EXECUTIVE ORDER NO. _____

AN ORDER CONSTITUTING THE CONTRACT TERMINATION REVIEW

COMMITTEE (CTRC) FOR THE PROJECT IN THE PROVINCIAL GOVERNMENT OF
MISAMIS ORIENTAL, ITS MEMBERS AND FUNCTIONS.

WHEREAS, pursuant to section 465 of R.A. 7160, better known as the Local
Government Code of 1991, the Provincial Governor, as the Chief Executive of the Provincial
Government, is mandated to exercise powers and perform duties and functions necessary to
promote the general welfare of the province and its inhabitants;

WHEREAS, Republic Act 9184 better known as the Government Procurement Reform
Law of the Philippines, empowers the Provincial Governor as Head of the Procuring Entity to
create a committee to assist him in the discharge of his functions and designate employees to
perform additional duties in order to promote fairness in the termination of procurement
contracts and protect the public’s interests.

NOW, THEREFORE, I, PETER M. UNABIA, Governor of the Province of Misamis

Oriental, by virtue of the powers vested in me by law, do hereby constitute the CONTRACT
TERMINATION REVIEW COMMITTEE (CTRC) FOR THE PROJECT IN THE
PROVINCIAL GOVERNMENT OF MISAMIS ORIENTAL, ITS MEMBERS AND
FUNCTIONS.

Section 1. COMPOSITION

Section 2. Duties and Functions.

The Committee shall discharge the duties and functions set forth under the “Guidelines in the
Termination of Contracts” of the Implementing Rules and Regulations of Republic Act 9184
better known as the Government Procurement Reform Act and shall submit to this office its
findings and recommendations for the full or partial termination of the contract including
proposals for the resolution of outstanding issues.

Section 3. EFFECTIVITY CLAUSE

This Order shall take effect immediately.

Section 4. REPEALING CLAUSE

All prior inconsistent Orders or Issuances are hereby repealed or modified accordingly.
