EXECUTIVE ORDER NO. 2324-003

Subject: INSTALLATION OF INTERIM GOVERNMENT FOR THE UNIVERSITY STUDENT


GOVERNMENT, LOCAL STUDENT GOVERNMENTS AND THE LEAGUE OF
CAMPUS ORGANIZATIONS

WHEREAS, last July 20, 2023, majority of the USG, LSG and LCO officers graduated in their
respective undergraduate programs. Hence, as stated in the 2020 Edition of the USG Constitution
and By-Laws Article V Section 1, “All bonafide students of Caraga State University are members
of the University Student Government.” In which, they are not eligible to hold their designations
anymore. In order to continue office transactions in the different entities. There is a need to
install an Interim Government while waiting for the centralized oath taking ceremony.

NOW, THEREFORE, I, DHAN JHARYD B. FELIAS, President of the CSU Main University
Student Government, by virtue of powers vested in me by the 2020 CSU Main University Student
Government Constitution and By-Laws, do hereby order:

SECTION 1. Installation of Interim Government. it shall commence on August 8, 2023 in


accordance to the motion raised in the USG 9th Regular Session. All nongraduating A.Y. 2022-
2023 officers are allowed to continue their service until the oath taking of the new officers take
place. All newly elected officers for A.Y. 2023-2024 are also allowed to assume office on the
said date.

SECTION 2. Officer-In-Charge. All newly elected LSG Governors and LCO President shall
be the Officer-In-Charge of their respective entities starting August 8, 2023. In the case of the
USG, no OIC will be installed due to the USG President’s re-election. The OIC may conduct initial
meetings earlier than August 8 in preparation for the Entrada 2023.

SECTION 3. Duties and Responsibilities. The OICs shall assume the duties and
responsibilities of the Chief Executive Officer of that specific entity:

LSG GOVERNOR
(2020 USG CBL Article VI Section 5.A)
a. Serve as the chief executive for the local college government.
b. Execute orders/tasks from the USG President.
c. Approve all legal documents under his/her respective college government.
d. Represent his/her college on occasions and events where the college needs
representation.
e. Take a seat as an ex-officio member in the policy-making body within the central
government.
f. Represent the local government in formulating laws/policies in the legislative
branch of the central government.
g. Oversee the formulation of policy in the local government.
h. Appoint all college positions in case of a vacancy.
i. Participate in the election of the Speaker of the House coming from among the
college governors.

LCO PRESIDENT
(2022 LCO IRR Rule VIII Section 1)
a. Preside over all Board of Officers, Board of Councils, and regular/general
assembly meetings;
b. Call special, regular, and assembly meetings;
c. Enforce and execute the Constitution and By-Laws of the University Student
Government in Caraga State University and other implementing rules and
regulations;
d. Supervise all affairs of the LCO;
e. Exercise the power of appointment for all appointive positions in the Board of
Officers and shall inform the rest of the members of the board;
f. Counter-sign all LCO transactions and/or any activity generated and initiated by
the LCO or by the organization under the LCO;
g. Present reports to all members at the end of the term of office; and
h. Assume and exercise such other duties as may be incidental to his/her office.

SECTION 4. Designation Format. All OICs shall follow the format given below whenever
signing an official document of their respective entity.

SECTION 5. Repealing Clause. All executive orders, policies, rules, regulations, and other
issuances of the Executive Branch or thereof, inconsistent with this Executive Order are hereby
repealed or modified accordingly.

SECTION 6. Separability Clause. In the event that any provision of this order or any hereof
is invalid, illegal, unconstitutional, the validity of the other provisions not thereby affected shall
remain in force and effect.

SECTION 7. Effectivity. This order supersedes other orders not consistent with it. It shall
take effect immediately, unless otherwise amended or revoked by a competent authority.

DONE, in Caraga State University - Main Campus, Ampayon, Butuan City, Philippines, on the
1st day of August, in the year of the Lord, Two Thousand and Twenty-Three.
