1. OBJECTIVE

1.1 To clearly determine sequences of engineering design process, internal interaction


and interface between Company and Customer regarding to DETAILED
ENGINEERING CONTROL.

1.2 To establish and maintain procedures prescribing requirements and responsibility for
preparation, review, verification, validation and issue of design documents in order
to ensure that the design requirements are met.

2. SCOPE

This procedure is used as an Engineering Guide to all detailed engineering design


activities of Company performed by SEAS. For each specific project, this Guide
might be modified to suit Customer’s requirement, the fact that shall be detailed in
Project Quality Plan.

3. DEFINITION AND ABBREVIATION

3.1 “Basic Engineering Document (BED)” means the basic document / information
provided by Customer at the beginning of project for detailed engineering work.

3.2 “Project Specification” hereby means specifications (Engineering Specification,


Codes and Standards, statutory and regulatory requirements) provided by
Customer and/or provided / prepared by Company for detail engineering work.

3.3 Abbreviation

PM : Project Manager PEM : Project Engineering Manager


EM : Engineering Manager AE : Assigned Engineer
CAE : Chief of Assigned Engineer

4. PROCESS

4.1 Design Planning Responsible

4.1.1. Items to be detailed out , where applicable :

a) Outline of Customer’s requirement & Scope of Design Work PEM


b) Organization of the project design team and the specific
responsibilities and authorities: engineers, draftmen,
secrectaries and supporting staff.
c) External personnels involved (who may have input on
design:Customer representative, associate consultant,
specialist, subcontractors…)
d) Organizational and technical interfaces between internal and
with other organizations
e) Design plan (schedule) specifying design stages, review,
verification, validation, issuance of documents and drawings
as well as detailed schedule to perform the design works.
f) Internal review and critique sessions with customer at diferrent
stages
g) Internal approving authorities, including the Customer’s
approval at critical stages of design
h) Statutory requirements
i) Special Facilities to be employed in meeting Customer’s
requirements
j) Key decisions made regarding the budget, design solutions,
submission and approval

4.1.2. Output of design planning shall be Project Quality Plan

Output of Design planning will be updated, as appropriate, during
design progresses and distributed appropriately to concerning
persons.

4.1.3. Classification of document submitted to Customer:

As Company practice, when issued to Customer, engineering
document and drawings are normally classified basing on their
essential levels to Customer into followings :

“For Information” “For Review”, “For Approval” (purpose of each


class is usually mentioned in Document Handling Procedure)
In some cases, classification may be stipulated by Customer which
is to be incorporated in “ Document Handling Procedure”

4.1.4 Control of design documents and design records will be based on


procedures QP-900 and QP-901 respectively.

4.2 Design Input Preparation Responsible

Design inputs may include:


 BED and information provided by Customer during design
progress.(customer’s detailed requirements)
 Project Specification.
 Information obtained from site surveys, communication with
Vendor and other engineering field during design process.

4.2.2. Input development PM, PEM, AE


(1) BED
a) Review and clarification:
Perform clarification and confirmation on information in
BED with Customer, if necessary, avoid any discrepancy,
confliction or ambiguousness.

b) BED development:
when BED is incomplete, a further development is needed
and the result of which is subjected to Customer approval
(if required)

(2) Preparation of Project Specification (if required) AE/PEM

approval (if required)

Development Product during this stage are controlled by steps 4.3


to 4.6 with possible stepping over on case by case basis.

4.2.3 Distribute the design input to AE for proceeding detail engineering.

4.3 Perform field-wise Detailed Engineering Work.

4.3.1 Stages of design and development

In SEAS’s normal practice, a design product shall be developed
through different stages, depending on availability of relevant input
information and the extent of information incorporated in the output.
Concrete stages may differ from field to field. Those typical stages
are: Preliminary, Planning, Design and Construction.
Output product shall be indicated in title box with “Preliminary”,
“Approved for Planning”, “Approved for Design”, “and Approved for
Construction” respectively.

4.3.2 Design output

Design and development may include the following, depending on


field and project:

(1) design by AE include


- Initiate data sheets, calculations, specification, sketch
drawings and relevant information as required for each
field.
- Communicate with internal or external organizations to
obtain more information for design.

(2) Output Presentation by draft-man or secretary:


Before returning to Originator, the product are to be carefully
checked (to avoid errors and spelling mistakes)

(3) Review and check by AE: to ensure what he get back from
draft-men or secretary is the same with what he intended.

4.4 Design Review

4.4.2. Design review methods

a) ID check to ensure integrity of the design: this method is used
when dealing with various engineering fields at design.

functions concerned.

4.5. Design Verification

4.5.1. Objective of design verification is to ensure that the design and


development output have met the input requirements as well as
has been completed technically well with good workmanship.

1. Approval authorization in design verification: to respond to


complexity of the design requirements, input of different specialists
and people with different area of expertise and experience is

needed. Normally, a design product shall pass the following steps
of verification and approval: concerned
a) By chief assigned engineer (CAE): he will base on his
experience to judge in terms of technical accuracy, soundness
and reliability ; safe, operational and economical point of
view ; as well as its being able for fabrication, transportation,
construction, etc

b) By Engineering Manager (EM): whether products follow the


department code of practice. In case, SEAS is the Customer,
SEAS’s Dept. Manager can replace SEAS’s EM in verifying.

c) By Project Manager (PM): last check in term of continuity and


integrity of the designs and whether the design product have
met contractual specification and input requirements. The
PM’s approval also makes the product legal before issuing

4.6 Design Validation

(1) Customer’s approval at different stages of design will ensure
that the resulting product is capable of meeting the PM/PEM
requirements for the specified application or intended use.

(2) When submitted to customer for approval, at the return, the


product shall be in one of the following status:
 “Approved”: design product was accepted to further

develop as planned.
 “Approved with comment”: design product will be

accepted to proceed further after the comments have
been incorporated into it.
 “Rejected”: the design product should be re-done.

Design sequences may follow steps from 4.3 to 4.5, where

applicable. Re-submit to Customer as requested.

4.7 Control of Design Changes

(1) Any changes relating to Change Order will be incorporated


into detailed engineering work by repeating above sequences AE
from 4.2 to 4.6.

(2) Any changes after documents / drawings were approved, shall


be controlled by utilizing the Engineering Revision Instruction
(ERI) or Field Revision Instruction (FRI) and recorded in
accordance with procedure written specifically for each
project.

(3) After construction completed, all changes and revisions during


construction shall be incorporated into “As Built”
drawing/documents which are to be submitted to Customer in
accordance with contractual requirement

4.8 Outside Engineering

When a part of work for design is sublet to outside organizations or AE / EM / PM


some designs provided by Vendors, control of design output will be
performed according to steps from 4.4 to 4.6, where applicable
