Query to ALL_SYNONYMS takes very long time after 19c upgrade.

CHANGES

Upgrade to 19c

CAUSE

As discussed in Bugs 32477224 and 26038007 setting the value of parameter CONTAINER_DATA=CURRENT_DICTIONARY in both PDB and CDB Improves the performance.

Set the value of parameter CONTAINER_DATA=CURRENT_DICTIONARY in both PDB and CDB to Improve the performance of ALL_SYNONYMS queries.
