1.0 PURPOSE

To define the procedure for the application, assessment, approval, issue, display and daily review and

2.0 ROLES AND RESPONSIBILITIES

2.1 PERMIT APPLICANT

2.1.1 To ensure that the area is safe for workers to enter and carry out hot work operation.

2.2 WORKERS

To ensure that an approved hot work permit has been applied by the foreman and the permit has

been displayed before carrying out the actual work.

To carry out the hot work at the location as instructed by the Foreman and specified in the hot work

2.2.3 To stop all work and inform the Foreman if there is a change in the condition of the work area.

2.3 HSE ASSESSOR

On receipt of the application for the hot-work permit from the permit applicant, the safety assessor

shall –

2.3.2 Familiarise himself with the work schedule; and

Together with the permit applicant for the hot-work permit, make a proper inspection and assessment
2.3.3 of the area in which the hot-work is to be carried out and its surroundings, to ensure that there are no
hazards or danger present.

2.3.4 HSE Lead Coordinator attend in coordination in the VSCC meeting

If the Safety Assessor is satisfied with the results of the joint inspection, he shall then endorse the
application for the hot-work permit and forward the endorsed application to the appointed Ship

Repair Manager (SRM) / Ship Repair Engineer for approval. This role is usually fulfilled by the Project
Superintendent.

2.4 HSE PERSONNEL

To familiarise himself with the nature of work, duration and the hazards involved in respect of the

2.4.2 Conduct a physical inspection on the site of the intended work area adjacent surroundings.

2.4.3 Monitor the validity of the hot work permit.

2.4.4 Ensure that trained fire watchman is being deployed for hot work activities.

2.4.5 Ensure the trained Fire Watchman is appropriately deployed by the Engineer / Supervisor.

2.5 PROJECT / SHIP REPAIR MANAGER

2.5.1 To ensure that all safety precautions and measures have been implemented and enforced.

To ensure that the work (for HW AREA) has been discussed and co-ordinated in the VSCC meeting

To ensure that the work is reviewed and assessed daily the need to continue the hot work and revoke

To ensure that if there are other feasible alternative work methods, such methods are used instead of

3.0 CONTROL OF HOT WORK

3.1 HOT WORK PERMIT

3.1.1 No hot work shall be carried out on board any vessel without a valid Hot Work Permit.

Application for a Hot Work Permit shall be made in the prescribed form: “Permit for Hot Work”, a sample

copy of which is to be found in F-313

Subject to daily review and assessment by the SRM/PJM or SRE/PJE as specified in Para 5.1.5 below, the

validity of a Hot Work Permit is seven (7) days as stated in the Hot Work Permit form.

However, the validity of Hot Work Permit for Designated Hot Work Areas, such as workshops and
fabrication sites, which are not located on board any vessel, shall be for a maximum of one month. As
3.1.4
required, each Hot Work Permit shall be reviewed and assessed daily by the SRM/PJM or SRE/PJE until
the permit expires, is cancelled or the hot work has been completed, whichever is earlier.

An approved copy of the Hot Work Permit shall be displayed in the following manner:-
• next to the Permit-to-Work Chart, and

3.1.5 • FOR HOT WORK INSIDE THE TANK, CONFINED SPACE OR PUMP ROOM at the entrance to the tank,
confined space or pump room
• FOR HOT WORK ON LOCATIONS OTHER THAN TANKS, CONFINED SPACES OR PUMP ROOM at the
locations of hot work, or at a designated display point close to the location of hot work

In addition to the requirements as specified in Para 3.1.1 to 5.1.7 above, HOT WORK ON PIPES is only
permitted when the following requirements have been met:
3.1.6 • The pipes have been checked gas free; and
• The pipe on which hot work is to be carried out is suitably identified.

If there is any change of condition, the hot work shall be immediately stopped and the permit revoked.

The SRM / PJM or SRE / PJE and the Safety Department must be informed about the condition.

After completion of hot work or upon expiry of a Hot Work Permit, the applicant shall sign off Stage IV

and return the Hot Work Permit to the Safety Department.

3.2 MONITORING OF HOT WORK

All hot work shall be recorded on the Daily Work Plan and presented at the daily Vessel Safety Co-

ordination Committee (VSCC) meeting.

3.2.2 A sample copy of the Daily Work Plan is to be found in F-306 of this procedure.

3.3 FIRE WATCH


When hot work is being carried out a trained fire watchman shall be in attendance. Where the activity is
3.3.1 on one side of a bulkhead, a deck head, or deck a trained fire watchman shall also be required in the
adjacent compartment.

3.3.2 A fire extinguisher or firefighting equipment shall be provided.

3.3.3 Fire watchman checklist F-312 to be filled by appointed fire watchman prior the tasks starts.

3.3.4 Fire watchman jacket shall be used to identify the fire watchman.

3.3.5 The fire watchman should be familiar with emergency numbers and report emergencies

3.3.6 The fire watchman shall ensure the area is safe before leaving.

3.4 CONTROL OF HOT WORK TOOLS

Only trained personnel are allowed to be in possession of hot work tools such as cutting torches and

welding holders.

Contract workers performing hot work must declare their hot work tools and draw their hot work tools
3.4.2 from the maintenance store. They shall return the hot work tools upon job completion or for re-
certification on or before the expiry date.

For cutting / burning work, on completion of hot work, or when the burner will be absent from the work
3.4.3 area for a prolonged period of time, the burner shall disconnect the oxy-natural gas / propane hoses from
the gas manifolds.

3.4.4 Similarly, on completion of welding, the welder shall remove the welding holder.

3.4.5 Individual burners shall be accountable for the proper layout and hook-up of gas hoses.

3.4.6 Cutting hoses and torches shall be inspected and tested once every 14 days.

3.4.7 Welding cables, holders and welding sets shall be inspected once every 30 days.

3.5 PROCEDURE

The Yard Officer / Engineer or Supervisor shall highlight in the VSCC meeting the intended hot work
activities for the next 24 hours. In the event that the intended hot work arises after the VSCC meeting, the

Project Manager (PJM) / Project Engineer (PJE) shall convene another meeting with the trades involved
before the application is made.

The Yard Officer / Engineer or Supervisor shall be aware of any hazard and risk associated with the job
3.5.2 and takes relevant measures such as ensuring the hot work area and its surroundings are free from
combustible and flammable materials.

He shall raise 3 copies of the “Hot Work” Permit. (1 “Requestor” copy, 1 “Display” copy and 1 “Safety”
3.5.3
copy).

He shall fill in the particulars correctly and legibly in the appropriate boxes such as vessel’s name,

location, description of work and type of hazard involved.

He shall fill in and sign Stage I in all 3 copies and personally hand all 3 copies to the Safety Assessor

together with the sketch of the hot work area.

The Safety Assessor shall inspect the hot work area together with the Yard Officer / Engineer or
3.5.6 Supervisor. He shall sign Stage II in all 3 copies after confirming that the stated conditions and any other
safety measures recommended have been complied with.

The Yard Officer / Engineer or Supervisor shall then hand over all 3 copies to the PJM for his verification
and subsequent approval. The PJM shall sign stage III of the permit if he is satisfied that a thorough

inspection and proper assessment of the hot work area and its surrounding have been made so that the
hot work can be carried out safely. He shall co-ordinate this particular work activity in the VSSC meeting.

3.5.8 He shall then commence the hot work.

The Yard Officer / Engineer or Supervisor is required to display the green copy at the hot work area. He

shall retain the white copy and hand over pink copy to the Safety Assessor.

However, if hot work is to be carried out by an appointed contractor, the contractor’s supervisor shall
3.5.10 endorse the hot work permit after the safety briefing conducted by the Yard Officer / Engineer or
Supervisor.

Upon completion of the hot work the Yard Officer / Engineer or Supervisor shall sign Stage IV and

hand over all the three copies to the Safety Assessor.

3.6 REQUIREMENTS

3.6.1 No hot work can commence until the permit is duty completed and signed by the respective personnel.

It shall be the duty of the Yard Officer / Engineer or Supervisor to maintain the safety requirements
3.6.2 throughout the job performance. If condition changes, he shall stop the job and notify the PJM and Safety
Assessor.

The permit is invalidated if conditions change or if any incompatible work process needs to be carried
3.6.3
out due to priority. When these situations occur, the permit must be returned to the Safety Assessor.

3.6.4 All work processes that require permits shall be highlighted in the VSCC meeting.

3.6.5 Request from contractors for the approval of a permit will not be entertained.

If the job is not completed within the stipulated time, a fresh permit shall be raised and the previous

permit shall be handed over to the Safety Assessor.

The Yard Officer/Engineer or Supervisor shall inform the PJM and the Safety Assessor once the job has
3.6.7 been completed. If the hot work permit is not returned to the Safety Assessor, it shall be assumed that the
job has not been completed and any incompatible work process shall not be approved.

It is the responsibility of the Yard Officer / Engineer or Supervisor to remove the display copy once the

job has been completed or when the permit has expired.

3.6.9 Validity of Permit:

4.0 HOT WORK SPECIAL REQUIREMENTS

Preparatory work includes all types of work related to the preparation of ship premises, equipment,
4.1 systems and pipelines, tanks, structures for hot work, excluding the occurrence of a fire and ensuring
compliance with the norms and rules of labour protection.

When preparing a vessel for hot work, it is necessary:

- determine (if necessary) additional exits from the ship premises and compartments in which hot
work is planned;

- to install indicators of escape routes;

- submit to the fire department / HSE department a drawing of the location of fuels and lubricants,

a plan for the location of premises and exits from them, indicating anticipated emergency cut-
outs;

- identify and mark the places of supposed emergency cut-outs on the vessel with distinctive paint
with the inscription "Emergency cut-out";

- install an information board at the entrance to the ship indicating the hot work locations for the
current day and the names of the performers.

Fire safety of hot work is ensured by:

- removal of combustible materials and combustible structures from the venue hot work to a
safe distance or their protection with non-combustible materials;

- a decrease in the concentration of hydrocarbon gases in the atmosphere of the premises and
4.1.2 containers to a safe level by cleaning and degassing them;

- reducing the oxygen concentration to a safe level by introducing capacity of inert gases
(carbon dioxide, nitrogen, flue gases);

- removal of a mixture of atmospheric gases containing flammable gases and oxygen by filling
containers with water.

To clarify the scope of work, measures and technology for preparing the vessel for hot work on ships,
where preparation for hot work is provided by forces and by means of a shipyard, a commission of
representatives shipyard, HSE department, ship captain (the chief mate) or other person authorized
by the ship-owner should inspect the vessel and determine the scope of work for cleaning and

degassing cargo tanks and fuel tanks, inerting, filling fuel tanks water and issue a certificate-
application indicating the containers to be cleaned and degassing or inerting.

NOTE: The tankers are filled with water by the ship's crew.

Preparation of the vessel for hot work includes:

- stopping of working machines, equipment mechanisms, on which there will be hot work is
carried out with the installation of plugs on the pipelines, and starting equipment to prevent
unauthorized starting of machines and mechanisms;

- stripping and degassing or filling with water fuel and oil tanks and tanks in accordance with
the application certificate for preparation of the vessel for hot work;

- marking with distinctive paint on the deck, on the outer side and on the bottom (when
docked) the location of the non-released and non-degassed fuel tanks with the inscription
"Fuel", while deviating from the boundaries of the specified containers of one meter in all
directions;

- connection by two branches of the vessel's water-fire system to the water-fire system of the
dock (when the vessel is docked);

- ensuring readiness for operation of the ship's water-fire system (when mooring of the vessel
to the berth) with the installation, if necessary, of temporary pipelines (hose lines) with a
throughput equivalent to dismantled and using an emergency fire pump;

- provision of emergency lighting;

- installation of temporary fire alarm systems in areas where standard the system is out of
service;

- ensuring the readiness of connection to the shore power grid for the possibility launch of
ship's fire-fighting equipment when the ship is deactivated power plant.

When preparing a ship for hot work, it is not allowed to simultaneously deactivate all ship fire
4.1.5 extinguishing systems from the state of readiness and from operation of more than 50% of standard
and emergency power plants. (operation vessel)

4.2 PREPARATION FOR CONDUCTING HOT WORKS OF THE ROOMS, DECK AND BULKHEAD

Places of hot work inside ship spaces on decks should be cleaned of combustible materials at a
distance of at least 5 m with arc and gas welding and 10 m - for gas cutting. This removes all sludge,
4.2.1 oil-impregnated sediments and other materials capable of releasing hydrocarbon gases. Combustible
structures, which must be removed due to technical reasons not possible, must be reliably protected
non-combustible materials.

If hot work will be carried out on free vertical surfaces, cleaning of the underlying decks and ceilings

• The distances given in table. 1, taken along the radius in arc and gas welding and in the direction of
the emission of sparks (from the plane on the surface of which work) - for gas cutting. Holes
located within the specified zones, and also combustible structures must be reliably protected from
falling into them welding sparks and ignition of non-combustible materials.

• Underlying decks under the place of welding (cutting) is recommended to be covered with a sheet
of non-combustible material.

In preparation for carrying out hot work on the open decks of ships (except the cargo area of oil
4.2.3 tankers) the distances by which the work sites are cleared from combustible materials listed in clause
4.3.1 increase by 1.5 times.

In preparation for carrying out hot work on the open decks of oil tankers all cargo and slop tanks
located within a radius of at least 30 m from the place of work must be cleaned and degassed, and
4.2.4 those in this cargo area outside 30 m - inerted and closed. Ballast tanks, cofferdams and other dry
compartments and spaces other than cargo ballast, drain or slop, should be checked for the absence
dangerous concentration of hydrocarbon gases and, if necessary, cleaned and degassed.

Places of installation of welding power sources, gas cylinders and tanks with kerosene must be

cleaned of combustible materials within a radius of at least 5 m.

Combustible structures, which must be removed from the indicated places for technical reasons not

possible, must be protected by non-flammable materials.

In preparation for performing arc and gas welding (cutting) on insulated structures, insulation around

Adjacent tanks and tanks, on which hot work will be carried out only on external surfaces, can be
cleaned and degassed or filled with inert gases until the oxygen concentration in the volume decreases

4.3 CONDUCTING HOT WORKS. GENERAL REQUIREMENTS

Before starting hot work, you must:

- fulfill all fire safety requirements (cleaning the workplace from combustible materials, protection
of combustible structures, provision of funds firefighting and other activities specified in the
production permit hot work);

- put up at the place of hot work, and, if necessary, in adjacent premises and on the lower decks of

- start working with faulty welding equipment and accessories;

- use clothing and gloves with traces of oils, fats during hot work, gasoline, kerosene and other
flammable liquids;

- carry out welding, cutting, soldering or heating with an open flame of the apparatus and

All metal parts of electric welding equipment not under voltage must be reliably grounded. Do not use
