II. Program Background and Rationale

In compliance with the guidelines set forth by DepEd Order no. 21, s. 2015 on

Management Protocol, which underscores the importance of establishing a
robust system for coordination and information management, and aims to
provide clear guidance to DepEd field offices and schools in their roles and
responsibilities pertaining to DRRM implementation, the School Governance
and Operations Division of SDO Batangas has directed each sub-office,
through their District DRRM Focal person, in collaboration with their

Program Description

The Sub-Office Disaster Risk Reduction and Management (DRRM)


Conference is a comprehensive one-day event designed to empower the
school heads and SDRRM Coordinators in San Juan East and San Juan
West sub-offices with the knowledge, skills, and tools necessary to enhance
disaster preparedness, response, and recovery efforts. In line with the DepEd
Order No. 21, s. 2015, this conference serves as a crucial platform for
fostering collaboration, sharing best practices, and strengthening partnerships
to ensure the safety and resilience of our educational institutions and the
communities they serve.
This training will be attended by all school heads and all SDRRM
Coordinators from San Juan East Sub-Office and San Juan West Sub-Office.
The entire session will be facilitated by 10 competent resource persons. They
will be assisted by the DRRM Team for San Juan Sub-Office. Strict
monitoring and observance of health protocols will be prioritized before,
during and after the training.

IV. Target Participants’ Description

This conference is tailored for two integral roles within the San Juan East and
West sub-offices: School Heads and SDRRM Coordinators. As the leaders
and focal points of disaster preparedness and management within their
respective institutions, this event is uniquely designed to empower and equip
them with practical knowledge and tools.

School Heads:

School Heads play a pivotal role in ensuring the safety and well-being of
students, staff, and the entire school community. This conference is an
opportunity for them to deepen their understanding of disaster risk reduction
and management, equipping them to make informed decisions and lead their
schools in times of crises. By participating, School Heads will gain insights into
effective communication strategies, planning and executing drills, and
complying with disaster-related protocols. Their active engagement will
contribute to creating a resilient and secure learning environment.

SDRRM Coordinators:

SDRRM Coordinators are the hands-on facilitators of disaster preparedness


within schools. This conference is tailored to enhance their skills in assessing

risks, conducting rapid assessments, and coordinating response efforts. By


joining the event, SDRRM Coordinators will learn about practical tools like the
RADAR system and gain a comprehensive understanding of comprehensive
school safety measures. The conference will equip them with the confidence
and competence to ensure that schools are well-prepared, staff are trained,
and students are aware of safety protocols.

Both School Heads and SDRRM Coordinators are essential in building a


culture of preparedness and resilience. This conference offers them a unique
opportunity to learn from experts, share experiences, and forge connections
with peers from their sub-offices. Their active participation will contribute to
safer schools, stronger communities, and a more secure educational
environment.

 Impact:
To enhance the disaster preparedness and management capabilities of
School Heads and SDRRM Coordinators in the San Juan East and West
sub-offices, leading to safer schools and more resilient communities.
 Organizational outcome:
The Sub-Office DRRM Conference will foster a culture of preparedness,
enabling the San Juan East and West sub-offices to effectively respond to
and mitigate the impact of disasters. This will result in safer educational
environments, improved emergency response capabilities, and heightened
community resilience.
 Outputs:
1. Increased knowledge and understanding of disaster risk reduction and
management concepts, protocols, and tools.
2. Improved ability to plan, execute, and evaluate unannounced
mandatory drills and the National Simultaneous Earthquake Drill
(NSED).
3. Enhanced proficiency in utilizing the RADAR system for rapid
assessment and reporting.
4. Strengthened partnerships and collaborations with local stakeholders,

5. Development of comprehensive school safety plans integrating hazard
identification, vulnerability assessment, and capacity-building
measures.
 Competencies:
1. Disaster Risk Reduction and Management Expertise: Participants will
acquire a deep understanding of DRRM principles, protocols, and
strategies, enabling them to lead and coordinate disaster preparedness
efforts effectively.
2. Leadership and Decision-Making: School Heads will develop leadership
skills to make informed decisions during emergencies, ensuring the
safety and well-being of students, staff, and the school community.
3. Coordination and Communication: SDRRM Coordinators will enhance
their ability to collaborate with local stakeholders, effectively
communicate safety measures, and coordinate response activities.
4. Rapid Assessment and Reporting: Participants will gain proficiency in
using the RADAR system, enabling swift and accurate assessment and
reporting of damages in the aftermath of a disaster.
5. Partnership Building: Attendees will cultivate the skills needed to
establish and strengthen partnerships with local government units,
NGOs, and community organizations to create a more resilient network.

VI. Program Learning Objectives

 Terminal Objective:
At the culmination of the Sub-Office DRRM Conference, participants will
possess a comprehensive understanding of disaster risk reduction and
management principles, enabling them to effectively lead and implement
disaster preparedness and response initiatives within their schools and
communities.
 Enabling Objectives:
1. Participants will articulate the key concepts and components of disaster
risk reduction and management, illustrating a deep understanding of
the principles, protocols, and tools required to ensure school and
community safety.
2. Attendees will outline detailed plans for unannounced mandatory drills
and NSED, demonstrating the ability to organize, conduct, and evaluate

drills while adhering to established guidelines and best practices.


3. School Heads will exhibit effective leadership and decision-making
skills during simulated emergency scenarios, showcasing the capacity
to lead their schools and communities during crises.
4. SDRRM Coordinators will demonstrate the ability to coordinate disaster
preparedness and response efforts, effectively communicating safety
measures and mobilizing resources within their respective schools.

VII. Workplace Application Project or Job-Embedded Learning

At the culmination of the Sub-Office DRRM Conference, participants will


possess a comprehensive understanding of disaster risk reduction and
management principles, enabling them to effectively lead and implement
disaster preparedness and response initiatives within their schools and
communities.

VIII. Detailed Activity Implementation Plan

For the effective implementation of this training, the session matrix


including the topics, person involved, and the time frame to be used, please
see attached sheet. (Attachment C)

IX. Monitoring and Evaluation Plan

Part of the monitoring and evaluation plan is ensuring that school heads
and SDRRM coordinators will be able to apply the learning gained from the
conference. The competencies and strategies gained will be evident on the
four pillars of DRRM in each school. Particularly, each school heads and
teachers will be more enthusiastic in taking their part in the school’s services
and processes. Constant monitoring and evaluation of the performance of
school in DRRM will be done by the school head, district DRRM focal person,
PSDS and Division DRRM Coordinator.

XII. Program Management Structure
