1. What is NSTP Law?


 R.A. 9163, also known as the "National Service Training Program (NSTP) Act of
2001", amends Republic Act No. 7077 (Citizen Armed Force or Armed Forces of the
Philippines Reservist Act) and Presidential Decree No. 1706 (The National Service
Law). The NSTP is a program that aims to increase civic consciousness and defense
preparedness in adolescents by establishing service and patriotism ideals while
undertaking training in any of its program components. Under the NSTP law, state
universities are required to offer ROTC and at least one other NSTP component.
2. Give a brief discussion about the historical background of NSTP?
 The NSTP began with the enactment of Commonwealth Act No. 1, also known as the
National Defense Act. This requires college students, primarily males, to complete
two years of military training in order to become reserves cadets for the country's
national defense.
 Later, on August 8, 1980, the Commonwealth Act No.1 was changed to create
Presidential Decree No. 1706 or the National Service Law. This demands
mandatory national duty for all citizens of the country. With this, three major
component programs emerge: Civic Welfare Service (CWTS), Law Enforcement
Service (LES), and Military Training Service (MTS). College students were given
the option of selecting one of these components to complete their tertiary education.
 After the ouster of President Marcos, the implementation of the National Service Law
except the provision of Military Service was suspended by President Memorandum
Order No.1 during President Corazon Aquino. It became Basic Reserve Officer
Training Corps (ROTC) which was effective on 1986-1987.
 In the year 1991, the Implementing Rules and Regulations of Republic Act 7077
modified the basic ROTC Course to Expanded ROTC Program. Military Subject in
the first year and any of the following; MTS, CWTS, and LES in the second year.
 On March 18, 2001, a victim of illegal ROTC practices causes the death of a 19-year-
old student from University of Santo Tomas. This results a massive protest of the
students and parents against ROTC program. Since then, Expanded ROTC morphed
into NATIONAL TRAINING SERVICE PROGRAM (NSTP).

3. What are the 3 components of NSTP? Discuss each component.


 Under Section 3 of the RA 9163, he following are the 3 components of NSTP;
1. “Reserve-Officers’ Training Corps (ROTC)”- is a program
institutionalized under Sections 38 and 39 of Republic Act No. 7077 designed
to provide military training to tertiary level students in order to motivate,
train, organize and mobilize them for national defense preparedness.
2. “Literacy Training Service”- is a program designed to train students to
become teachers of literacy and numeracy skills to school children, out of
school youth, and other segments of society in need of their service.
3. “Civic Welfare Training Service” - refers to programs or activities
contributory to the general welfare and the betterment of life for the members
of the community or the enhancement of its facilities, especially those
devoted to improving health, education, environment, entrepreneurship,
safety, recreation and morals of the citizenry.

5. What is the Preamble of the 1987 Philippine Constitution?

“We, the sovereign Filipino people, imploring the aid of Almighty God, in order to build a
just and humane society and establish a Government that shall embody our ideals and
aspirations, promote the common good, conserve and develop our patrimony, and secure to
ourselves and our posterity the blessings of independence and democracy under the rule of
law and a regime of truth, justice, freedom, love, equality, and peace, do ordain and
promulgate this Constitution.”
