Topic " Reclamation Lae - Lae Island "

Pro

we as the pro team will strongly put forward our views in favour of continuing the Lae-lae Island
reclamation project. We believe that this move will bring positive impacts to the area and the
local community. In our argument, we will highlight important aspects that support our view to
continue this project in a sustainable manner.

Assertion:

First of all, in our view as a pro team, the Lae-lae Island reclamation project should proceed
because it has the potential to support sustainable economic growth, improve regional
infrastructure, and provide fair compensation to affected local communities.

Reasoning:

We have strong reasons why this project should go ahead:

firstly, Economic development: This reclamation project has great potential to develop the
regional economy. By providing more land, it can attract investment and create jobs for the local
community.

Secondly, Infrastructure improvement: The project could bring infrastructure improvements,


such as roads, electricity and clean water, which could provide long-term benefits to the Lae-lae
Island community.

Third, Community compensation: Through this project, the local community can receive fair
compensation for the land or land used for reclamation, which can improve their welfare.

Evidence:

The evidence that we have why we as a pro team agree for this project to continue are:

firstly, if the project is successful there will be potential for economic growth and job creation.
secondly, the planned infrastructure improvements.

and lastly, the effort to provide fair compensation to the local community.

Impact:

In our view, going ahead with the reclamation project could bring significant benefits such as:

firstly, Improved Welfare: The project can improve the welfare of the Lae-lae Island community
through economic development and the compensation given to them.

second, Tourism Development: The tourism potential of the region can be enhanced by
providing better facilities, which can increase local revenue.

and third, Community Empowerment: The project can provide opportunities for local
communities to be involved in development and decision-making, which can strengthen their
role in this process.

Kontra

Assertation :

Community Welfare Underlines the negative social impacts that will be experienced by local
communities who must be relocated or lose their livelihoods.

Reasoning :

CPI Reclamation not only causes suffering to residents who are evicted, but also to the Galesong
coastal fishing community, Takalar Regency, whose catchment area is used as a sea sand mining
location for reclamation material needs.

Evidience :

In August 2020, the government, in this case the Governor of South Sulawesi, issued letter
593.6/5522/BKAD regarding the determination of 12.11 hectares of replacement land. Then in
January 2023, the South Sulawesi Provincial Government and PT Yasmin Bumi Asri carried out
addendum IV to the agreement regarding reclaimed land. Both agreed that due to the lack of
government land in CPI it would be moved to Lae-lae Island. However, this agreement was
never consulted at all with the people of Lae-lae Island, who in fact are the parties most affected
and interested in all development activities on the island.

The fishing community of Lae-lae Island rejects this reclamation plan because the reclamation
plan area is a fishing area. They also assumed that from the start this project, which was never
consulted, was full of manipulation. For example, in the contents of the AMDAL draft, the
compiler states that 99 percent of the community agrees with this reclamation plan. The fact is
that people never agree. Therefore, on May 17 2023, hundreds of fishermen took action to
protest at the Provincial DPRD and Governor's Office.

Impact

Reclamation Island can have significant adverse impacts on the environment and surrounding
communities. Some of the detrimental impacts often associated with island reclamation include:

- Environmental Damage: Island reclamation results in damage to natural habitats such as coral
reefs, mangrove forests and other marine ecosystems. This can threaten the marine environment
and biodiversity.

- Changes in Water Management: The construction of artificial islands can affect surrounding air
flow patterns and salinity, impacting aquatic ecosystems.

- Community Relocation: Local communities living in reclaimed areas often have to be relocated,
which can disrupt their lives and result in social disapproval.

- Economic Losses: While island reclamation may provide short-term economic benefits, long-
term environmental and social impacts may result in greater economic losses.
