Memorandum Order No. SAG ________- 2023
CHIEFS OF OFFICES
To hasten the processing and ensure full legal and statutory compliance in public expenditures,
you are hereby required to observe the following rules in the preparation and submission of
Purchase Requests and Activity Designs:
1. Process and submit the PR and AD at least a month prior to the scheduled activity
except in unforeseeable instances;
2. Meals and Snacks must be an incidental expense of the activity Design and not the
main activity itself;
3. Avoid erasures and alterations in the Purchase Request and Activity Design;
4. The signatories of the PR and AD must be an employee of this provincial government
unless supported by a local Ordinance enacted for that purpose, or is based on a
statute, or other legal issuances.
Failure to comply with this Memorandum shall subject the erring employee to administrative
disciplinary action.
This Memorandum shall take effect immediately.
