manufacture of equipmentto

prior permission in writing from the QA authority.
5.6 The selection of material/process, wherever not specified shall be at the discretion ofthe
supplier/manufacturer and the ultimate responsibility of the performance of the equipment at its
rated capacity under specified conditions shall be the sole responsibility fo the contractor.
6.0 MARKING
6.1 The following details shall be incorpotated on an anodised aluminum plate and shall be fitted
permanently at a prominent locaiton of the equipment such that in the course of normal use, the
marking shall not get damaged or become invisible. A blank space 25x25 mm shall be provided
on the right bottom pf the plate to affix the quality assurance officer acceptance mark/stamp.

6.3 Warning plates and plates having instructions giving “Dos&DONTs” shall be of anodized
aluminum plate and shall be fitted permanently at a prominent place.

7.0 WORKMAN SHIP & FINISH
7.1 The somplete equipment shall be finished smooth all over and general workmanship and finish
shall be of high standard and conform to the general engineering practices to satisfacton of
quality assurance officer.
7.2 All steel frames, panels and parts are to be sound and free from all flaws and defects and should
be properly fitted/secured.
7.3 Sharp edges and corners are to be well rounded off.
7.4 Welding/brazing/soldering must be executed neatly and must be free from flaws and defects (
Welded/Brazed/Soldered joints will be subjected to inspection by quality assurance officer before
painting, If required).
7.5 The equipment shall be treated and painted to prevent rusting and corrosion.
7.6 The OBM should be operating in normal and salty water at times , it should invariably be
provided with” Anode Sacrificer” ( Anti-corrosive anodes) which should be suitably fitted to
remain submerged in water during operation to prevent gaivanic corrosion of under water metal
parts.
7.7 All electrical wires and cables shall have proper color codes for easy indentification and shall
conform to respective IS/JSS/BS.
MANUFACTURE AND CONSTRUCTIN REQUIREMENTS
8.1 The outboard motor 50 HP shall be of teller handle with swivei brackets so that OBM can be used
on boats existing in service. The design and construction of OBM shall be such that it can be
carried and mounted on the boat/disrnantied by two persons. All parts of the OBM shall be
accessible for operation and servicing.
8.2 The OBM shall be rope start and shall have single cylinder /multi cylinder, SI Water cooled
engine. The Indian supplier shall also arrange to supply one set of equivalent spark plug which is
indigenously available as spare with each OBM.
8.3 TECHNICAL REQUIREMENTS
8.3.1 The OBM shall be compact, rugged and easy to perated, handle and most safe.
8.3.2 OBM should be most convenient to maneuver both when propelling loaded and unioaded
boats/rafts Its steering handle should be very light and free to handle specially when propelling
heavy loads and at high speeds.
8.3.3 The OBM shall be highly efficient, low cost running coupled with outstanding reliability.
8.3.4 The weight of OBM shold be such that it shold be easy for two persons to carry it. The weight of
OBM should not exceed 108 Kg .
8.3.5 The fuel tank capacity of the OBM shall be such that it can run continuously at full throttle for a
minimum of 2 hours. The tank capacity to be specified by the manufacturer. Fuel tank with Air
vent facility also needs to be provided by the manufacturer.
8.3.6 The BOM engine shall operate byu leaded/unleaded petrol.
8.3.7 The fuel tank shall be portable and shall have fuel line from tank to OBM with primer bulb to
provided correct fuel flow for engine.
8.3.8 The gear shift lever shall be part of the throttle to facilitate ease in handling with neutral,
forwarded and reverse gears.
8.3.9 The OBM shall have twist grip throttle system for high response throttle control.
8.3.10 The propeller used shall be of Aluminum.
8.3.11 When OBM is in neutral it shall be possible for the propeller to be swung up.
8.3.12 The OBM shall be copable of propelling various crafts in currents of 1.5 metere per scond at a
speed of 8 kms per hour and in still water 12 km pr hour.
8.3.13 The OBM shall be provided with carrying handle to facilitate carriaage by two persons for short
distances. The carrying handles should be as per OEM’s approved drawing.
8.3.14 The engine box shall be fitted with heat suppression cladding in order to reduce the noise to
avoid interference in radio transmission when OBM is operational.

meet this requiremnet:-
a. The working surfaces of insert pump body of cooling water pump components and
cooling water circult shall have minimum hardness for safe operation of OBM in salty
water.
b. The impeller shall be made of material having high water resistance and flexibility.
c. The suction and delivery parts of cooling water pump along with cylinder head water
jacket shall be so designed as to avoid accumulation of silt in the cylidner head water
jacket.
d. The water intake parts locatd at the lower unit of OBM shall have screen to protect entry
of foreign particles into the cooling water circult.
e. The OBM shall be equipped with an automatic cut-out device or guard against high
cylinder head temperature.
f. A gadget shall be provided to detect running of pump in dry condition (i.e. when pump is
without water).
9 SAFETY REQUIREMENTS
9.1 Each OBM shall be supplied with safety features that are standard practices in industry to make
the OBM complete and self contained for its safe operations and maintenance.
9.2 Each OBM shall also be provided with following safety features /devices in addition to normal
safety features
9.2.1 Speed limit overheat warning ( SLOW).
9.2.2 Emergency ignition stop switch.
9.2.3 Not start in gear position.
9.2.4 Reverse lock/release system

9.3 All moving parts shall be suitably enclosed and safeguarded in accordance with appropriate
requirement of relevant safely regulations.

10.4 SPARES REQUIRED FOR MAINTENANCE
10.4.1 The Supplier shall provide manufacturer’s recommended list of spares to support maintenance of
each OBM for minimum two years of operations, and quote these separately as per the RFP/TE.
10.4.2 Manufacturers should give guarantee for supply of spares for normal maintenance and
overhauling for the excepted service life of the equipment as declared by the manufacturer.
10.5 Even thought the list of carried spares and tools is specified in clause.
10.1 & 10.2 A complete set of accessories, toools and spares as essential/necessary shall be provided by the
manufacturer since this will vary as per model of OBM.
10.6 a suitable metallic tool box with lock and key arrangement shall be provided. The tool box shall
contain packing list of tools duly laminated and fixed inside the box and the box.
11. LITERATURE
Four coples of under mentioned literature in defence format shall be forwarded to the quality
assurance authority/AHSP i.e. CQAE, Aundh Camp, Pune 411027 for VETTING AND
APPROVAL ALONG WITH ADVANCE SAMPLE, Bulk printing of litrature should be carried
out only after the draft is approved by CQAE, Pune.
11.1. USER HAND HAND BOOK
The user hand book shall be as per the guidelines given in format ‘CQAE/143A” obtainable from
CQAE or SQAE concerned in ( Billingual i.e. both in english & hindi. The UHB will contain a list
of bought out items/sub-assembly alongwith complete address of source of supply. The
firmssupplier will also indicate the expected service life of the equipment in the UHB under
technical data.The sixe of UHB will be 140x200 mm. (wxh).

QUALITATIVE PICTURE OF
REQUIREMENTS EQUIPMENT
SPECIFICATION REQUIERD FOR THE PRODUCT
1. The dimension of leather cover shall be such as to fit the
corresponding iceaxe.
2. The tolerance on intolerance dimension shall be
according to bestmanufacturing practice.
MATERIAL AND HARDNESS
Head :- steel grade 40 Ni3cr 65 M055 confirming to IS 5517-1987
specification for steel for hardening and tempering (first revision)
the sulphur or phosphorus content shall not exceed 0.05 %. The
head shall be evenly hardened and tempered and shall have a
hardness of 350 to 450 HV
SPIKE :- steel 40 Ni3Cr65M055 of IS:5517-1978.The spike shall
be evenly hardened and tempered to hardness of 350 to 450 HV.
FERRULE :_ Steel type of D IS 513 1986 specification for cold
filled low carbon steel and strips (third revision)
HANDLE :_ Ash or high and medium density wood based
laminated conforming to type V of IS :3513 (Part3)-1966
specification for high and medium density wood based laminates
(compare) part general purpose.
THONG (COMPLTE WITH RING) : Thong from nylon tape
with a minimumbreaking strength of 1900 N (190kg) and ring
from steel C14 of IS : 1570- 1961 schedules for wrought steel for
general engineering purpose.
COVERS : leather buffalo curried.
RIVETS :- shall confirm to IS :2155-1982 specification for cold
forged solid steel rivets for hot closing (6 to 16mm diameter )first
revision.
MANUFACTRE :
HEAD :- The head shall be soundly forged in one piece. The
rivets holes shallbe countersunk to receive the rivets heads. The
serrations on the pick shall be subjected to crack detection test
The rivets shall be securely clichéd and shall be finished flush
with surface straps.
SPIKE :-Forced in to the tapper at the bottom of the handle. The
spike shall beforced into the taper at the bottom of the handle after
fitting the ferrule so that the spike shall be tight fit thorough the
length of shank without splinting or weakling the handle.
FERRULE :_ The ferrule shall be either solid drawn or brazed or
weded. Thelarger end of the ferrule shall be reasonably flushed
with the handle after fitting with out wreakeing the handle at this
point to achieve this undercutting of he handle may be avoided
and at the broad end the inside of the ferrule may be given a
small radius. The ferrule shall be further secured to the handle
with screw. The ferrule shall be tight fit and shall be driven on the
end of the handle before inserting the spike.
HANDLE :- The blank for the handle shall be quarter sawn and
free from defects. The timber shall have a growth rate of 4 to 10
rings per 25 mm measured radically and the proportion of the
summer wood to spring wood shall be not less than 50% percent
(The timber ash meeting these requirementis expected to have a
density of more than 0.65 per cubic centimeter at 15 % moisture
content. The timber shall be straight grained and the maximum
inclination of grain and fiber shall not exceed 1:2 and shall be
properly seasoned to a moisture content of not less than 10 % and
not more than 15% .
The handle shall be made to the shape as shown in fig.6 and
grooves provided

to accommodate the strap of the head without weakening the handle. The
handle shall then be tightly fitted into the recess in the head. The straps of the
head shall be snugly fitted and bedded down flush with the handle and securely
riveted. Care shall be taken to ensure the rivet holes are at right angles to the
growth rings of the timber. The rivets shall be countersunk and flush with the
surface. After fitting, there shall be not looseness and all sharp edges and
corners shall be removed. A very high standard of riveting is required to ensure
that the timber of the handle is not weakened during riveting and the head is
securely fitted to the handle.
THONG :- (Complete with Ring ) :- The ring of the thong shall be soundly
forged. The ring shall slide freely on the handle from the under side of the head
to the stopper. The tape shall be securely stitched to the ring. The stitching shall
be even tension throughout.
A screw shall be fitted to the candle to prevent the thong falling off the ice axe.
HANDLE COVER :- The loop to take the strap of covers for pick end shall
be sufficiently raided to take the strap easily the covers for adze end hall be
securely fitted with line prong buckle normal size 16 mm according to is 4274-
1981 specification of buckles first revision alternative the covers Amy be fitted
with suitable instant fasteners.
The thread shall be used for the stitching shall be four ply thread flax undyed
the thread shall be well twisted and black waxed .
WORKMANSHIP AND FINISH :- The head, spike, ferrule and the ring shall
be free from cracks pits, rust flaws seams and other defect.
The brazing or welding of the ferrule shall be even continues and sound.
The tape for the thong shall be free from all weaving defect.
The leather for covers shall be neatly and smoothly rubbed down and creased.
The stitching shall be even tension throughout with all loose end securely
fastened off. The awl employed should not be too large for thread, sewing by
hook awl method is probated.
The ring and buckles shall be suitable oil blanked.
The exposed surfaces at the handle shall be thoroughly waxed. The handle shall
be finished smooth. The rivets shall be properly countersunk and finishedflush
with surface.
All sharp edges shall be removed.
The head ferrule and spike shall be finished bright the head shall be protected
against corrosion by using suitable grease and waxed paper given any one of
the following anti corrosive coating.
Nickel and chromium plating to service grade No. 2 of IS 1068-1985
specification for electroplated coating of nickels plus chromium and copper
plus nickel plus chromium on iron and steel. (ii Service )
Cadmium coating to service grade NO 2 of IS : 1572-1968 Specification for
electroplated coating of cadmium on iron and steel first revision.
The handle when finished to the dimension shall be coated a head end and
spike end with bituminous paint before assembly.

specified in the technical proposal, explaining any negative
implications of the removal of the string/cord to the functioning of
the product.
Packing Instructions The label for each piece shall consist of composition details and
washing instructions. Each piece must be packed in soft, waterproof
material with zip lock or Velcro, no long strings/ cords, in dark colour
with logo imprint on the corner of the sleeping bag. Approximate
size: 37.5 cm x 15.5 cm x 11.0 cm. The pieces in the
primary packing should then be placed in a carton box. The carton
boxes shall be palletized and stretch wrapped
