GLOBAL UNIVERSITY
O.P. Jindal Global University (JGU) is a non‑profit global university established by the Government of Haryana
and recognised by the University Grants Commission (UGC). JGU was established as a philanthropic initiative
of its Founding Chancellor, Mr. Naveen Jindal in memory of his father, Mr. O.P. Jindal. JGU is one of the few
universities in Asia that maintains a 1:9 faculty‑student ratio and appoints faculty members from India and
different parts of the world with outstanding academic qualifications and experience. JGU is a research
intensive university, which is deeply committed to its core institutional values of interdisciplinary and

"autonomy" by the University Grants Commission and the Ministry of Education, Government of India, for
receiving the “A” Grade from the National Assessment and Accreditation Council (NAAC). This makes JGU the
only private university in the state of Haryana and one of the only two private universities in India to be given
the status of autonomy.
JGU has emerged as India’s No. 1 Private University for the third year in a row, according to the QS
Quacquarelli Symonds World University Rankings 2023 and was ranked among the Top 700 universities in
the world. We are also among the Top 150 universities globally under the age of 50 years by the QS Young
University Rankings 2022. JGU has also been recognised in the Top 500 Universities as per the QS Graduate
Employability Rankings 2022.
In September 2019, JGU was selected as an 'Institution of Eminence' (IOE) by the Government of India,
making JGU one of only eight private universities in India to be awarded this status.

Jindal School of Government and Public Policy (JSGP), one of the twelve schools in the University, engages with
the contemporary policy environment, which demands new imaginations, methodologies, and revitalized
ethics. Through national and international collaborations, JSGP promotes interdisciplinary studies, teaching
and research programmes, and strives to develop a comparative perspective on local and global policy issues.
JSGP offers students a well‑grounded education and exposes them to the field in both rural and urban contexts
and the institutional mechanisms of governance. JSGP regularly invites academicians, activists, senior officials,
politicians, NGO‑workers, policymakers from the United Nations (UN) and other international organizations to
deliver lectures and interact with students and faculty members.

MESSAGE
O.P. Jindal Global University in partnership with Coursera has launched 3 fully
Online Master's Degree Programmes –the Online Master of Arts in Public Policy
(M.A. PP) offered by the Jindal School of Government and Public Policy (JSGP),
the Online Master of Arts in International Relations, Security and Strategy (M.A.
IRSS) offered by the Jindal School of International Affairs (JSIA) and the Online
Master of Business Administration (MBA) in Business Analytics offered by the
Jindal Global Business School (JGBS). With this partnership with Coursera, JGU
becomes the first Indian University to offer Masters' degree programmes,
joining the ranks of 150 leading universities in the world, including Yale
University, University of Michigan, University of Pennsylvania, and Imperial
College of London that offer online content and credentials on Coursera.
The very first cohorts of JGU's Online Master's Degree Programmes commenced
academic sessions on Coursera from September 2021. This commencement
comes at an opportune time in light of the emphasis laid by the New Education
Policy (NEP) 2020 on bridging the digital divide in the country and on ensuring a
wider reach of online education.
JGU is a research‑intensive university, which has established several schools
across various disciplines. At JGU, all faculty appointments are made keeping in
mind the need and vision of each school, and same is the case with JSIA, JSGP,
and JGBS – the three schools that offer online degree programmes on Coursera.
JGU's online Master's Degrees have been envisaged to help students and
working professionals around the world open the door to a career path in the
ever‑expanding streams of (but not restricted to) civil and diplomatic services,
peace building, political journalism, economic development, public affairs,
policy management, development, and communication, operations analytics,

I have great pleasure in welcoming students worldwide who have joined the O.P.
Jindal Global University’s Online Master of Arts in Public Policy to embark on your
adventure to become public policy professionals.
Public policy at the Jindal School of Government and Public Policy is taught as a

practice which will enable its practitioners to find creative channels for public
deliberation and evidence‑based means for making decisions in the public interest.
The ability to do this is the need of the hour because increasingly elected
representatives are unable to reflect and adequately safeguard the interests of
ordinary people fully.
At JSGP, public policy teaching is primarily focused on people, recognising that
technical expertise is meant to serve people's interests, and policy decisions should
be made after due deliberation, with ample opportunities afforded to ordinary
people to shape those policy decisions.
JSGP will equip with expertise in different technical disciplines. Acquiring and
applying the knowledge gleaned from an array of social science disciplines, as
opposed to specialisation in only economics, history, sociology or political science,
will become your hallmark as a professional. For a long time, it was taken for
granted. In many countries, public policy is what the government does, and by
definition, all public policy must be in the public interest. But clearly, not everything
public servants do is automatically in the public interest.
One argument that is often made is that because elected leaders in democracies
rely on experts to formulate and implement public policies, it is better to leave
public policies to these experts in the first place without interfering with them.
Technocrats are credited with a ‘problem‑solving’ mindset and the capacity to rise
above the narrow interests of their particular occupation groups. In contrast,
politicians are frequently reviled as people mired in corruption, collusion and
nepotism. This view is dangerous. But it is possible to understand why it has some
salience. The best way to pursue long‑term democratic reform is to provide a
context where deliberative democracy with public participation flourishes, and
people can give voice to critical concerns. Policy choices should align with the
informed preferences of people at large. That is the highest form of democracy.
The Jindal School of Government and Public Policy’s Master’s degree affirms that
