MEMORANDUM

SUBJECT : Spot Report re Illegal Street Racing

DATE : October 05, 2023

1. On about 09:00 pm of October 05, 2023, illegal street racing transpired in

Reyes street, P-8, Matho, Cortes, Surigao Del Sur.

2. Initial investigation states that while Patrolman Loberiano and his crew
were on patrol they encountered a traffic jam caused by illegal street
driving. The motorcycle drivers were immediately arrested and the
motorcycle keys were taken to the scene. Cape who was in custody,
handcuffed both drivers. All but two of those involved in the illegal activity
immediately fled the scene and were never found.

3. Suspects were identified as Reynaldo Cantila, Male, 23 a resident of P-4,

Brgy, Balibadon, Cortes, Surigao Del Sur, driver of Motorcycle 1 which
was identified as Black Honda Click 125i 2023 model, with licence plate
number CAX3200. The second suspect were identified as Lando Salibay,
Male, 22 a resident of P-2, Brgy, Buenavista, Tandag City, Surigao Del
Sur, driver of motorcycle 2 which was identified also as Matte Green
Yamaha Sniper 155 2020 model, with license plate number VJM557.

4. The suspects were issued by illegal street racing involving two

motorcycles, both drivers violated the Republic Act No. 4136, also known
as Land Transportation and Traffic Code, which includes the multiple
 violations like, Reckless driving, Driving without license, and over
speeding.

5. Parents were called to come to the scene, they witnessed the arrest of the
suspects before taking into custody, witnesses were identified as Arturo
Cantila, 45 the father of Reynaldo Cantila, and Decter Salibay, 39 the
father of Lando Salibay. Their relatives were also present during the taking
and reading of Miranda rights of the suspects.
