Definition
1. Threat: A danger in the operating environment to you, your organization or your property. Threat
has also been defined as a potential act that may result in harm to staff or loss of/damage to the
organizational property or programme. The threat may be to an individual, the organization or its
programme activities

2. Vulnerability: Your level of exposure to a particular threat. Vulnerability is the extent to which the
staff and assets of an agency, or its programmes, are exposed to (susceptible to) a threat. It varies
according to a number of factors, both between agencies (mission, mandate and principles etc.)
and within agencies amongst its different staff (by age, gender, job title, area of work, level of
training etc.).
Vulnerability to a threat will vary depending on a variety of factors including:
• location of agency staff and property
• exposure of agency personnel and property
• value of agency property
• image of staff and programmes

3. Risk: The likelihood and impact of encountering a threat. It is the result of the threats in the
environment combined with the organisations or staff vulnerability to them. In other words, risk is
about the potential for harm: the likelihood of something harmful happening, and the extent of

that harm if it does. Therefore, risk can be further prioritised for management action on the basis of
both their likelihood (frequency that we run this risk) and impact on our staff, assets and agency as
a whole (should the threat that underlies the risk be realised in the course of our work – i.e.
something bad happens!).

5. Impact: The extent to which a risk event might affect the enterprise
