PEACE and Order Enhancement Training with emphasis on


BPAT Refresher Course
RATIONALE

The main purpose of this training is to teach our Barangay Police Action Team (BPAT)
more knowledge in implementing their duties and tasks. Various topics will be discussed during
the scheduled training.

Achieving a progressive municipality accompanies the maintenance of peace and order


in the community in which socio-cultural and economic activities thrive. This is further
emphasized in the principle that good governance engenders safely. The Local Government
Code provisions also point out the functions and responsibilities in which local government
officials and functionaries are called to carry out for the welfare of the communities they serve.

The training is a collaborative approach of the PNP and the LGU of the Municipality of
Concepcion, in getting into the grassroots and forefront of crime prevention, disaster response
and maintenance of peace and order as the Barangay Tanod’s in their respective barangay
serve as a significant pillar towards the advancement of their communities with a strong
foundation in peace and order.

It is imperative that the BPAT units in every barangay has requisite skills and to be
honed more cogently so that they could perform their roles and responsibilities as empowered
citizens and partners of law enforcers in the maintenance of peace and order in their barangays,
hence this training.

OBJECTIVE

Generally, this training aimed at providing the BPAT Members with the necessary
knowledge and skills, in performing their roles and responsibilities, as partners of law enforcers
in the maintenance of peace and order in their communities, specifically at the end of the
training the participants should be able to acquire the following:

1. Discuss and internalize the roles of BPAT’s in the maintenance of peace and order,
public safety and disaster preparedness and response; and

2. Know their duties and responsibilities as well limitations in performing their functions.

COST/ DURATION/OTHER EXPENSES

The activity shall be conducted for 5 days from October 9 to 13 of 2023 at Municipal
Evacuation Center, Poblacion, Concepcion, Misamis Occidental.
The cost and other expenses of this training shall be chargeable by the LGU funds under
the Peace and Order and Public Safety Plan (POPSPLAN) 2020 – 2023 which set strategies to
be undertaken by BPAT/CVO as force multiplier of this Municipal Police Station to help curbs
prevalent crime incidents. Thus, there’s a need to conduct enhancement training/seminar of our
BPAT/CVO, to counter also the challenging strategies adopted by the criminals, that would able
to meet our objectives and realized our targets. (See POPSPLAN 2020 – 2023, TABLE D –
MATRIX 1, 2 and 3). The budget subject for accounting and auditing rules and regulations.

The conduct of this activity is the prime responsibility of Municipal Police Station of this
municipality in collaboration with Local Government Unit of Concepcion, Misamis Occidental.
