PREAMBLE

We, the Electrical Engineering students of Surigao Education Center in order to enhance our
roles in the progress and development of a human society through the pursuit of academic excellence, a
dynamic commitment to our democratic institution in support of the policies and progress vital to the
growth, development, and success of the college; and the advancement of our socio-cultural welfare,
by the help of God realize our need to be strong in faith, promulgate mutual understanding and foster
fellowship, do unite ourselves into an Organization that shall embody the ideals, principles, and
standards of Electrical, hereby ordain and promulgate this Constitution and By-Laws.

ARTICLE I: NAME AND TYPE OF ORGANIZATION

Section 1: NAME. The name of this organization shall be Integrated Institute of Electrical
Engineers – Council of Student Chapter Surigao Education Canter, hereafter referred to
as “IIEE CSC SEC CHAPTER”

Section 2: TYPE OF ORGANIZATION. The Institute shall be a non-stock, non-profit

organization and shall exist under and in accordance with the law of the Integrated
Institute of Electrical Engineers and the college.

ARTICLE II: PURPOSE AND OBJECTIVES

Section 1: The purpose and objectives of this organization are the same as those enumerated in the
articles of Institute of Integrated Electrical Engineers – Council of Student Chapter.

ARTICLE III: AFFILIATIONS

Section 1: This organization is affiliated with the national office of Integrated Institute of
Electrical Engineers - Council of Student Chapters or IIEE-CSC.

ARTICLE IV: MEMBERSHIP

Section 1: The majority of the membership of this organization shall consist of enrolled Electrical
Engineering students.

Section 2: This organization and its members shall not discriminate against any individuals for
reasons of race, national origin, color, religion, gender, age, veteran status, sexual
orientation, and/or ability status.

Section 3: Membership in this group shall be open to all Electrical Engineering Students who are
interested and willing to dedicate their selves as a member of the organization.

Section 4. A membership fee of Php 25.00 shall be collected from the members every semester.
ARTICLE V: RIGHTS AND PRIVILEGES

Section 1: Every member of the IIEES shall have the following rights and privileges:
a) To freely participate in all general assembly meetings;
b) To be fully informed of all the affairs of the Organization;
c) To defend the approved proposals included in the agenda during each meetings.

Section 2: The members of the Organization shall have the right to vote and to be voted or refer to
be voted.

Section 3: All members of the Organization shall enjoy rights and privileges that the IIEE CSC
may grant from time to time.

ARTICLE VI: DUTIES AND RESPONSIBILITIES OF THE MEMBERS

Section 1: Every member of the Organization shall have the following duties and responsibilities:

a) To uphold and obey the IIEE CSC constitution and by-laws;

b) To abide by the policies, decisions and regulation which may from time to time be
promulgated;
c) To attend and actively participate in meetings of the Organization;
d) To participate in all programs, projects and actions adopted by the IIEE CSC; and
e) To pay membership fees.
ARTICLE VII: OFFICERS

Section 1. The regular officers of the organization shall be namely: President, Vice-president
Internal, Vice-President External, Vice-President Technical, Secretary, Treasurer,
Auditor, Public Relation Officer and Representatives.

Section 2. The officers shall serve for a term of two (2) academic year with no prohibition or re-
election or until such time when their successors shall have been elected and oath.

Section 3. In case of vacancy in any position, the candidate obtaining the next higher number of
votes during their election shall fill the vacancy.

Section 4. In cases when there was only one nominee to any of the officers, a special election shall
be held to fill the vacant position(s); and

Section 5. An officer shall be removed from the office by a simple majority vote of those present
in the general assembly. The grounds for such action are:

a. willful violation of the MAS-AMICUS Constitution and by-laws;

b. dishonesty;
c. neglect of duties and responsibilities;
d. serious misconduct in the performance of official duties; and
e. Commission of destructive act(s).

However, an Officer will only be removed from his position after substantial procedure, due processes
have been done.
ARTICLE VIII: DUTIES AND RESPONSIBILITIES OF OFFICERS

Section 1. The President

a. Shall be the presiding officer of the organization

b. Shall do the general supervision and have control over the affairs of the organization
c. Shall execute approved policies and sees to it that the objectives and purpose of the
organization are faithfully carried out and its affairs properly conducted
d. Together with the Treasurer, he shall sign any withdrawal slip from the
organization’s fund
e. Shall authenticate whenever necessary, all acts and proceeding of the organization
f. Shall coordinate facilities for, and in behalf of any member of, and the organization
itself
g. Shall perform other functions incidental to his office as may be assigned to him by
the General Assembly
h. Shall appoint the chairpersons of all committees necessary to be created in every
activity to be done, except the standing committees upon the majority vote of the
members
i. Shall attend meeting of the campus, organization and/or he may delegate it to any
member in behalf of himself, and inform members of what transpired there.

Section 2. The Vice-President Internal

a. Shall perform the functions of the President in case of the latter’s incapacity,
inability or severance from office
b. Shall serve as the presiding officer in the Board of Chairpersons
c. Shall be fully in-charged the activities inside the premises of the school campus
where the organization belong, and;

d. Shall perform such other functions as may be assigned to him the President for and
by the General Assembly.

Section 2. The Vice-President External

a. Shall perform the functions of the President in case of the latter’s incapacity,
inability or severance from office
b. Shall serve as the presiding officer in the Board of Chairpersons
c. Shall be fully in-charged the activities outside the premises of the school campus,
and;
d. Shall perform such other functions as may be assigned to him the President for and
by the General Assembly.

Section 3. The Vice-President Technical

a. Shall perform the functions of the President in case of the latter’s incapacity,
inability or severance from office
b. Shall serve as the presiding officer in the Board of Chairpersons
c. Shall be fully in-charged the technical activities and works, and;
d. Shall perform such other functions as may be assigned to him the President for and
by the General Assembly.

Section 3. The Secretary

a. Shall prepare and keep full and accurate minutes of the meetings
b. Shall be the custodians as well as those standing and special committees.

Section 4. The Treasurer

a. Shall be the custodian of all properties, funds and accounts of the organization
b. Shall maintain detailed books of accounts of monthly income, and expenditures
c. Shall prepare financial statements/reports available to any member of the
organization during business hours as set in the duties and responsibilities for the
auditor.

Section 5. The Auditor

a. Shall make a monthly, semestral and annual audit of the treasurer’s records
b. Shall audit of all properties, funds and accounts of the organization
c. Shall verify and certify to the correctness of the reports of the treasurer
d. Shall see to it that inspection of accounts shall be made available to all officers and
members anytime during business hours.
e. Shall render audit for all officers, members and/or disburse funds of the
organization in special assignments
f. Shall be required to render authenticated monthly and semestral audit reports during
the General Assembly
g. Shall perform such other functions as may be assigned to him by the President, for
and by, the General Assembly.

Section 8. The Public Relation Officer

a. Shall make plans and programs (for approval of members) to project the image and
policies of the organization to the public in general
b. Shall promote good public relationships for the organization
c. Shall perform such other functions as may be assigned to him by the President, for
and by, the General Assembly

Section 10. The Representatives

a. Shall present the image of the organization

b. Shall perform such other functions as may be assigned to him by the President, for
and by, the General Assembly

ARTICLE VIX: EXECUTIVE COMMITTEE

Section 1. Management of this club shall be vested in an Executive Committee responsible to the
entire membership to uphold these bylaws.

Section 2. This committee shall consist of the officers as listed in Article VII and the faculty
advisor.

ARTICLE X: ADVISOR

Section 1. Our organization advisor must be a member of the faculty, administration, or staff of
Surigao Education Center.

Section 2. The adviser shall primarily assist the officers of the organization in planning,
programming and foreshadowing of policies. He/she have also the right to participate in
the deliberating but no voting power.

Section 3. The adviser shall see to it that the activity of the officers and members of the
organization do not violate the Constitution and By-laws.

ARTICLE XI: MEETINGS

Section 1. Regular meetings of the organization are every Two (2) months in the semester.

Section 2. Special meetings of the General Assembly may also be held upon call by the President
and/or request in writing by Twenty-Five Per centum of the Regular.

Section 4. Notice should be made at least one (1) day before the meeting.

ARTICLE XII: QUORUM

Section 1. In the regular or special meetings of the organization, the attendance of one-third (1/3)
of all members who were notified shall constitute a quorum.

ARTICLE XIII: OFFICERS QUALIFICATIONS

Section 1. A certified Electrical Engineering student of Surigao Education Center.

Section 2. First year, second year, third year and fourth year EE student are competent to be an
officers of the organization but only fourth year students are qualified for the position of
President.

ARTICLE XIV: ELECTION OF OFFICERS

Section 1. A Committee on Election (COMELEC), composed of two members (one chairperson

and one deputy) shall be appointed by the outgoing President and at least two weeks
before the scheduled elections.

Section 2. Candidate’s doer of Executive Committee shall be by open nomination from the floor
during the election and voted upon by secret ballot.

Section 3. Canvassing of election returns shall be under the auspices and supervision presence
during the election period.

Section 4. No candidate shall be nominated and voted upon without his physical presence during
the election period.

Section5. The election of Executive Committee shall be held in the month of June each year.
ARTICLE XV: LOGO

Section 1. The logo of this organization is adopted from the logo of Integrated Institute of
Electrical Engineers or IIEE.

ARTICLE XVI: AMENDMENTS

Section 1. Any amendment or revision of this Constitution and By-laws shall be proposed by any
member and discussed in the Assembly Meeting.

Section 2. This constitution shall be amended by a vote of (2/3 or 3/4) majority of the membership
at any regular or special meeting. (Note: The constitution should not be amended easily
or frequently).

ARTICLE XVII: EFFECTIVITY

Section 1. This Constitution and By-laws shall effect upon its approval and ratification.
