Vide letter under reference 4 above, Administrative Approval for work of CONCOR ROB Soil stabilization work was accorded by Competent Authority of Maha-Metro for an amount of Rs. 43,67,179)-. (Copy of the letter attached at CP No. 9 and reference note is placed at NP-182) ‘The work was carried out under M/s Suhas P Bhave and duly supervised by Maha Metro Project and O&M team. As on date, the work has been completed. GC, vide letter under reference 7 above now has submitted the proposal for revised administrative approval of the given work. GC has stated that as per the actual quantities executed at site, there is variation of quantities and items with respect to the initial administrative approval by Competent Authority of Maha Metro, Further, GC has stated that the proposal consists of contractor's claim towards idling charges of Labour at site for 08 days when the work could not be carried out as the PTW could not be granted to him. GC has proposed reimbursement of labour rates as per the minimum wages circular dated 03/04/2023 are being proposed for consideration without any profit towards idling charges claimed by contractor. ‘As per the proposal submitted by GC, the revised amount for administrative approval comes out to be Rs. 50,14,556/-(inclusive of GST @ 18%). M/s Suhas P Bhave has quoted an amount of Rs. 55,16,012/- (CP No. 18 of GC proposal) after considering the contractor's profit @10% over and above the quoted cost of sub-vendor (M/s S&R Geotechniques Pvt. Ltd.) The original awarded cost of work is Rs. 7,93,01,667/-. As per the last varlation proposal duly approved by Competenet Authority of Maha Metro and conveyed vide letter under reference 5 above, the revised contract value already approved is Rs. 10,75,94,755/- (35.68% above the original contact value) (refer CP No. 19 & 20 of GC proposal). After considering the current proposal of Rs. 55,16,012/- as submitted by GC, the revised contract value comes out to be Rs. 11,31,10,767/- (i.e. 42.63% above the original contract value).As per amendment to para W9 (v) of SOP vide note bearing no. Maha-Metro/DF-2021 dated: 10.03.2021, it is in the power of Director Projects to accord Administrative Approval to the given Proposal. In view of above, Competent Authority of Maha-Metro is requested to accord Administrative Approval to the variation proposal of Rs. 55,16,012/- towards work of soil stabilization work of CONCOR ROB with revised contract value arriving tentatively at Rs. 11,31,10,767/-. Suhas P Bhave was awarded the above mentioned work for total contract of Rs.7,93,01,667.45/- (Inclusive of GST and all taxes) 2. Competent Authority of Maha Metro vide note dated 14.03.2023 under reference ‘4’ above has accorded Administrative Approval for a tentative variation amounting to Rs. 2,83,42,000/- which includes extra items and quantity variation in Reach-i fon in schedle and schedule amounting to Rs.96.2? lakhs as well as quantity var D as per O&M instructions amounting to Rs.95.20 Lakhs and Rs, 92.00 Lakhs as submitted by GC vide letter under reference ‘3’ above. (Copy of the Administrative Approval attached at NP-OL to 07. Recently, a settlement of magnitude 24mm was observed at Nagpur side of CONCOR ROB. 4. O&M department of Maha Metro requested Experts from VNIT to study the matter and suggest remedial measures. In response, VNIT has proposed a scheme of soit stabilization underneath track grade slab vide preliminary report (reference ii) placed atcp.3t04. 5. GC was asked to carry out remedial work of soil stabilization urgently since track at above location is in dangerous condition and further settlement at above location can disrupt train movernent beyond New Airport Station. 6. Inresponse, GC has proposed to carry out this soil stabilization work through existing contract of M/s Suhas P. Bhave (reference 2 and 4 above). This variation will be amounting to additional Rs. 43,67,179/- considering 10% over and above the quoted cost of (sub-vendor M/s S&R Geotechniques Pvt, Ltd.).
