1. Introduction
Ibra hospital blood transfusion center have a primary duty to provide blood of the best
possible quality and safety for the patient receiving it. The secondary role is to care of
donor and to ensure the act of blood donation does not cause harm. The first step to
ensure the safety of the blood and blood components depends on effective donor
selection.
2. Scope
3. Purpose
3.1 To ensure that blood donors are selected in a safe and effective manner that protects
the volunteer from any harm.
3.2 To ensure that the blood is collected in a safe manner that protected the patient or the
recipient from any ill-effects through transmission of disease or drugs by blood
transfusion.
3.3 To ensure that each donor must be clearly and uniquely identified so that a specific can
be traced through the entire process and after that recalled.
4. Definitions
4.1 Family or family replacement donors: A donor who gives blood when it is
required by a member of the donor’s family or community. The first is where the
family donates the same quantity of blood as that given to their relative.The
second is known “directed donation” where a donor specifically request that their
blood is given to a named patient.
4.2 Commercial or professional donors: A donor who receive money or in other
rewards, which can be exchanged for money for the blood that they donate. This
type of donation is not practiced is Oman by law.
4.3 Voluntary non-remunerated donors: A donor who gives blood, plasma or other
blood components freely voluntarily without receiving payment in the form of
money or a substitute for money. These are the safest low-risk donors. The
following items are not normally considered as payment or a substitute for money:
4.3.1 Small token of recognition or appreciation, such as badges or certificates,
which have no commercial value.
4.3.2 Reimbursement of the direct costs of travel.
4.3.3 Light refreshments immediately before, during or after donation.
4.4 Regular donor: A donor who has given blood at least three times, and continuous
to donate blood at least once a year.
4.5 Permanent deferral: Donor who is rejected and never accepted to donate.
4.6 Temporary deferral: Donor who is postponed to donate this time and he can
donate after recovery.
5. Policy:
The following is the policy of the donation unit, Central Blood Bank, Department of Blood
services.
5.1 The commercial or professional blood donation is not practiced in Oman by law. All staff
must welcome and greet the donor.
5.2 All staff should always be smart and clean in appearance and maintain a high of personal
hygiene.
5.3 The privacy and confidentiality must be ensured.
5.4 The area should be clean, organized and well lit.
5.5 The blood donation record is a permanent and legal record.
5.6 Documentation policy:
5.6.1 All information should be written clearly and legibly.
5.6.2 Only objective facts should be documented,
5.6.3 Documentation should be done concurrently with the procedure.
5.6.4 Keep records in a safe place where only authorized staff have access to them.
6. Procedure:
6.1 Stages of Donor Selection and Blood collection:
6.1.1 Pre donation (Registration- Medical History- Physical Examination-Donor
consent).
6.1.2 During donation (Blood and test sample collection).
6.1.3 Post donation (preparation of donated blood bag for laboratory release-post
donation care and instruction).
6.2 Registration:
6.2.1 Blood donor registration start by filling of blood donation form.
6.2.2 Donor ID proof (Resident/ Labor/driving licenses) is mandatory.
6.2.3 Blood donor registration form must be filled by the donor or with the help of
blood bank staff. This must be on the same day of actual donation.
6.2.4 Check the donor status in the computer system (Active or Inactive).
6.2.5 If active check the date of previous blood donation. (˃ 3 months accept).
6.3.1.12 The following policies for temporary and permanent deferral based
on history are followed.
6.4 Temporary deferral:

6.5.1 Cancer.
6.5.2 Heart disease.
6.5.3 Abnormal bleeding tendencies.
6.5.4 Multiple exposures.
6.5.5 Unexplained weight loss.
6.5.6 Diabetes.
6.5.7 Hypertension.
6.5.8 Hepatitis infection.
6.5.9 Chronic nephritis.
6.5.10 Signs and symptoms, suggestive of AIDS.
6.5.11 Liver diseases.
6.5.12 Active Tuberculosis.
6.5.13 Polycythemia Vera.
6.5.14 Asthma.
6.5.15 Epilepsy.
6.5.16 Leprosy.
6.5.17 Schizophrenia.
6.5.18 Endocrine disorders – Except those euthyroid on medication and OCPs.
6.5.19 International donors coming from areas endemic for certain diseases should be
deferred.
7. Responsibilities:
7.1 Laboratory Technician is responsible to check all donor selection criteria were met.
7.2 The medical officer is responsible for approving the donation.
