Minutes of the School Management Committee (SMC) 1st Term Meeting of
Stella Maris Primary School Held On The 9th September, 2022
Those present were:

Registration started at 3:00 p.m.

0pening: The meeting started at 3:30pm with a word of prayer by Joseph Momoh Sesay
(Seminarian)

Introduction: It started with the (reconstitution of the SMC) followed by the


pronouncement of the new SMC Chairperson. The secretary Mrs. Lucy Bangalie, in her
wisdom, informed members of the three years tenure of the SMC Chairperson that has come
to an end and the meeting cannot proceed without reconstitution and election of a new
chairperson and other nominees. In that light, a letter of appointment of a new chairperson
was presented by the secretary in the meeting for pronouncement. It was read by the
seminarian Joseph M. Sesay, dated 7th September, 2022 and the pronouncement was
formally made. Members gave a round of applauds for the appointment. The Seminarian in
his remark, before presentation of the letter quoted the late Nelson Mandela who refers to
education as “the powerful weapon that can accelerate or speed up a change for
development in any society.” This he affirmed can only be achieved through nationalistic
and patriotic approach of citizens in the country or society. The letter was formally
presented to the chairman after a brief speech.

Chairman’s Opening Remarks: in his remarks, he expressed his profound thanks and
appreciation to the management and proprietor of the school for giving him that opportunity.
He promised to work to the best of his ability to ensure good and cordial relationship among
members in the community. He asked for the acceptable means of communication in the
meeting. It was agreed that it be a mixed language. He proceeded to appeal for total
commitment and collaboration among members so that the desired goals for the children and
the school can be achieved during his tenure of office. He buttressed the statement of the
seminarian with regards to education which he refers to as an investment for generation yet
unborn and a powerful weapon for sustainable development. He supported the present
government flagship programme for education which is gearing towards human capital
development that the country will benefit from in the near future. He reminded members to
work assiduously to source innovative ideas for the development of the school.

Reading of the Last Minutes: Printed copies of the minute were given to each member for
proof reading from page to page. Correction on strive instead of strides and numbering of
pages was done. The Minutes was finally adopted by Jattu Otterbein, seconded by the CTA
Chairperson Mr. Allie B. Kargbo.

Matters Arising From the Previous Minutes: The NPSE results for 2021-2022, was
analyzed by the Secretary Mrs. Lucy Bangalie to inform members that the school result was
encouraging with a hundred percent (100%) pass. Performances range for 315-255. Even
though the result is encouraging, she assured, efforts and standard will be improved on so as
to meet the expectation of the school. The Chairman Mr. Christopher Teh, thanked the head
teacher and team for the tremendous effort they are making towards the progress of the
school. He extended his appreciation also to the entire management for the academic
performances of the children and encouraged the parent to keep eyes or monitor their
children in their studies at home. The CTA Chairman Mr. Allie B. Kargbo was encouraged
to continue dialogue with parents for the provision of required textbooks for their children.
Mrs. Jattu Ottabein on the other hand, re-echoed issues discussed in their meetings with the
Minister of MBSSE with regards teacher’s extra-lessons and marketing in the classrooms
and asked that teachers should refrain from such practices.

Staffing: The resignation of Sandra Palmer and the retirement of Mrs. Beatrice M. Quee
were tabled for discussion. The committee advised the need for replacement for these
teachers and also to access their document for replacement should be in progress. The digital
system of recruitment and approval of teachers for pin code is to be systematically
addressed. Also the staff list, original certificate of teachers to be replaced and the number of
vacant spaces should be forwarded at the Teaching Service Commission (TSC).

Security: crossing point for children’s safety was discussed and effort has been made by the
head teacher to meet with the commandant of the barracks for advice or help. He advised the
mature children should use the juba gate as crossing point for they will be assisted by the
military personnel but for the smaller kids, he advised that their parents collect them or
accompany them before and after school.

Finances: In the area of school subsidies, the Seminarian speaking to the Ministry
representative advised that mechanisms be put in place to avoid delay in payment for
effective management and for the Free Quality Education to achieve its objectives. The
MBSSE representative assured the committee of prompt payment of subsidies this time.

World Bank Project: The head teacher called our attention to the World Bank project
called Performance Based Financing (PBF) which was introduced recently as a source of
motivation for best performing schools in terms of management and to cushion the effect of
subsidies for primary schools.

Change of Signatory: Since the term of office for the former chairperson has expired, the
need for change of signatory to the account and other documentation was unanimously
agreed upon to be in progress as the management is presently constrains accessing funds
from the account. October was agreed as a time line for all these modification with copy of
the last minutes.

General Welfare of the School: notwithstanding all the problems surrounding the
recruitment process, the H/T confirmed having 14 teachers on payroll voucher and 3
community teachers not on payroll voucher. However, a stipend of le 250, 000 is given to
each of them as transport on monthly basis, which is not enough. The PBF policy allocates
only 25% of the funding for teachers part of which is used for that purpose. Increase in
enrollment will minimize that problem provided the structures and accommodation are
available.

Refurbishing of the school building is sometimes undertaken by the old pupils whose
generosity is beyond measure, the church and from the school fee subsidy. Meanwhile, plans
are on the pipeline for the construction of drainage, retaining wall and cupping around the
classes 5 and 6 building for the topography of the land is so hilly and rocky and to prevent
further degeneration of the structure. Unwanted materials and other pollutant flood into the
compound especially during the rainy season causing sanitation problems. Estimated budget
is so huge for this project but sources of funding are not yet readily available.

The Chairman thanked the H/T on infrastructure and general welfare of the school but
sources of funding should not only be limited on subsidies and PBF. Other areas of funding
should be explored for parents only subscribe to payment of sport, thanksgiving and mission
fees.

The MBSSE representative Mrs. Jattu Otterbein suggested that proposals for assistance be
written to companies like Mercury International and other mobile companies as well as big
business enterprises. Other schools have made similar ventures and they have succeeded.
It’s a matter of writing the proposals and making follow-ups, she added.

Chief Barrie assured the members that though new in the committee, but anything pertaining
to the development of the school will be of concern to him and he will be ready to work with
the coordinator Mrs. Jattu. He even suggested that since election are in the corner;
authorities concern like GENTO will be some of the eminent personalities to meet for
assistance. It was agreed that everybody should come onboard for this task, the more the
members.
To conclude the chairman called on members to agree on the three action point to be tailored
in their action plan but later asked the H/T to give update on development plan already
undertaken by the school since school reopens.

The activities of development plan are as follows:

Fixing of the toilet and maintenance of new benches-done

A face lift for classes 4, 5 and 6 since the painting easily fades away because of the
dampness- not done.

Refreshers training for teachers- not done because of the financial constrains undertaken in
the payment of the auxiliary teachers.

Old Pupils: the old pupils’ representative (Lamanor Bendu) emphasized on knowing what
the church is presently doing towards the school’s development strives. For they as old
pupils are few in the job market and majority are still jobless but nevertheless they are ready
to contribute generously towards the development of the school. They promised to meet and
discuss in their forum about what is discussed in the meeting and later update the
management.

In response to his statement, the chairman enlightened him on the role the church is playing
as custodian of the school. He informed him that the Church nowadays is a self-reliance
church and no donor funding is forthcoming any longer. The white priest that used to source
funding from outside/ abroad are gradually passing away and technology has dampened the
eyes of the children who are no longer interested in charitable work but in fashionable work.
He gave an example of how old boys and girls in Saint Edwards and Saint Joseph Convent
have embarked on construction of three strong classrooms building which has resulted the
school to a one shift school system. The chairman advised the old pupils’ representative to
schedule time and meet with the parish priest for frantic discussion pertaining to the school.
Also Lamanor Bendu suggested that the chairman of the SMC and CTA attend their meeting
whenever called on.

The chairman of the SMC appealed to the H/T so as to remind parent to help study their
children rather than in extra curricula activities.

In conclusion the following committees were formed: 1) finance committee 2) visitation


committee and maintenance committee with the following members.

1. Finance Committee- Rev. Fr., SMC Chairman and Head Teacher


2. Visitation Committee- Mrs. Jattu Otterbein, CTA Chairman, Mr. Barrie
3. Maintenance Committee- Mr. Alie Conteh, Lamanor Bendu (old pupils Rep.)
Communication Procedure: online communication through WhatsApp, internet (website)
and direct phone calls where agreed on as the main medium of communication is purely on
school matters.

AOB: action points were as follows: change of signatory in the month of October 2)
meeting with GENTO construction company in October 3) update on building project plan
in October by Mrs. Jattu Otterbein. Mr. Allieu Conteh was reminded to continue the
dialogue with the knights of St John International for medical assistance to the pupils.

The school feeding programme to the children was raised as a concern but needs
clarifications on how to become eligible.

Since there was nothing to be discussed, the meeting was called for adjournment by Mr.
Barrie seconded by Mrs. Jattu. Closing prayer was done by both Christians and Muslims
respectively.

ANNUAL SCHOOL REPORT


INTRODUCTION

The 2022/2023 academic year started 7th September, 2022 and ended in July 2023. We thank
God Almighty for His providence over the teachers and the pupils.

ENROLLMENT

Five hundred and eighty seven (587) pupils were enrolled for the 2022/23 school year.
Seventy five (75) did not turn up and fifteen (15) were transferred to other school within the
academic year because their parent relocated.

STAFFING

There were seventeen (17) members including the head teacher. Fourteen (14) are pin coded
teachers paid by the Government of Sierra Leone and three (3) community teachers whose
incentive depends on the school subsidy other funds raised within the school.

FINANCE

The Government of Sierra Leone is the main source of finance in the form of the school
subsidy and the Performance Based Finance (PBF). The Community Teachers Association
(CTA) sometimes provides support either in the form of cash or kind in case of emergencies.
Detailed finance is translated in the income and expenditure template for 2022/2023
academic year.

ACTIVITIES

A carol service was held in December but we were not able to hold the annual thanksgiving
and sport meet because we wanted to concentrate on academic work hence improve the
educational standards of the pupils. Notwithstanding, we held monthly school masses every
first Friday and with support from the subsidy, we embarked on rehabilitation project to
improve on the infrastructure of the school (wash facilities).

NOTE: As a school, we have agreed to undertake extracurricular activities for 2023/24


academic year. We therefore intend to do the following:

 Carol Service in December


 inter-House sport meeting to be decided on
 Annual Thanksgiving Mass to be decided on
NOTE: Representatives from the World Bank partnering with the Government through the
Ministry of Basic and Senior Secondary Education visited our School at the beginning of the
2022/2023 academic year with the Executive Members from the Free Quality Education
Department to endorse their commitment on quality delivery for teaching and learning,
health and sanitation, professional support and infrastructural improvement. During their
visit, we told the team about our challenges. The immediate one was to give us additional
classrooms which they promised. We hope and pray we realize this dream.
